Diana Johnson – 2016 Parliamentary Question to the Cabinet Office

To ask the Minister for the Cabinet Office, pursuant to the Answer of 17 June 2016 to Question 40168, what proportion of Civil Service Fast Streamers undertook a regional placement in each fiscal year since 2009-10.

The Fast Stream Scheme uses graduate years rather than fiscal years for the Fast Stream Cycle of 1 September – 31 August. The total number of Fast Streamers per graduate year that undertook regional placements based on our Fast Stream cycle is shown below.

Tim Loughton – 2015 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Tim Loughton on 2015-11-10.

To ask Mr Chancellor of the Exchequer, what discussions took place between his Department and the Department for Education about the allocation of funds to the Pioneer Communities Project.

The Government announced at Autumn Statement 2014 funding for the Department for Education for an “Early intervention pilot for 0-2 year olds – to pilot a new approach to ensure that the most effective early intervention actions are taken during a child’s earliest years, to prevent avoidable problems later.”

This measure was to be delivered by the Department for Education, who worked with a number of stakeholders including Her Majesty’s Treasury, the Wave Trust and the Early Intervention Foundation to identify options to deliver the project.

As no contract has been signed for this measure, in June 2015 the Department for Education undertook not to proceed with the measure in this financial year.

Roger Godsiff – 2015 Parliamentary Question to the Department for Energy and Climate Change

To ask the Secretary of State for Energy and Climate Change, what steps she plans to take to improve home energy efficiency.

The Government is committed to meeting its legally binding target to help as many fuel poor homes as reasonably practicable reach energy efficiency Band C by 2030, with interim targets on Band E by 2020 and Band D by 2025.

This Government has also set a specific goal of insulating 1 million homes by the end of this Parliament, in line with our commitments on fuel poverty.

A reformed domestic supplier obligation (ECO) from April 2017 will upgrade the energy efficiency of well over 200,000 homes per year. This will help to tackle the root cause of fuel poverty and continue to deliver on our commitment to help 1 million more homes this Parliament. We are providing support for households to improve their energy efficiency through the new supplier obligation, which will run for 5 years.

Our extension of the Warm Home Discount to 2020/21 at current levels of £320m pa will alsohelp households who are at most risk of fuel poverty with their energy bills.

Sadiq Khan – 2016 Parliamentary Question to the Department for Environment, Food and Rural Affairs

To ask the Secretary of State for Environment, Food and Rural Affairs, how much has been budgeted for compensation payments to residential and business properties affected by the construction of the Thames Tideway Tunnel.

Compensation payments for owners of residential or business properties which are acquired pursuant to the development consent order for the Thames Tideway Tunnel (TTT) are a matter for either Thames Water Utilities Limited or Bazalgette Tunnel Limited (trading as Tideway and being the licensed infrastructure provider that will finance, own, build and operate the tunnel). Provision for such compensation payments is included in the overall budget for the construction of the TTT. In the case of Thames Water Utilities Limited, these costs are included within their price control for the period 2015-2020 as determined by Ofwat. In the case of Bazalgette Tunnel Limited, the cost is within the overall budget included within the project licence granted to Tideway by Ofwat. The amount set aside for these compensation payments are commercially sensitive so cannot be disclosed.

To ask the Secretary of State for the Home Department, pursuant to the Answer of 11 December 2015 to Question 19716, what proportion of oral appeals were not represented in each month of the last three years.

Further to my earlier response of 11 December 2015, the proportion of oral appeals where the Secretary of State for the Home Department was not represented for each month of the last three years is set out in the attached data table. As set out in my previous answer the proportion of oral appeals not represented increased between January – September 2015 in comparison to the previous 2 years. This was the result of the availability of presenting resource in the Home Office to match court listing schedules which varied from forecasts used for planning purposes to a significant extent. Resources were put in place to address this and representation rates increased in the final three months of the calendar year.

Listing is a judicial responsibility and function. Any final decisions as to the allocation of work between court houses will be for the Lancashire and Cumbria Judicial Business Group (subject to the supervision of the Presiding Judges of the circuit) to make in due course.

To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the potential merits of a cap and floor funding approach for the development of new pumped storage capacity in Scotland.

We are investigating the potential barriers to deployment of energy storage and possible mitigating actions, focussing in the first instance on removing regulatory and policy barriers. We will be publishing a call for evidence on a smart systems route map, including storage, shortly. In addition, DECC is in regular dialogue with prospective developers of new pumped hydro storage projects, both in and outside of Scotland, and is keen to understand the extent to which any barriers to deployment can be overcome in a way that is affordable to consumers.

Greg Mulholland – 2016 Parliamentary Question to the Ministry of Justice

To ask the Secretary of State for Justice, what guidance is issued to family court judges on Parental Alienation syndrome and implacable hostility.

Guidance on Parental Alienation Syndrome is not issued to family court judges as the ‘syndrome’ is not recognised as such by many professionals in this country.

The Children Act 1989 contains adequate provisions to protect against the effects of parental alienation or implacable hostility. These include the requirement for the court to ascertain the wishes and feelings of a child who is the subject of a parental dispute, commensurate with that child’s age and level of understanding and the power to request Cafcass to prepare a welfare report into any matters relevant to the child or the family.

Cafcass practitioners are aware of the potential for children to be influenced or alienated by parental views and are alert to this possibility throughout the case.
