    Many of my constituents are struggling to keep up with their energy bills this winter. When families fall behind, they are too often punished by being switched over to prepayment meters, which are more expensive do nothing to help their financial situation. Will the Prime Minister back our call to ban energy companies from forcibly installing prepayment meters and stop them switching smart meters over to prepayment meters remotely?

    I want to assure the hon. Lady that Ofgem has specific regulations in place regarding the use of prepayment meters and how energy companies should treat those who are struggling with their bills. I am pleased to say that her constituents will receive, at a minimum, around £900 of support with their energy bills this winter as a result of this Government’s actions.

    (i) Do you believe that the Australia trade deal was negotiated too quickly and could it have been improved from the UK perspective?

    The Government’s need to hurriedly chalk up trade deals meant the UK-Australia FTA was not only negotiated too quickly but also carelessly. Key stakeholders were ignored, Parliamentary scrutiny was denied and unnecessary concessions were made. As a result, we have been left with a deal that undermines our environmental and animal welfare standards and sells out British farmers.

    (ii) Are you content that MPs will be able to access sufficient information about whether the trade deal is proving beneficial?

    The Government have rejected calls for the publication of sectoral and regional impact assessments, denying us the opportunity to gain a detailed understanding of the deal’s real impact.

    (iii) Dan Tehan, the Australia Minister of Trade at the time of signing, said that the agreement “righted the wrongs” of when the UK joined the EEC and “left Australian farmers in the cold”. If the UK were eventually to rejoin the EU or if Scotland became independent and joined, do you think that relationships with Australia would once again be negatively impacted?

    The UK’s relationship with our allies is not a zero-sum game. Actually, what impacts one ally negatively often impacts another. Right now, we have a Conservative government that has threatened to break international law over the Northern Ireland Protocol. That damages not just our relations with our European allies, but also with countries like the US and Australia too.

    The trade deals between our country and Australia and New Zealand are historic. They are the first deals that this Government have negotiated outside of the European Union. They will have significant consequences for our farmers, exporters and a number of key industries and, importantly, they chart the course for the UK’s journey as an independent trading partner and negotiator. It is disappointing, then, that today’s debate is the most extensive opportunity many of us will have to feed into such agreements.

    The provisions of the Bill apply to just one of the 32 chapters of the UK-Australia agreement, and one of the 33 in the New Zealand agreement. That means that the impact of the Bill and the amendments tabled by Members is restricted and does not go nearly as far as we might like. It is no secret that these deals are a disaster for British farming. That is why the Liberal Democrats have proposed new clauses 7 and 8, which would require the Government to report on the impact of these chapters on British farmers and on environmental standards, food standards, animal welfare and biodiversity.

    Our farmers have been sold out by a Government willing to sacrifice far more than they should have to get new deals across the line. It is farmers who will be forced to pay the cost of the Government’s shiny new deals, with a combined hit to the agricultural, forestry and fishing sector of £142 million and to the semi-processed food sector of £322 million. The costs of producing sheepmeat are 65% lower in Australia and 63% lower in New Zealand than in the UK. While the Minister, the hon. Member for Mid Worcestershire (Nigel Huddleston), has reassured us that his Department is confident that the UK market will not experience an influx of the import of such meat as a result of these agreements, the risk remains that the complete removal of tariffs will allow UK markets to be filled with this cheaply produced meat.

    Does my hon. Friend agree that it is obvious that one reason why Australia and New Zealand can compete with us unfairly and more cheaply is that, with no offence to those two great countries—they are friends of ours—their animal welfare and environmental standards are significantly lower than the United Kingdom’s? It is not right to give their farmers an advantage over our farmers by virtue of their having lower quality standards.

    I agree. This country’s high environmental and animal welfare standards, which we are rightly proud of, mean that if such an outcome were to happen, British farmers would simply be unable to keep up. It is hardly surprising that the chief executive of the Meat Industry Association of New Zealand hailed the FTA as delivering

    “a major boost for sheep and beef farmers and exporters”.

    The Australian farming industry has similarly celebrated its deal. By contrast, the UK’s NFU is clear that the deals will benefit those in the southern hemisphere far more than farmers here at home. Even a former Secretary of State, the right hon. Member for Camborne and Redruth (George Eustice), has commented that these deals are “not very good” for Britain.

