    To ask the Secretary of State for Health, if he will review processes for handling deaths of persons subject to deprivation of liberty safeguards, and their effect on (a) members of the family of the deceased, (b) police services and (c) the role of care providers.

    We have asked the Law Commission to review the deprivation of liberty safeguards. As part of this review, the Law Commission is considering the role of coroners in investigating all deaths of people subject to deprivation of liberty safeguards. We expect its final report and recommendations to be published in December.

    To ask Mr Chancellor of the Exchequer, pursuant to the Answer of 15 September 2016 to Question 45730, what estimate he has made of the current value of his Department’s share in local partnerships.

    HM Treasury holds a 50% share in Local Partnerships LLP. It is difficult to put a precise value on shareholding given LP’s business model and remit, and the fact that it is not capable of being sold in the open market in its current form. Total net asset value, as per Local Partnerships’ most recent audited accounts, is £6.8 million, and on this basis the Department’s share is £3.4 million.

    To ask Mr Chancellor of the Exchequer, what correspondence the Government has had with Lloyds TSB on implementation of the Access to Banking Protocol and the (a) closure of branches and (b) reduction of banking services in the Caithness, Sutherland and Easter Ross constituency.

    The Government welcomed the industry-wide Access to Banking protocol announced in March 2015. From the first of May this year, each participating bank has committed to carry out a number of steps if it is closing a branch. This includes establishing the impact of a branch closure before it takes place; finding suitable alternative provision; and putting in place suitable alternative measures before a branch is closed.

    There is a commitment to review the operation of the protocol after one year. In August, the Minister for Small Business, Industry and Enterprise and I wrote to the Chief Executive of the British Bankers’ Association and requested an update on progress towards the appointment of an independent reviewer. A copy of the letter was also sent to the Chief Executives of the banks that are signatories to the Access to Banking protocol.

    Banks and building societies need to balance customer interests, market competition, and other commercial factors when considering their strategy.

    Decisions on the opening and closing of individual bank branches are taken by the management of each bank on a commercial basis without intervention from Government.

    The Department for Education has been working with the National Health Service to determine the scope and nature of the audit of educational provision within Children and Adolescent Mental Health Service (CAMHS) tier 4 settings, as a result of the Health Select Committee report on CAMHS in 2014. We will release the outcomes of this audit in due course.

    To ask the Secretary of State for Health, how many and what proportion of Personal Medical Services contracts by general practices in (a) Hampstead and Kilburn, (b) London and (c) England have been reviewed by NHS England; and in how many such cases have the surgeries been advised of the future funding arrangements to financial year 2021-22.

    NHS England carried out a stocktake of progress in completing Personal Medical Services (PMS) reviews in December 2015. This found:

    a) There are 10 PMS practices in Hampstead and Kilburn; none of these have had a PMS contract review as yet;

    b) 620 (100%) PMS contract reviews are still to be completed in London; and

    c) 1,847 (61%) PMS contract reviews have been completed in England.

    The proposed London-wide contract and funding has been communicated to practices. Camden Clinical Commissioning Group (CCG) and Brent CCG commissioning intentions are currently being agreed and will be communicated to practices in line with the timetable.

    To ask the Secretary of State for Transport, whether he has asked Vauxhall to reclassify the root cause of the risk of fire in Zafira B models that have been subject to vehicle safety recalls to include premature corrosion of the blower motor.

    Vauxhall has not been requested to reclassify the cause of the fires on the Vauxhall Zafira B models that have been subject to vehicle safety recalls, to include premature corrosion of the blower motor. The investigations into the cause of these fires has determined that the fires are occurring as a result of a manipulated heater motor resistor, or under very specific circumstances, the degradation of the heater motor resistor, which can affect the effectiveness of the unit.

    Vauxhall has, however, included the replacement of the heater blower motor as part of its action to remove the risk to those using Zafiras.
