    To ask the Secretary of State for the Home Department, pursuant to the Answer of 8 December 2015 to Question 18261, if she will make an assessment of the net contribution to the UK economy made by immigration from Australia, Canada and New Zealand in the last five years before proceeding with her Department’s proposals to restrict access to Tier 2 visas for Australian and New Zealand citizens.

    There are no plans to introduce Tier 2 restrictions specifically aimed at Australian, New Zealand and/or Canadian citizens.

    The Government has commissioned the independent Migration Advisory Committee (MAC) to advise on restricting Tier 2 to genuine skills shortages and jobs which require highly-specialised experts, but with sufficient flexibility to include high value roles and key public service workers. The MAC is looking at selection criteria such as, but not limited to, salaries, particular attributes, economic need and skills level. The Government has asked the MAC to consider the economic impact of potential changes.

    The MAC is still finalising its report and we do not yet know what its findings and recommendations will be. We await the report with interest and will consider the potential economic impacts carefully before making any significant changes to the Tier 2 route.

    To ask Mr Chancellor of the Exchequer, what assessment he has made of the effect of the increasing current account deficit on the UK economy.

    Despite narrowing in Q3 2015 to -3.7 per cent of GDP, the current account deficit remains high by historical standards. The widening in the UK current account deficit in recent years has been driven by a deterioration in the UK’s net investment income from abroad, while the trade deficit has continued to improve. The Office for Budget Responsibility expect the income account to “improve gradually over the forecast period” as the factors that have temporarily depressed the returns on the UK’s net assets are expected to recede, and the current account deficit continues to narrow to -2.1 per cent by 2020. Furthermore, the government’s plan to complete the repair of the public finances will support a gradual narrowing of the current account deficit, limiting any effect on the exchange rate, though we remain vigilant to the risks.

    To ask the Minister for Women and Equalities, what steps the Government is taking to reduce the gender pay gap for women over 40.

    The Government is committed to full gender equality in the workplace. We will be introducing gender pay gap reporting for companies with at least 250 employees and will provide £500,000 in support to help business calculate, understand and address their gender pay gaps. The Government expects employers to start publishing the required information from April 2017.

    The Government’s ambition is to unlock the skills, talents and experience of older workers. Working with business, International Women’s Day 2016 saw the Women’s Business Council launching a toolkit to encourage older women to enter and stay on in the workplace. The Women’s Business Council has established a working group on older women workers to address how business can offer practical support to older workers.

    This builds on action the Government has already taken to ensure an effective framework to help women return to and progress in work. These measures include introducing shared parental leave, extending the right to request flexible working to all employees and increasing support for childcare costs.

    The planning approach for hepatitis C is set out in the National Institute for Health and Care Excellence (NICE) Technology Appraisals 363, 364 and 365 which require Operational Delivery Networks to prioritise treatment for patients with the highest unmet clinical need. We understand from NHS England that the figure of 10,000 patients reflects NICE modelling used for its recommendations and published alongside the guidance.

    To ask the Secretary of State for Environment, Food and Rural Affairs, how many times air quality safety levels were breached in Greater Manchester in each year since 2011.

    Defra uses both monitoring and modelling to assess air quality in the UK. The Department has five monitoring stations in the Greater Manchester Urban Agglomeration, at: Bury Whitefield Roadside, Manchester Piccadilly, Manchester Sharston, Salford Eccles and Shaw Crompton Way. Information about the sites and the pollutants measured is available on Defra’s UK-Air website.

    Nitrogen dioxide pollution from road transport is the predominant source of air pollution in the Greater Manchester area.

    There have been two measured exceedances of the annual mean air pollution objective for nitrogen dioxide in the Greater Manchester Urban Agglomeration since 2011. These were recorded in the Bury Whitefield Roadside and Manchester Piccadilly monitoring sites in 2011 and 2012. However, based on both modelling and monitoring carried out for compliance purposes, the zone was reported to have exceeded the annual mean limit value for nitrogen dioxide for all years between 2011 and 2014.

    Local authorities have a crucial role to play in improving air quality in their areas. They are required to review and assess air quality in their areas and to designate Air Quality Management Areas (AQMAs) and put in place Air Quality Action Plans (AQAPs) to address air pollution issues where national air quality objectives are not being met.

    The ten local authorities in the Greater Manchester area designated AQMAs between 2001 and 2007. In 2016 the Greater Manchester Combined Authority (GMCA) amalgamated all AQMAs across the region into a single AQMA. The GMCA has put in place an AQAP that sets out measures aimed at promoting sustainable transport initiatives, including proposals to introduce Ultra-Low Emission Zones.

    Over the past five years, solar photovoltaic (PV), wind, wave and tidal electricity projects have received support from either the Renewables Obligation (RO) or the Feed-in Tariff (FITs).

    Expenditure through the Renewables Obligation in 2011/12 to 2015/16 can be broken down by power generation technology shown in the table (£million in nominal prices). Solar PV and some small-scale onshore wind are also supported by the Feed In Tariff scheme, but costs are not available disaggregated by technology. Total support is shown below (£million).

    The government relies on the evidence of the independent Advisory Council on the Misuse of Drugs, whose most recent report on cannabis, Cannabis Classification and Public Health, concluded that cannabis is a “significant public health issue and can unquestionably cause harm to individuals and society”.