    Our farmers are an essential part of our economy and our society. They are key to delivering food security and to maintaining environmental and animal welfare protections. The Government have already botched the transition to the environmental land management scheme and have now, with these first two free trade agreements, made it clear that protecting farmers’ interests is not a priority.

    Current commitments to evaluate the impact of the deals as a whole will not show the full impact on the farming industry. The Government must provide an agriculture-specific evaluation, so that they can identify the damage done, and intervene to support farmers in other ways as soon as possible.

    Turning to the impact on business, the Bill has been welcomed by UK business organisations including the British Chambers of Commerce. I welcome the inclusion of a chapter dedicated to small and medium-sized enterprises in both deals, but this is a challenging time to run a small business. Increased bills and operating costs combined with reductions in consumer demand have left business owners struggling to pay suppliers and forced to reduce staff numbers and hours. When I surveyed small business owners in Chesham and Amersham earlier this year, I found that almost a quarter of those impacted were being forced to consider shutting up shop entirely.

    Recent changes to our trade landscape have made it particularly difficult for small exporters to stay in business. HMRC found that between 2020 and 2021, the number of UK firms classing themselves as exporters fell by 15%. That decline was most acute in the south-east of England, where the number of exporters fell by 23%. That will not be a surprise for business owners in Chesham and Amersham, several of whom have told me that the difficulties they have experienced exporting to Europe have forced them to give up on exporting altogether. It is clear that efforts to increase our exports are much needed, yet securing tariff-free trade alone will not do that. It must be accompanied by a concerted effort by the Government to ensure that new exporters and those looking to expand their horizons can access the new markets.

    Although the Government have promised guidance, their recent efforts to support exporters have left much to be desired. The quality of advice on trading with Europe in recent years has been so low that it has left even experienced international exporters tearing their hair out. A repeat of that failure would seriously limit access to the benefits of the deals promised to exporters. Detailed guidance and expert advice is essential.

    In particular, clear steps must be taken to assist SMEs seeking to participate in procurement processes in Australia and New Zealand. The procurement chapters covered by the Bill offer a real opportunity for our small businesses. However, there is concern over the difficulties encountered by SMEs accessing public procurement in the UK and how that might translate to their attempts to take advantage of access to procurement overseas. That was illustrated eloquently by Lucy Monks of the Federation of Small Businesses during the Bill Committee, and I hope that the Government will take heed. Boosting trade is about not just creating opportunities, but ensuring that those opportunities are open and accessible to a range of businesses of all sizes.

    Reviewing the Bill’s impact on SMEs would allow the Government to monitor the extent to which promised benefits are successfully translating to real business gains and to reassess the support on offer if they are falling short. That is covered by new clause 9, which has been proposed by the Liberal Democrats.

    The central concern about the Bill is its extremely narrow scope. Back in July, the previous Secretary of State promised us that it would provide Members with an opportunity to scrutinise the Australia deal in detail, yet the impact of the deals goes far beyond the chapters covered by this Bill. The Government have stated that the deals’

    “impacts cannot be disaggregated by individual chapters”,

    so the Bill is clearly not the opportunity for scrutiny that we were promised. It is not only the Bill’s scope that is limiting, but the timing of this debate, which takes place after the end of the period set out under the Constitutional Reform and Governance Act 2010 for both deals, meaning that we have no practical ability to object to them or amend them.

    The Government conceded far too much to get the deals facilitated by this Bill over the line as quickly as possible. I note that the current Secretary of State has committed to taking a different approach to future deals by prioritising quality over speed. I hope that she might also consider forging a new path on scrutiny and ensuring that hon. Members have a proper say on future deals.

    What assessment she has made of the potential impact of Arts Council England funding decisions on leading cultural institutions.

    Decisions about which organisations to fund and at what level were taken by the Arts Council, an arm’s length body from Government. The Arts Council remains committed to supporting the core cultural institutions. For example, three institutions that receive the most funding in the portfolio are the Royal Opera House, the National Theatre and the Southbank Centre. Many high-profile, established organisations such as the Royal Shakespeare Company and Opera North will continue to receive funding.

