    To ask the Secretary of State for Justice, what estimate he has made of the cost to the public purse of changes to his Department’s policies on (a) the provision of secure colleges, (b) prohibiting prisoners from receiving books, (c) the sale of HM Courts and Tribunal Service, (d) Saudi prison contracts and (e) the timetable for the tender for criminal defence work.

    I refer the honourable member to the answer given to PQ 13074 on 7th December 2015. There was never any plan to sell HM Courts and Tribunals Service. There is no cost to the public purse from the delay to implementation of new criminal legal aid contracts.

    To ask the Secretary of State for Transport, what recent representations he has received on rail paths from North Wales to Manchester Airport.

    We are aware that Arriva Trains Wales (ATW), and other operators, are seeking to introduce additional services to Manchester Airport; however, capacity through central Manchester and at the Airport is limited. Infrastructure investment to deliver the Northern Hub (including the recently-opened fourth platform at the Airport) will improve the situation, but there are more aspirations for direct services to the Airport than even the post-Hub infrastructure will be able to accommodate.

    Please note that it is the Independent Office of Road and Rail which is responsible for the allocation of train paths and not the Department and it is therefore for the Office of Road and Rail to consider ATW’s application alongside other requests submitted for use of the limited available capacity for additional rail services to/from Manchester Airport.

    There are currently water fluoridation schemes in the North West of England serving parts of Cumbria and Cheshire.

    It has been the policy of successive governments that decisions on water fluoridation are best taken locally. The Health and Social Care Act 2012 gave powers to upper tier and unitary local authorities to make proposals in relation to fluoridation.

    I met with c2c on the 10th February. I have asked them to make proposals to adjust their plans to deliver a more attractive balance between service levels and overcrowding, and the Department will work with c2c to deliver these at the earliest opportunity.

    Sustainability and Transformation Plan areas have been determined by local health and care services coming together in ways that make sense for their local areas, in order to transform the way that health and care is planned and delivered for their populations.

    Following local discussions about who is best placed to play the role of footprint leaders, together with discussions with national bodies, 41 of the 44 planning areas have identified and agreed leaders.

    They are mostly a mix of trust chief executive officers, clinical commissioning group leaders and local government executives.

    BT’s commercial deployment programme is still ongoing. We will not have access to information on the proportion of cabinets that remain to be upgraded in commercial areas until this is completed.

    The importance of being aware of vulnerable road users is tested during the process of a professional driver passing their test and gaining their heavy goods vehicle driving licence.

    Additionally, all professional drivers of heavy goods vehicles have to complete ongoing Driver Professional Certificate training of 35 hours spread over a 5-year period. This periodic training includes a wide range of topics, including awareness of vulnerable road users in urban areas or city centres.

    To ask the Secretary of State for the Home Department, how many people have been granted asylum in the UK on the grounds of a well-founded fear of persecution on account of religion in each year since 2010.

    When an individual makes an asylum claim on religious grounds it is recorded in the interview records and any written representations they provide. Data on asylum claims on religious grounds is not systematically recorded on the Casework Information Database (CID) and therefore it is not possible to provide a breakdown of information in this way without individual analysis of thousands of casework files at disproportionate cost.
