    It is normal practice for Departmental officials to discuss grant applications with the applicant. The application process is iterative to ensure the final objectives are in line with Departmental aims.

    Examination boards are independent organisations and the Secretary of State cannot instruct them to offer any particular qualifications. On 22 April we announced the successful preservation of community language qualifications following negotiation with the examination boards. This fulfilled the commitment made by the Government in 2015. The announcement can be found at: https://www.gov.uk/government/news/future-of-community-language-qualifications-secured.

    It remains open to the exam boards to decide to offer qualifications in Persian in future.

    To ask the Secretary of State for Education, whether she has developed proposals that enable academies to be re-brokered with a new sponsor or multi academy trust on the initiative of parents of children in those academies.

    Our White Paper Educational Excellence Everywhere set out the Government’s intention to engage Multi Academy Trusts (MATs), sponsors, academies, dioceses and the wider schools sector to ensure that the academies legal framework for the future can achieve the right balance of intervention, review and stability. This included a commitment to consider how parents at individual schools might be able to petition Regional Schools Commissioners (RSCs) for their school to move to a different MAT where the school or its MAT is underperforming or in other exceptional circumstances.

    We will be testing and consulting on proposals for the future legal framework with a wide range of stakeholders, including parents, in due course. This engagement will assess the implications of different legal framework models and ensure that any options which are taken forward are fit for purpose.

    RSCs already take action to move academies to new trusts where necessary and parents should continue to escalate any concerns they have about academies to RSCs where the academy trust has not responded sufficiently to their concerns.

    To ask the Secretary of State for Health, pursuant to the Answer of 28 June 2016 to Question 40553, whether (a) local Health and Wellbeing Boards, (b) Clinical Commissioning Groups, (c) NHS Trusts, (d) hon. Members and (e) members of the public will be consulted ahead of the implementation of Sustainability and Transformation Plans.

    Clinical commissioning groups and National Health Service trusts have come together with local authorities to decide how to improve health and care services in their local area. This is a unique exercise in collaboration, with local doctors, hospitals and councils working together to decide the way forward in consultation with local communities.

    We expect all local leaders to be regularly talking to members of the public and stakeholders, including hon. Members. It is vital that people are able to shape the future of their local services. No changes to the services people currently receive will be made without local engagement and, where required, consultation. There are longstanding assurance processes in place to make sure this happens. The national health and care bodies are about to publish engagement guidance for local areas developing Sustainability and Transformation Plans.