    I thank the Minister for his answer. Arts Council England’s decision to stop funding English National Opera in London and to effectively demand that it relocates to Manchester will leave hundreds of talented artists and professionals either out of work or forced to uproot their lives. Some of them live in my constituency and are understandably devastated by the decision that they now face, but they also feel blindsided, given that they had very little warning. Will the Minister tell me whether the artists directly impacted by the removal of ENO funding were consulted in advance of the decision? If not, why not?

    I know that the Arts Council has taken a considerable amount of time to look at the unprecedented number of applications—more than 1,700—that were received and that it has assessed them very carefully. It is making sure that £12.6 million is available in transition funding for those that will be leaving. The time has been increased from three months to seven months, so that there is support for them for up to 12 months. We would certainly encourage the Arts Council and the English National Opera to continue the dialogue that they are having.

    On a similar theme, levelling up is undoubtedly a noble ambition, and the Arts Council funding has been too London-centric for too long¸ partly due to the subsidies to the Royal Opera House, which, if the Minister ever visits there, he will see is a bit like the Starship Enterprise, in terms of facilities. In correcting the imbalance, however, does he agree that the Arts Council needs to be careful about not potentially wrecking established institutions such as English National Opera, which was given very little notice of funding cuts? As a result, it is threatening legal action. A soft landing is needed. Does he agree that he needs to speak to the Arts Council to ensure that, when it makes such decisions in future, it has a plan in place to ensure that those institutions are at least protected and have a way in which to cope with the decision?

    I reiterate that the Arts Council is an arm’s length organisation. We have had several meetings to hear about the long processes that it has undertaken to consider each of the awards that it has made. We pushed it to increase the transition period of funding, recognising the difficulty that that may present to other people. We hope that both Arts Council England and English National Opera will work together—we certainly encourage them to—on the possibilities for the future of the organisation.

    We all support the fairer distribution of arts funding and the principle that communities outside London should get a fairer share so that everybody everywhere can enjoy the arts, but levelling up should not be about pitting arts organisations against one another. What we have seen is an attempt to address regional disparity by shifting some funding to the regions, but doing so from a funding pot that has been shrinking since 2010. Does the Minister agree that these very short timeframes and the lack of consultation on these cuts to funding could have a very damaging impact on the ecosystem of the arts?

    Well, I have to say that London will still be getting the lion’s share of funding from the Arts Council. I make no apology for what we are seeing in areas such as Blackburn, which had never received any funding: four projects there are now receiving funding. Why cannot talented artists in Blackburn get the same access to those opportunities as artists in London? I do not understand the problem.

    It is a shame that this is not the substantive debate, culminating in a vote on a substantive motion, that many have called for, because in the recommendations made and questions posed so far in this debate, hon. Members on both sides of the House have demonstrated the value of proper parliamentary scrutiny of major treaties.

    According to the impact assessment of the New Zealand deal, it will have a limited but positive impact on the UK’s economy. Understandably, businesses are keen to capitalise on the new opportunities. The Federation of Small Businesses is right to say that for our small exporters—and those wishing to start exporting—to take full advantage of new opportunities, the Government must ensure they are supported with the practical changes that will allow them to succeed. I therefore welcome the Government’s commitment to provide “practical advice and support” and dedicated websites for small businesses.

    I would, however, like to ask for more detail about the nature of that support. Adapting to changes in exporting to the EU post Brexit is an issue that several local small business owners in Chesham and Amersham have raised with me. They have pointed directly to the inadequacy of Government support services, with one local business telling me at length how it understood the system better than the so-called experts advising it. I hope lessons have been learned and that the support on offer in relation to these new agreements will be of higher quality than previous efforts.

    The impact assessment of the New Zealand deal states that the marginal net gains come at the price of a reallocation of resources away from agriculture, forestry, fishing and semi-processed foods. Of course it is unrealistic to expect that every sector will be a winner in every trade agreement, but it is important that we pay attention to those who will not benefit and will potentially even lose out, so that we can support them and the communities that rely on them.

    In order to do so, I support the International Trade Committee’s call for the Government to alter their economic modelling to provide a more detailed assessment of how deals will impact different sectors of our economy and the diverse regions and nations that make up the United Kingdom. In Wales, for example, the trade deals with Australia and New Zealand may have a devastating impact on its world-class lamb industry. The impact would not be limited to the industry itself, but would also affect the communities underpinned by the lamb industry, including many Welsh-speaking communities.

