    The Government has recently commissioned the London and South Coast Rail Corridor Study to examine the strategic case for investment in existing and new rail capacity. The findings of the Study will help Ministers make decisions on future rail network investment, which will help shape service patterns to Eastbourne and other areas of the South Coast. The intent of the Study is to ensure that services meet the current and future needs of passengers on this critical link between London and the South Coast.

    When someone makes a claim to Universal Credit they are advised of the verification needed to receive the Housing Element of Universal Credit. This is re-iterated when the claimant is contacted to book their initial interview at the Jobcentre.

    As one of just a few donors to have met the 0.7% commitment, the credibility of the Official Development Assistance system is of great importance to the UK. The government is working closely with other countries to modernise the definition of Official Development Assistance at the OECD Development Assistance Committee, to ensure it reflects the breadth of the new international development agenda set by the new Global Goals for Sustainable Development and fully incentivises other countries to meet these goals.

    We do not publish the specific details of the arrangement with the Department of Homeland Security for operational reasons.

    US officials have operated as immigration advisers at UK airports since 2007 in an advisory capacity which reflects an established global practice. They hold no authority in the UK, and can only make recommendations to carriers on whether to allow travel

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has had discussions with his Serbian counterpart on the financial consequences of the EU sanctions on Russia on Serbia.

    The EU imposed sanctions on Russia in response to the annexation of Crimea and the crisis in Eastern Ukraine. Serbia has not currently imposed sanctions on Russia. No assessment on the financial consequences of EU sanctons on Russia has been made.

    Neither I, nor the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), have had any disucssions with our Serbian counterparts on the financial consequences to Serbia of EU sanctions on Russia, but the UK Government has regularly encouraged Serbia, as an accession country, to align itself fully with EU foreign policy. The UK Government has not received any represenations from the Serbian government about the impact of EU sanctions on Russia on the Serbian economy.

    To ask Her Majesty’s Government what have been the maintenance costs of Tinsley Viaduct since its construction, and what effect the underlying geological faults and old mine workings have had on the cost of maintenance.

    Highways England currently only has readily available the details of maintenance costs for Tinsley Viaduct covering the past 6 years. In this period, maintenance schemes on the viaduct have cost approximately £1 million per year. Highways England are not aware of any effects the underlying geological faults or mine workings have had on maintenance costs.

The Department for Business, Innovation and Skills has made no detailed assessment of the beneficiaries of the National Living Wage at local authority level.

    To ask Her Majesty’s Government what action they are taking to share the UK’s experience in implementing tobacco control policies with low- and middle-income countries.

    The United Kingdom regularly supports other countries to develop tobacco control policies, sharing our expertise and experience. Most recently, the UK has provided support to other countries looking to implement standardised packaging.

    In addition, the UK Government is funding a project to strengthen the implementation of the World Health Organization’s Framework Convention on Tobacco Control, using official development assistance funds. Through this project, we will share the UK’s experience in tobacco control, thereby supporting low- and middle-income countries to save lives by putting effective measures in place to stop people using tobacco.

    To ask Her Majesty’s Government what proportion of clinical commissioning groups have undertaken a systematic audit across GP practices to identify people with (1) possible undiagnosed atrial fibrillation, and (2) atrial fibrillation at high risk of stroke who are not anticoagulated or maintained in therapeutic range.

    NHS England’s Sustainable Improvement Team is taking action to promote the use of GRASP-AF (Guidance on Risk Assessment and Stroke Prevention for Atrial Fibrillation) within general practitioner (GP) practices in England. GRASP-AF is an audit tool developed by and trialled in the National Health Service which greatly simplifies the process of identifying patients with Atrial Fibrillation (AF) who are not receiving the right management to help reduce their risk of stroke.

    The Sustainable Improvement Team is also working with NHS RightCare, a programme committed to improving people’s health and outcomes, to help promote the use of GRASP-AF in the programme’s 65 first wave clinical commissioning groups (CCGs). NHS RightCare’s ‘Commissioning for Value’ packs help CCGs identify priority areas such as AF, and the GRASP AF tool provides a practical method of addressing any inequalities. NHS England’s intention is that the work with NHS RightCare will increase the number of CCGs using GRASP-AF in a systematic way.

    Anonymised data from GRASP-AF can be uploaded to CHART Online, a secure web enabled tool that helps practices improve performance through comparative data analysis. This allows practices and CCGs to benchmark their management of AF with other practices across England and so help identify and reduce any variation in practice.

    The use of GRASP-AF is voluntary and its use therefore varies across CCGs. Currently 2,248 GP practices have uploaded data from GRASP-AF to CHART online across 151 out of the 209 CCGs. Of these, 19 CCGs have all GP practices in their area uploading data.

    In addition to the NHS action outlined above, all local authorities in England are required to offer the NHS Health Check programme, with the large majority commissioning general practice to provide them on their behalf. More than 15 million people aged 40-74 are, have been or will be eligible for an NHS Health Check between 2014 and 2018. The programme’s best practice guidance recommends that a pulse check is carried out as part of the process of taking a blood pressure reading and those individuals who are found to have an irregular pulse rhythm should be referred for further investigation.
