    To ask the Secretary of State for Work and Pensions, what steps he is taking to protect pensioners’ incomes in (a) Kettering and (b) England.

    This Government wants all pensioners to have a decent and secure income in retirement. We are committed to the ‘triple lock’, the guarantee that the basic and new State Pension will increase by the highest of the growth in average earnings, price increases or 2.5%. From April 2016, the full basic State Pension will rise to £119.30 a week, an increase of £3.35 and the biggest real terms increase to the basic State Pension since 2001. This will benefit many of the 18000 recipients of State Pension in Kettering and the 10 million recipients in England.

    For the poorest pensioners, from April 2016 Pension Credit will top up income to a guaranteed minimum level of £155.60 for a single person and £237.55 for couples. We are protecting key benefits for older people including Winter Fuel Payments, free eye tests, free NHS prescriptions, free bus passes and free television licences for those aged 75 and over.

    To ask the Secretary of State for Energy and Climate Change, what steps her Department is taking to prevent electricity shortages in the winter of 2016-17.

    The UK will not face a power shortage in winter 2016/17. National Grid has the right tools they need to manage the system and will ensure that they continue to do so.

    National Grid has already procured 3.6GW of reserve capacity for next winter and, in January, the Capacity Market Transitional Arrangements auction bought 800MW of demand side response capacity for winter 16/17 which will also help secure the system. In addition, National Grid has the option to procure further demand side balancing reserve for 2016/17.

    Over 5,200 families received support from the Adoption Support Fund during 2015-16. We estimate that around 6,000 families will be supported in 2016-17 rising to around 8,000 in 2017-18.

    To ask Her Majesty’s Government what information they have collected on the number of racoon dogs in the UK; whether they have any plans to ban the ownership of racoon dogs outside licensed zoos; and what action they plan to take to exterminate any in the wild.

    No data is collected on the number of raccoon dogs in the UK.

    There are currently no plans to ban the ownership of this species inside or outside licensed zoos.

    It is currently an offence under the Wildlife and Countryside Act 1981 to release a raccoon dog, or allow one to escape, into the wild. If an animal were to escape it would first be the responsibility of the owner to recapture the animal. If, however, there was a threat that the species were to become established in the wild, action would be undertaken to capture and remove the animals in accordance with a draft rapid response protocol currently being prepared as part of the GB non-native species strategy.

    To ask Mr Chancellor of the Exchequer, how many prosecutions have been brought against companies which have failed to pay the national minimum wage in each of the last five years.

    The majority of employers identified as paying below National Minimum Wage pay arrears on receipt of a formal Notice of Underpayment. Employers are charged penalties of up to 200% of the arrears due and‎ considered by the Department for Business, Energy and Industrial Strategy (BEIS) for naming. This provides the most effective resolution for those who have been underpaid and helps ensure the arrears due to them are paid. In line with the prosecution policy set out by BEIS, criminal investigations are reserved for the most serious cases. The number of cases brought for prosecution for non-compliance in each of the last five years is set out below:

    Each case resulted in conviction. There has been one further successful prosecution to date in 2016/17. During the last year, HM Revenue and Customs have also set up a specialist enforcement team to investigate serious non-compliance and identify the worst offenders for possible criminal investigation. The team works closely with other agencies to tackle labour market abuse and serious worker exploitation.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what funding she plans to make available to replace the European Maritime and Fisheries Fund after the UK leaves the EU.

    The Chancellor has set out that the guarantee for European Structural and Investment Fund projects announced in August will be extended to the point at which the UK departs the EU. This guarantee includes the European Maritime and Fisheries Fund (EMFF) and provides further certainty to those fishers, seafood businesses and other organisations seeking support. Where projects secure EMFF funding before we exit, payments will be guaranteed even after the UK has left the EU.

    Defra officials will be working with the Department for Exiting the EU to look at future policies for fisheries. We will continue to work closely with relevant industry and other key stakeholders to develop these new arrangements.

    To ask Her Majesty’s Government  how many police Counter Terrorism Security Advisers were employed in England and Wales in (1) April 2010, and (2) April 2015.

    Advice and guidance on protective security and preparedness to terrorist threats is provided by specialist Counter-Terrorism Security Advisors (CTSAs) who operate in every police region.

    The number of CTSAs in post in England and Wales in April 2010 was 191. The number in post in England and Wales in April 2015 was 146 (this figure includes 4 Counter Terrorism Awareness Advisers dedicated towards the provision of CT awareness advice).

    Government aims to have 171 staff in post by the end of 2016/17 (145 CTSAs and 26 CTAAs). These planned changes to resource are for the effective and efficient delivery of future advice and guidance, whilst ensuring they maintain their fundamental role as part of wider police capabilities to safeguard the security of the public.

    The Department will provide a grant of £150,000 to Action on Smoking and Health in the 2015/16 financial year. This grant is awarded under Section 64 of the Health and Social Care Act 1968.

    A copy of the signed award letter, including the detailed deliverables of the grant, has been attached.

    To ask the Secretary of State for Business, Innovation and Skills, what recent steps he has taken to advertise the ACAS-administered Pay and Work Rights Helpline to seafarers recruited from overseas to work in the UK shipping industry.

    My Department has worked with Maritime bodies to increase awareness of the National Minimum Wage (NMW) enforcement options available, including the ACAS helpline and HMRC enforcement operations. The Department for Business, Innovation and Skills is working with the sector to agree specific NMW guidance for seafarers. This guide will provide more information on the UK and International maritime law and raise awareness of enforcement measures in place to help anyone who needs them. The guide will advertise the ACAS helpline. I have also met with the hon Member for Gateshead (Ian Mearnes), Convenor of the RMT, to discuss the enforcement of the NMW and how we can raise awareness of enforcement action further.
