    To ask the Secretary of State for Culture, Media and Sport, if he will hold discussions with each of the devolved administrations on ensuring that the roll-out of superfast broadband benefits people across the UK uniformly.

    The Government’s superfast broadband programme is aimed at achieving availability of superfast broadband to 95% of UK premises by December 2017. The funding allocations to the English local authorities and the devolved administrations have been made on the basis of maximising overall UK coverage,and the Phase 2 allocations that were made in February 2014 also had a minimum allocation for each devolved administration based on the Barnett formula.

    To ask the Secretary of State for Transport, how many staff vacancies there are at the Driver and Vehicle Standards Agency; and what assessment he has made of the effect of the level of those vacancies on (a) staff workloads, (b) staff morale and (c) relations between staff and management.

    The planned target for staff numbers, published in the Driver and Vehicle Standards Agency business plan, is no more than 4470 full time equivalent (FTE) staff by 31 March 2016. The DVSA FTE as at 30 November was 4,396.59 with a difference of 73.41 FTE (vacant posts).

    DVSA is aware that the level of change ongoing within the agency may have impacted on staff, their workloads and their relationships with management.

    A) The select use of temporary promotion and contingent labour has mitigated most of the impact on the workload of staff.

    B) While the results of the recent Civil Service staff engagement survey has shown that staff morale is lower than in previous years, this cannot clearly be linked to the level of vacancies. DVSA has been through a period of significant change which Senior Management believe is more likely to have had an impact on morale. A number of initiatives are being put in place to address levels of staff engagement and morale.

    C) The Civil Service staff engagement survey did show that relations between managers and staff at the local level were good. However, staff were less content with managers at senior levels who were more likely to be associated with issues of concern to many staff, such as the merger, restructuring and modernised terms and conditions.

    To ask the Secretary of State for Business, Innovation and Skills, what types of evidence he plans will be considered for assessment for the Teaching Excellence Framework.

    The Higher Education Green Paper proposed that judgements about teaching excellence will be made by a panel of independent experts, considering both a common set of core metrics and additional contextual data, both quantitative and qualitative, submitted by the provider. The core metrics proposed in the Green Paper are derived from quality assured national datasets and would measure employment outcomes, retention and student satisfaction.

    We are considering the responses to the consultation and intend to publish a further technical consultation which will explore how the evidence should be used.

    To ask Mr Chancellor of the Exchequer, whether his Department plans to renegotiate tax treaties with developing countries.

    Tax treaties are negotiated by HM Revenue and Customs (HMRC) officials, reporting to Treasury Ministers.

    The UK has a large number of tax treaties which includes treaties with developing countries. Some of those treaties require updating and HMRC officials actively seek engagement with developing countries to that end. For example, there are ongoing negotiations with Ghana, prospective negotiations with Nepal and negotiations with Lesotho and Malawi are close to conclusion.

As one of Government’s Strategic Suppliers Cabinet Office undertakes regular analysis of G4S’s performance and financial standing in line with the Strategic Supplier Risk Management Policy, to monitor any possible risks to Government contracts.

    To ask the Secretary of State for Justice, what steps his Department is taking to support prisoners with mental health problems.

    Providing appropriate treatment at the right time is vital to improve outcomes for people with mental health problems. All new prisoners accepted by a prison are assessed on reception by a health care professional on arrival at the prison. Where appropriate, prisoners may be referred to a range of individual or group mental health interventions. In the most serious cases, prisoners may be transferred to secure hospital on the recommendation of two psychiatrists

    To ask the Secretary of State for Education, what representations her Department has received on the recommendations of the Report of the Independent Teacher Workload Review Group entitled Eliminating unnecessary workload associated with Data Management published in March 2016; and from whom those representations were received.

    We established three independent review groups to tackle workload related to data management, marking and lesson planning. Members of the review groups included serving teachers and head teachers, teaching unions and Ofsted.

    No formal representations have been received on the recommendations in the data management report although all three reports have been well received by the profession and ongoing discussions are taking place with teachers and their representatives to help embed their principles and implement the recommendations.
