    To ask the Secretary of State for the Home Department, how many general aviation flights were (a) attended and (b) cleared remotely by the Border Force in each of the last five years.

    Border Force does not have the requested data prior to 2012/13. Since then we have made improvements to our command and control of general aviation, including our national statistical reporting, and are able to provide full details from 2013 onwards.

    During 2013/14 Border Force a) attended 27,299 flights and remotely cleared 18,885 flights

    During 2014/15 Border Force a) attended 27,033 flights and remotely cleared 32,042

    To ask the Secretary of State for Transport, with reference to page 35 of Network Rail Infrastructure Ltd’s Regulatory Financial Statements for the year ended 31 March 2015, what cash funding his Department has committed to the (a) Reading Station redevelopment and (b) Great Western Electrification Programme in order to reduce the amount being added to Network Rail’s Regulatory Asset Base; and for what reasons that policy has been adopted.

    This transaction relates to funding commitments announced by the Government in Autumn 2014. These decisions were taken in order to make the most effective use of the department’s resources in financial year 2014/15 and progress delivery for passengers.

    In accordance with Clause 2.4 of the Facility Agreement, the department provided Network Rail with a £155 million grant in exchange for a £125 million reduction in the Available Commitment of the Facility and £30.5 million worth of work to be brought forward into Control Period 5 – the time period covered by the Facility Agreement.

    To ask the Secretary of State for Health, what the criteria is for which hospitals are listed as being supported by the Emergency Care Intensive Support Team.

    In 2015/16, increased resources were provided to the Emergency Care Intensive Support Team (ECIST). This was to enable it to provide a programme of deeper support to 27 health communities in England selected on the basis of poor performance against the national 4-hour accident and emergency standard during 2014/15 and quarter one of 2015/16. ECIST is also resourced to provide expert input to the eight urgent and emergency care vanguards.

    Since April 2016, the team has offered limited improvement support to a small group of trusts at the request of NHS Improvement regional teams.

    To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to ensure that local authorities provide adequate support to single people who are at risk of homelessness.

    One person without a home is one too many, that is why the Government is clear that prevention must be at the heart of everything we do to tackle homelessness. We have protected homelessness prevention funding for local authorities, which will amount to £315 million by 2020, to help them provide quality advice and assistance to everyone who approaches them for help. We are also exploring options, including legislation, to prevent more people from becoming homeless in the first place.

    And we have also increased central investment to tackle homelessness over the next four years to £139 million, including to fund a £10 million Social Impact Bond to support rough sleepers with the most complex needs. We also announced at Budget £100 million of funding for low-cost move-on accommodation, including for rough sleepers leaving hostels.

    To ask the Secretary of State for Health, what steps his Department is taking to reduce variations in the quality of at-home care given by carers’ agencies across the UK.

    The Government is committed to improving the quality of adult social care. We have taken a number of recent steps to do so.

    In October 2014, we introduced a tougher inspection system by the Care Quality Commission (CQC). Following inspections, CQC now also awards each service a single quality rating, with providers rated as “Outstanding”, “Good”, “Requires Improvement” or “Inadequate”. Services rated “Inadequate” are being placed into Special Measures. They will have access to a range of resources to help them to improve, but if they fail to do so, they could face closure.

    These new ratings and other information about the type and quality of care at every care home and homecare service in the country are now available on NHS Choices and the MyNHS Transparency website, making it much easier for people to compare the quality of services.

    This year we introduced a Certificate of Fundamental Care, now known as the Care Certificate. This will help ensure that care workers can deliver a consistently high quality standard of care.

    The Department is funding and working with a number of organisations including the National Institute for Health and Care Excellence (NICE), Skills for Care, the Social Care Institute for Excellence, the Association of Directors of Adult Social Services and the Local Government Association on a range of projects to help adult social care organisations and staff improve the quality of care. These resources include new NICE Quality Standards and Guidelines which bring clarity to what excellence looks like in care and Commissioning for Better Outcomes – A Route Map* that sets out a series of commissioning standards that will

    be used as part of local government sector-led improvement to drive best practices in local authority commissioning under their new duties in the Care Act 2015.

    The Chancellor and the Governor of the Bank of England are statutorily required to meet to discuss the Financial Stability Report (FSR), and any other matters relating to the stability of the UK financial system, as soon as is reasonably practicable after the publication of the report.

    At the most recent of these meetings—following the July 2015 FSR—the current account was discussed and the details of the meeting are published online by the Treasury at www.gov.uk.
