    To ask the Secretary of State for Defence, pursuant to the Answer of 21 January 2016 to Question 22430, what plans his Department has to issue guidance on treatment best practice to (a) healthcare professionals and (b) partners in the military charity sector.

    As stated in my answer to Question 22430, the Ministry of Defence (MOD) has funded extensive research into Gulf War Illness, including some research into rehabilitative therapies for those veterans with persistent symptoms. There are no plans to fund any further research.

    The MOD has no plans to issue guidance on treatment best practice to healthcare professionals or partners in the military charity sector in respect of veterans of the 1990-91 Gulf Conflict. Neither do we have any plans in January 2016 to communicate the findings of independent research on the 1990-91 Gulf Conflict, published in the UK or overseas, to UK veterans.

    There is a wide range of support already available to veterans of the 1990-91 Gulf conflict. This can be accessed through MOD’s Veterans UK website and free help line.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Prior of Brampton on 11 February (HL5647), whether the UK Stem Cell Bank holds appropriately detailed records on the origin of stem cell lines deposited therein; and if so, when any bona fide stem cells derived from trophectoderm were recorded as having been deposited in the UK Stem Cell Bank.

    When human embryonic stem cell lines are deposited at UK Stem Cell Bank originators of the cells complete a detailed application that includes the scientific characteristics of the cells. Applications to deposit cell lines derived in the United Kingdom are reviewed to confirm that they comply with Human Fertilisation and Embryology Authority licencing by the steering committee. The cell lines currently deposited with UK Stem Cell Bank do not include human stem cell lines derived from trophectoderm.

    To ask the Secretary of State for Transport, how many jobs in (a) his Department and (b) each of his Department’s non-departmental public bodies, executive agencies, non-ministerial departments, advisory bodies and other accountable statutory bodies (i) have been abolished in or relocated from East Cheshire Local Authority since 2010 and (ii) will be abolished in or relocated from East Cheshire Local Authority by 2020.

    In the Department for Transport itself, no posts have been based in East Cheshire Local Authority since 2010.

    The Department’s Executive Agencies (Maritime and Coastguard Agency, Driver and Vehicle Licensing Agency (DVLA), Vehicle Certification Agency and Driver and Vehicle Standards Agency) have had no posts based in East Cheshire Local Authority since 2010, other than DVLA.

    DVLA Chester Local Office was closed in November 2013, as part of a programme of closures, rationalising the DVLA estate and centralising work at the main headquarters in Swansea. There were 16 Civil Service posts based out of this office. Staff were offered the opportunity to relocate to the DVLA in Swansea. Two staff chose to transfer out to other government departments within the region; one member of staff came to the end of their contract and 13 staff chose to take redundancy rather than relocate.

    There are currently no plans to increase or decrease the number of posts in the East Cheshire Local Authority between now and 2020.

    We are not aware of any jobs being based in East Cheshire Local Authority since 2010 in the wider accountable statutory bodies.

    To ask the Secretary of State for International Development, what guarantees she has received that UK development aid for Ethiopia is not used for military or security purposes or the so-called villagisation dispersal programme; and what safeguards are in place to ensure that UK aid to Ethiopia is used only for agreed development purposes.

    All DFID aid in Ethiopia is administered through specific programmes, each with a strong set of controls, high standard monitoring and strong DFID oversight. Aid in Ethiopia is distributed through a number of channels. Where a programme is administered using government systems a standard fiduciary risk assessment evaluating the national public financial management system is mandatory. As with all aid spending, strong checks and balances and regular monitoring ensure that aid is used for the purposes intended.

    UK aid in Ethiopia has contributed to the remarkable developmental gains the country has made over the past decade. The UK has helped reduce poverty and child mortality in Ethiopia by a quarter and put four more million children in primary school.

    The law determining eligibility for student finance is unchanged. EU nationals who have resided in the EEA for at least three years are granted “home” fee status for the duration of their courses. This is the case for all eligible EU nationals currently studying in English universities, and for those beginning courses in the 2016/17 Academic year.

    The decision whether or not to bring a prosecution is a matter for the Crown Prosecution Service (CPS).

    The Home Office works closely with the CPS, other Government departments, and the police to tackle knife crime and ensure that offenders are dealt with effectively.

    The Budget 2015 provided £15 million over three years to co-locate Improving Access to Psychological Therapies (IAPT) services in Jobcentres. We are looking to test co-location of IAPT services in two phases in 2015-2018. Within the first phase Canterbury Jobcentre is hosting their local IAPT service within private rooms on site. The second phase will test co-location of IAPT in a wider number of Jobcentres, which have yet to be selected. Some Jobcentres are independently building relationships with their local IAPT services under Freedom and Flexibilities.
