    To ask the Secretary of State for Health, what assessment his Department has made of the effect of alcohol consumption on levels of obesity; and if he will make a statement.

    The last Government’s “Healthy Lives, Healthy People: A call to action on obesity in England”, October 2011 states that alcoholic drinks can be high in calories and contribute to the energy imbalance that can lead to being overweight and obesity.

    We welcome the fact that some businesses are choosing to label calories voluntarily on their alcoholic beverages.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what the outcome has been of his Department’s efforts to secure a lawyer for Andargachew Tsege; and what other steps his Department plans to take to ensure the release of Mr Tsege.

    ​On 1 June 2016, Ethiopian Prime Minister Hailemariam assured the then Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), that Mr Tsege would be allowed access to independent legal advice to allow him to discuss options under the Ethiopian legal system. Since then, the Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) has raised Mr Tsege’s case with his Ethiopian counterpart, Foreign Minister Tedros, on 3 occasions, most recently during the UN General Assembly in New York. Each time he has insisted that the Ethiopians follow through with their commitment to allow legal access. The British Government will continue to raise this issue until Mr Tsege is given access to independent legal advice. We do not interfere in the legal systems of other countries by challenging convictions, any more than we would accept interference in our judicial system. We will continue to keep our approach to this case under review.

    The Secretary of State for Justice announced on 8th September a review of the quality of education in prisons, chaired by Dame Sally Coates. The review will examine the scope, quality and effectiveness of current provision. It will consider the scope and range of the current curricula and identify the most effective teaching and delivery models. Stakeholders are being consulted and a Call for Evidence has been issued. The review is expected to report in due course.     To ask the Secretary of State for the Home Department, if she will make representations to the Essex Police and Crime Commissioner to (a) extend the consultation period for closures of police stations in Essex and (b) ensure frontline policing is not reduced following proposed police station closures.

    Decisions about the most effective use of available resources, including numbers of police stations and deployment of frontline resources, are rightly a matter for individual Police and Crime Commissioners and Chief Constables, tailored to the needs of the local community. Data published by Her Majesty’s Inspectorate of Constabulary shows that the proportion of frontline roles in Essex Police increased from 88% to 91% between March 2010 and 2015.

    To ask Her Majesty’s Government how much of the Affordable Homes Programme they expect to be spent on bringing empty homes back into use.

    The Homes and Community Agency made available £110.6 million to bring empty homes back into use over two rounds of funding:

    • Round 1 (2012-13) £69,820,695; and
    • Round 2 (2014-15) £40,790,126.

    The Homes and Community Agency’s Affordable Homes Programme will continue to provide funding to bring empty homes back into use. The Affordable Homes Programme is a competitive scheme and the amount of funding allocated to empty homes will depend on the quality of the bids received.

    The future use of the Collective Passport is under review in the light of changing demand for the product and the security of the document. We are engaging with staff and other stakeholders and expect to make an announcement shortly.

    To ask the Secretary of State for the Home Department, how many people on temporary admission living in Oxfordshire are required to report at Eaton House, Hounslow.

    Immigration Enforcement retains a record of tickets that are issued to people on temporary admission for the purpose of travel to report at an Immigration Reporting Centre.

    Immigration Enforcement does not keep a record of the area from which those individuals have travelled. We are required to provide a travel ticket if the subject resides more than 3 miles away from the reporting centre and is in receipt of Asylum Support. We do not routinely provide travel tickets for anyone else who reports unless they reside over 25 miles away and there is an exceptional reason to do so. Each case is assessed and considered on its own merit.

    Climate Local is a Local Government Association initiative which was in part supported by the Environment Agency’s Climate Ready Support Service. The Climate Ready Support Service was initiated as a time-limited programme and came to an end in March this year. It is for the Local Government Association and the members of Climate Local to determine its further activities. Adaptation is integrated throughout the work of all Government departments who continue to deliver, alongside local Government and many other organisations, their commitments set out in the National Adaptation Programme.

    To ask the Secretary of State for the Home Department, whether it is her Department’s policy to prepare for the removal of asylum seekers from the UK before they have exhausted all legal remedies in their claim for asylum.

    Section 77 of the Nationality, Immigration and Asylum Act 2002 prevents a person from being removed from the UK whilst a claim for asylum is pending, and section 78 of the 2002 Act has the same effect where an appeal is pending. In both cases this does not prevent the giving of directions for the person’s removal or the taking of any other interim or preparatory action.

    Where a person has claimed asylum and the claim has been refused preparations for removal can be made. Those preparations may involve gathering relevant information and applying for an emergency travel document.
