    To ask the Minister for the Cabinet Office, what recent estimate he has made of savings to his Department as a result of (a) ISSC1 and (b) ISSC2 in each year since 2013.

    Cabinet Office does not hold current financial information for Independent Shared Service Centre 1 (ISSC1). As the sole customer receiving services as part of ISSC1, responsibility for the majority of the programme and contract management is now undertaken by DfT.

    ISSC2’s Founding customers achieved net savings of £0.9 million in financial year 2013-14 and £8.19 million net savings in financial year 2014-15. There was a 17% reduction in costs of service in 2014-15 compared with the 2012-13 baseline.

    The Cabinet Office achieved £0.12 million net savings in 2013-14 and £0.31 million net savings in financial year 2014-15 as a result of receiving services through ISSC2. The figure for 2014-15 represents a 17% reduction in costs compared with the 2012-13 baseline.

    To ask Her Majesty’s Government whether they have assessed the plans of NHS England for provision of mandated research in the NHS.

    The Department of Health formally holds NHS England to account on its delivery against the research objective in the NHS Mandate, a process which will be rolled forward during 2016/7.

    Progress has been made in the areas of participation of National Health Service organisations in research, with 98% of NHS trusts recruited into National Institute for Health Research Clinical Research Network Portfolio studies during the course of 2014/15, and 78% of NHS trusts recruiting to commercial contract studies in the same year. In addition, recruitment of participants into such studies increased in 2014/15 compared to the previous year to 618,453 participants. Recruitment into commercial contract studies is at an all-time high, with 34,885 participants in 2014/15; a 35% increase from 2013/14.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Prior of Brampton on 4 April (HL7369), when the policy team is expected to report back on key aspects of the work on neurology and how those aspects can be taken forward through alternative mechanisms and partners; and whether or not that report will be published.

    As previously set out, NHS England has been reviewing its National Clinical Director (NCD) resource. This review has been designed to focus clinical advisory resources on areas where major programmes of work are currently being taking forward, or areas identified as priorities for improvement.

    Whilst there will no longer be a specific NCD role for neurology, NHS England will continue to secure expert clinical advice through clinical leads and members of the NHS England-funded neurology clinical networks, the Neurology Clinical Reference Group and Royal Colleges.

    More information on these arrangements will be available in June 2016. There is no specific report being published.

    To ask the Secretary of State for Education, what the average funding will be for each secondary school pupil from the Year 7 catch-up grant in academic year 2016-17.

    Since 2012 we have provided £500 per pupil funding to secondary schools for year 7 pupils who did not meet the expected standard in reading or mathematics at primary school. This funding enables schools to deliver additional support, such as individual tuition or intensive support in small groups, for those pupils that most need it.

    While this funding applied for the period of the spending review, to 2015-16, on 7 July 2016 we announced that schools will receive catch-up funding in 2016-17. Schools will receive the same total amount of funding they received in 2015-16 adjusted to reflect the percentage change in the size of their year 7 cohort. We will not know the final amount for each pupil in 2016-17 until the allocations have been determined based on data from the autumn 2016 schools census.

    We will make an announcement about the future of the year 7 catch-up premium in due course.

    Since February 2015, the UK has assigned the following assets to Standing NATO Mine Countermeasures Group 1:

    The Sandown-class minehunter HMS PEMBROKE (from January until April); the Hunt-class minehunter HMS QUORN (from April until July); the Sandown-class minehunter HMS GRIMSBY (from August until December).

    Over the same period, there have been no UK vessels assigned to Standing NATO Maritime Group 1 and 2 or Standing NATO Mine Countermeasures Group 2.

    As required by section 7(2) (k) of the Political Parties, Elections and Referendums Act 2000, the Government formally consulted the Electoral Commission prior to the publication of the draft regulations. The Commission’s response did not give an indication as to whether or not it agreed with the policy approach but made a number of recommendations which were considered when finalising the draft regulations. The Government did not consult any registered political parties prior to laying the draft Regulations as there is no statutory requirement to do so.
