    To ask the Secretary of State for Transport, whether he has any plans to extend child discounts on public transport from 16 to 18 years to match the new compulsory school leaving age.

    Government recognises the importance of accessible transport to all young people and, whilst there are no plans to introduce a statutory concession for young people, we are working with the sector to encourage operators to continue to improve their offers.

    In the de-regulated bus market it is for operators to set their own fares. Current estimates indicate that 50% of young people aged 16 to 19 receive at least a third off standard fares.

    The new Enhanced Partnership powers in the Bus Services Bill would allow local transport authorities and bus operators to agree standard ticket rules, such as eligibility for half fares across operators.

    To ask the Secretary of State for Transport, what steps he is taking to encourage local authorities to make greater use of flexible speed limits with electronic signs.

    Average speed limits do not exist but Highways England uses variable speed limits on smart motorways to smooth traffic flow, reduce congestion and enhance safety. The variable limits are set locally in response to traffic flow levels or to help manage incidents.

    The Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. It includes guidance on the use of variable 20 mph speed limits with electronic signs. It has been designed to help explain to everyone why and how local speed limits are determined. This guidance was revised following full public consultation in Summer 2012 and is available online on GOV.UK

    We follow the political situation closely in Bahrain, including Shia interests. We encourage all political parties, to engage constructively in political dialogue in order to reach an inclusive political settlement. Despite the opposition’s decision to boycott the 2014 elections, we commended the participation of a broad range of candidates which saw 14 independent Shia candidates win seats, of which three were women.

    Public libraries are funded and run by local authorities. However, through the Government’s development agency for public libraries, Arts Council England, funding is provided to support public libraries in England, some of which will fund computer facilities. Specific detail of this funding is not available. Future Arts Council England investment plans for public libraries will be developed following proposals from partner organisations.

    Work is ongoing on the design of the broadband Universal Service Obligation (USO) and the reasonable cost threshold. The independent telecoms regulator Ofcom will provide technical analysis and recommendations to help inform both of these, as well as identify the premises likely to be within the USO footprint. These are expected to be predominantly in rural areas, but there will also be urban and suburban homes and businesses eligible to request a connection under the USO.

    The Prime Minister has received correspondence from the families of the victims of the 1974 Birmingham pub bombings, requesting a special scheme be set up for funding of the families’ legal representation at the newly reopened Coroner’s inquest into the bombings. The Government is carefully considering these requests, and will respond directly to these parties in due course.

    We are in the process of reviewing the Cycle to Work Scheme guidance published on GOV.UK and are engaging with other Departments, such as the Financial Conduct Authority (FCA), HMRC and HMT to get a firmer view on any possible changes that could be made. As part of this review, we will consider the level of the maximum allowance.
