    To ask the Secretary of State for Environment, Food and Rural Affairs, which organisations have received public grant funding from her Department in each of the last five years; how much grant funding each organisation received; and what the purpose of each such grant was.

    A list of grants by organisation for the last five years (2011-16 inclusive) will be placed in the Library. It is not possible to identify the actual amount each organisation received related to each listed grant without incurring a disproportionate cost to the department, therefore an average value has been apportioned to each requested financial year from the total grant value.

    I am committed to making the process of going to court simpler, easier, and more sympathetic to victims. My department’s court reform programme will make sure victims and witnesses, both male and female, continue to be treated with respect throughout the process. For example, the digitisation of the courts services is having a positive impact on victims by providing the ability to give video evidence rather than facing the trauma of attending court.

    The Government is committed to achieving a higher wage, lower tax, lower welfare economy. That means more emphasis on support to working families on low incomes through reducing tax and increasing wages, than on topping up low wages through tax credits.

    The Chancellor is listening to concerns raised by colleagues and will announce in his Autumn Statement how he plans to achieve the same goal of reforming tax credits and saving the money we need to secure our economy, while at the same time helping in the transition.

    To ask the Secretary of State for Health, pursuant to the Answer of 24 November 2015 to Question 16575, if he will review the adequacy of the number and accessibility of pharmacy facilities; and if he will make a statement.

    NHS England is responsible for ensuring the adequate provision of pharmaceutical services. Local authority Health and Wellbeing Boards (HWBs) assess the need for pharmaceutical services for the relevant area and describe this in the Pharmaceutical Needs Assessment (PNA). Each HWB was required to publish its first PNA by April 2015 following a full local consultation. NHS England determine applications from a prospective contractor to provide NHS pharmaceutical services by reference to the most recent PNA and whether there is an need identified in the PNA.

    The National Health Service (Pharmaceutical and Local Pharmaceutical Services) Regulations 2013 (as amended) require the Secretary of State to carry out a review of the Regulations and publish the report before the end of August 2017.

    The Government is fully committed to providing support for anyone who needs it, including those who have suffered child abuse, and aims to improve the data on prevalence of child sexual abuse so that commissioners are better able to ensure the most appropriate services are available. This includes improving available data on the prevalence of child abuse and related mental health issues, using the population-wide children and adolescent mental health survey, as well as a data collection specifically on the prevalence of child sexual abuse starting in certain targeted services.

    To ask the Secretary of State for Justice, how many people have been prosecuted for bringing fraudulent claims in whiplash cases in each of the last five years.

    Information on prosecutions for fraudulent whiplash claims is not held centrally, and could only be obtained at disproportionate cost.

    The Government remains concerned about the number and cost of personal injury claims and the impact they have on motor insurance premiums. At 760,000 (of which 690,000 were for whiplash) in 2014/15, personal injury motor claims volumes are still at historically high levels, being some 50% higher than in 2006 when there were around 520,000 such claims.

    The Insurance Fraud Taskforce published their final report on 18 January which was supportive of the Government’s proposals to tackle fraudulent and unnecessary claims. The Government will consider their recommendations closely.

    The information requested is not collected centrally and could only be provided by investigation of individual case records.

    Where an EEA national has been issued with a positive conclusive grounds decision they will not be served with administrative removal papers. EEA nationals who have left the Government-funded service provided under the victim care contract who are not exercising treaty rights and are not entitled to remain on other grounds may be encouraged to return home voluntarily.
