To ask the Secretary of State for Defence, what account he has made of the adequacy of tariffs in the armed forces compensation scheme for former service personnel with an employment-related mental illness.

In 2009 Lord Boyce was asked to review the Armed Forces Compensation Scheme (AFCS), including its associated tariffs, to ensure that the Scheme was fit for purpose. Lord Boyce made his recommendations in February 2010, and as a result the Ministry of Defence tripled the maximum lump sum award for mental illness from £48,875 to £140,000 in order to accurately reflect the impact of the most serious mental health conditions. While Lord Boyce was clear in his report that a further fundamental review of the AFCS should not be required, we recognise that it is appropriate to review our policies and associated tariffs on a regular basis.
In addition to the AFCS lump sum, the most seriously injured receive a tax-free Guaranteed Income Payment for life. This is uplifted annually by the Consumer Price Index.
An Independent Medical Expert Group (IMEG) was also established in 2010 to advise on appropriate levels of compensation for several specific injuries and illnesses, including mental health. The IMEG has looked at how best to compensate for mental health problems and they keep this under review.

To ask the Secretary of State for Transport, with reference to paragraph 2.88 of the Spending Review and Autumn Statement 2015, whether the additional funding for cycling infrastructure will raise UK cycling spending to the equivalent of £10 per capita.

In his Autumn Statement, the Chancellor announced more than £300m was being made available for cycling. The Government will set out its investment plans in the Cycling and Walking Investment Strategy, to be published summer 2016.

The Department for International Development (DfID) provided £349 million in support of Palestinian development from 2011-15 and will provide a further £72 million in 2015-16, of which up to £25.5 million will be provided to the Palestinian Authority. This year, UK aid will support 36,000 children in primary education and support 270 enterprises to improve their annual sales or productivity.
UK aid is helping the Palestinian Authority to develop strong institutions, deliver essential public services and improve security – building the foundations for a sovereign and viable Palestinian state living alongside Israel in peace and security. To ask Her Majesty’s Government whether they have assessed the amount of infection brought into hospitals by staff uniforms worn outside.

The Department first published Uniforms and Work wear: An evidence base for developing local policy in 2007, with an update to this guidance published in March 2010. A copy of this document is attached.
The guidance was informed by two extensive literature reviews conducted by Thames Valley University and by practical research on washing uniform fabrics carried out at University College Hospital. Whilst there is a theoretical risk, this work supported the conclusion that there was no evidence that uniforms and workwear played a direct role in spreading infection.
Nonetheless, the clothes that staff wear should facilitate good practice and minimise any risk to patients. Public attitudes and perceptions indicate that it is good practice for staff either to change at work or to cover their uniforms as they travel to and from work. Changing into and out of uniforms at work is included as a good practice example in the guidance.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to help create consensus at the UN Security Council for a referral to the International Criminal Court of the acts committed by Daesh in Iraq and Syria as genocide.

It is not possible to refer Daesh itself to the ICC. Any referral would cover all potential crimes within a specified geographic area, rather than by a specified organisation or set of actors.
We judge that a referral to the International Criminal Court (ICC) by the UN Security Council is not practical at this time. When efforts were made to refer the situation in Syria to the ICC in 2014, it was vetoed by Russia and China.
While we continue to draw the attention of the Security Council to the atrocities being committed in Iraq and Syria – on 4 May the Council held a session on the situation in Aleppo at the UK’s request – we expect that any Security Council resolution at this time seeking to refer the situations in Iraq or Syria to the ICC would likewise be blocked. Addition as per PQs 36262 and 35349.

NHS England has advised that it is assessing the effect of individual funding requests for palivizumab on premature babies at risk of severe complications from respiratory syncytial virus. It will report its findings in July 2016.
