    The Forward Fleet comprises serviceable and short term unserviceable aircraft. Typically the short term unserviceable aircraft are undergoing minor works, forward maintenance or any other unforeseen rectification or technical inspection that can arise on a day-to-day basis. The Sustainment Fleet includes aircraft undergoing deep maintenance, upgrade programmes or being held in storage. It excludes those declared redundant, surplus or awaiting decommissioning or disposal.

    While the Crown Prosecution Service and the police work with each other at an early stage on Female Genital Mutilation cases to ensure all avenues of enquiry can be pursued, the CPS only records data on the Case Management System following a positive decision to charge a case.

    The Casework Management System records that one FGM case was charged in 2014 and resulted in an acquittal in 2015.

    In February 2015, Defra announced it had decided not to make further changes to the inspection regime for smaller reservoirs because, at that time, the evidence base would not support such changes.

    However, we are exploring potential further research which could provide additional evidence on the level of risk posed by smaller reservoirs.

    To ask the Secretary of State for Transport, for what reasons the exemption for light goods vehicles from tachograph and EC driver rule requirements has not been extended to passenger carrying vehicles (PCVs); and if he will take steps to extend the exemption to PCVs.

    Small passenger carrying vehicles, with 8 or less passenger seats (like light goods vehicles, weighing less than 3.5 tonnes), are also exempt from the EU drivers’ hours rules and the need to use a tachograph. In addition, vehicles with between 10 and 17 seats used exclusively for the non-commercial carriage of passengers are also exempt from the EU rules, along with vehicles used for the carriage of passengers on regular routes, where the route covered does not exceed 50km (local bus services).

    To ask the Secretary of State for Health, what steps he plans to take to ensure that all patients who are subject to the provisions of the Mental Health Act 1983 have all their rights discussed or explained to them before any treatment is carried out, as recommended by the Care Quality Commission’s sixth annual report, HC483, published on 14 October 2015.

    The Mental Health Act 1983: Code of Practice, which came into force in April 2015, provides statutory guidance on how functions under the Mental Health Act 1983 (the Act) should be carried out. All providers of mental health services under the Act have a duty to abide by both the provisions of the Act and the detailed guidance on how implement those provisions contained in the Code of Practice. That includes the duty of all such mental health providers to ensure their staff know and understand their responsibilities under the Act.

    Empowerment and the involvement of patients are key principles underpinning the Act, and the Code of Practice is clear that detained patients must be informed of their rights; that it is the responsibility of those treating them to ensure that patients understand their rights; and that patients are aware that they are entitled to ask for the assistance of an Independent Mental Health Advocate (IMHA) to help them understand this information.

    The Care Quality Commission’s (CQC) annual report Monitoring the Mental Health Act 2014/15 indicates that CQC have already taken action where providers are failing to effectively monitor the Act, train staff and support patients and recommends that services use the findings of that report to make sure staff have the right skills and knowledge and decide what action needs to be taken to improve the care and support available for patients.

    Funding arrangements for the British Academy-Sponsored Institutes and Societies (BASIS) programme have not been changed. The seven independent Schools and Institutes within the BASIS Programme collectively have an important role in advancing science diplomacy and promoting UK higher education in their regions, and we value the close connections with foreign government ministries, British diplomatic missions and the British Council that are fostered through the BASIS Programme.

    The Science & Research budget allocation for the National Academies for 2016-17 to 2019-20 was published on 4 March. The allocation provided for real terms protection for the British Academy’s BASIS programme, enabling the Academy to continue to provide the BASIS Institutes with substantial block grant support throughout this period. Details of direct funding received by the BASIS Programme through its grant from the British Academy, as well as details of the cumulative payments made by the British Academy to individual schools and institutes within the programme, are published in the British Academy Annual Report, available at www.britac.ac.uk/about/annualrep/index.cfm.

    National Health Service hospital treatment is free to those people who are ordinarily resident in the United Kingdom, or those exempt from charge under the NHS (Charges to Overseas Visitors) Regulations 2015, as amended. Anyone else should present a European Health Insurance Card, S1 or S2 form or pay direct for their NHS care. Those who need care and treatment urgently will still receive it even if they are chargeable and cannot pay straight away.
