    The Secretary of State regularly meets Network Rail to discuss a wide range of topics. Network Rail have recently published an update of the Enhancement Delivery Programme on 30 September 2016.     To ask the Secretary of State for Transport, what requirements for wifi delivery his Department plans to put in future rail franchises; and how his Department plans to assess the quality of wifi service provided pursuant to those franchises.

    On all Department for Transport-controlled rail franchises, in England and Wales, free Wi-Fi is being introduced. All train operators bidding for new franchises and direct award agreements will have to present a phased implementation plan for free Wi-Fi, which will deliver Wi-Fi on the majority of all franchised train fleets by end of 2018.

    Train operators will be required to monitor and report on performance, availability and usage of the service.

    To ask the Secretary of State for Transport, if he will support the increase of infrastructure for onboard wifi along the West Coast rail line.

    We recognise intermittent internet access is a frustration felt by many rail passengers. I have met with Virgin Trains to discuss their ambitions to improve internet connectivity on both West Coast and East Coast main lines. I recognise that this is an important issue for West Coast passengers and that we need to find a solution where all passengers can benefit.

    Free Wi-Fi is being introduced on all Department for Transport-controlled rail franchises in England and Wales. All train operators bidding for new franchises and direct award agreements will have to present a phased implementation plan for free Wi-Fi. The West Coast franchise is being tendered this year with the new contract commencing in 2018, which will include this obligation.

    On-train Wi-Fi addresses some of the issues, however we recognise that there is more to do that will require enhancements to trackside infrastructure. That’s why we are working with the rail and telecommunications industries to reach a shared understanding of the technical and commercial challenges, and seek out potential solutions.

    To ask the Secretary of State for Defence, what proportion of Government spending on Syria has been spent on (a) military action and (b) the provision of humanitarian aid.

    It is not possible to separately identify the costs of military action in Syria. However, from August 2014, the net additional costs of counter-Daesh activity in Iraq and Syria have been £280 million. Since February 2012, the UK has pledged over £2.3 billion in response to the humanitarian crisis in Syria.

    To ask the Secretary of State for the Home Department, what representations she has received from professional linguists on the effectiveness of language analysis testing.

    Language analysis assists us in determining whether asylum seekers are of the nationality or national origin they claim. It is one of the tools used by asylum decision makers to help resolve fairly issues of doubtful nationality or national origin and to ensure that those claiming asylum in a false identity are detected quickly. It does not replace the requirement during substantive interview to fully probe and investigate doubted nationality/national origin cases.

    Professional linguists have communicated with the Home Office regarding their particular preference for the different models available for language analysis testing. As part of the contract competition undertaken in 2014, language analysis companies provided strong evidence of the quality of the services offered. There are dedicated formal arrangements in place to monitor our suppliers’ compliance with the contract terms.

    To ask the Secretary of State for Defence, how many (a) helicopters, (b) Royal Navy ships and (c) Royal Air Force aircraft are stationed in the Falkland Islands.

    Four contractor-owned and operated helicopters are currently stationed in the Falkland Islands. Two AW-189 helicopters deliver search and rescue services and two S-61 helicopters deliver a medium lift capability. One River Class patrol ship (HMS CLYDE), one C-130, one Voyager air-to-air refuelling aircraft, and four Typhoon aircraft are also currently stationed in the Falklands.

    In accordance with the Secretary of State’s announcement to the House on 24 March 2015 (Official Report, column 1302), two Chinook helicopters are due to return to the Falkland Islands. The first of these will begin operations in July 2016.

    The Global Fund has announced its 2017-2019 replenishment target – seeking to mobilise US$13billion to save 8 million lives and avert up to 300 million new infections. The UK is planning to support a successful Fifth Replenishment of a strong, value for money Global Fund and a decision on the size of our investment will be made later in the summer.

    Currently, the method of train dispatch for incidents at the platform train interface is not recorded so the data requested is not available. However, a new Safety Management Information System is being introduced in December 2016, which is designed to enable the industry to dig deeper into the trends behind incidents.