    Indeed, if we are to judge UK trade policy by the two new agreements we have signed so far, it appears that farmers are set to lose out the most. The National Farmers Union warned us that the Australia deal set a “dangerous precedent” for future free trade agreements as far as farming is concerned. The New Zealand deal only furthers those concerns: with the cost of producing lamb 63% lower in New Zealand than in the UK, it is little wonder that our Welsh lamb farmers are concerned about this agreement and the tariffs it eliminates. Taken together, the impact of both deals on UK farmers, who already face rising production and labour costs, will be stark.

    One way the Government could provide reassurance is by outlining an overarching trade strategy, as the hon. Member for Rochdale (Tony Lloyd) said. Agreements do not exist in a vacuum and nor do their impacts. A clear, overarching trade policy should include a vision of the opportunities that new UK trade deals will bring to all sectors and regions of the country. It must outline our economic ambitions while also including minimum standards on human rights as well as environmental, labour and safety standards.

    Importantly, that strategy must also act as a guide for negotiators, setting out a clear benchmark for success in negotiations. We cannot continue selling out entire industries for marginal overall economic gain, nor should we continue negotiating agreements in the absence of a strategic goal, and we must not allow agreements to come into effect in the absence of proper parliamentary scrutiny.

    Sarah Green – 2022 Tribute to HM Queen Elizabeth II

    The tribute made by Sarah Green, the Liberal Democrat MP for Chesham and Amersham, in the House of Commons on 10 September 2022.

    It is an honour to rise today to pay tribute to Her late Majesty on behalf of my constituents in Chesham and Amersham.

    As we know, the late Queen came to the throne having seen the torment and consequences of war, at a time when she was still grieving for a much loved father and consoling her own mother. We are honouring someone who epitomised service and fulfilled a promise made over seven decades ago. I know that I am not the only one humbled by her continued adherence to that promise throughout her extraordinary life.

    Here was a woman who had a talent for connecting with people even if they had never met her. One constituent told me how he can remember waving flags as a young child at her coronation in 1953, and this year we came together once again to celebrate her platinum jubilee. Indeed, the person who lit the beacon in Chalfont St Peter was chosen from the select group of people who had lived in the village consistently since the Queen came to the throne in 1952. Attending those jubilee events, it was absolutely clear just how well loved Her late Majesty was throughout Chesham and Amersham. I was told of her visit to us in 1985 as the patron of the Epilepsy Society, when she was greeted by a group of 1,200 schoolchildren.

    Another constituent got in touch this morning to share his memory of witnessing the Queen going to thank Lord Salisbury for organising the flotilla on the Thames. He said:

    “I saw a rough, tough Forester with tears streaming down his cheeks; mothers and children hugging after exchanging a few words with Her Majesty and she bestowed a cheeky grin with a shrug of her shoulders on me just before climbing into the helicopter.”

    It is these fond and often deeply personal memories that so many people have to share that is so striking.

    While we remember Her late Majesty, I am mindful of the fact that His Majesty King Charles has come to the throne while grieving for his mother. I hope the knowledge that His Majesty’s loss is shared by so many brings some comfort to him and the royal family. May she rest in peace, and God save the King.

    Like the hon. Member for Batley and Spen (Kim Leadbeater), this is my first Queen’s Speech debate. For a Queen’s Speech delivered during a cost of living crisis, this year’s address was regrettably notable for its lack of urgency or solutions. As we have all been hearing, inflation is now at 9%—the highest in over 40 years—and people are struggling to imagine how they can make ends meet, let alone make it. The notion that people can solve the crisis by taking cookery classes or working longer hours is as tone deaf as it is offensive.

    The Government talk a lot about levelling up, but in my constituency we see vital local services disappearing before our eyes. I could talk about the loss of multiple bank branches locally, or about protracted postal delays due to Ofcom’s failure to hold Royal Mail to its universal service requirements, but as I only have a short amount of time, I will focus my remarks on questions that cannot afford to be ignored.

    With their commitment to making streets safer, I had hoped that the Government would pay some attention to local policing. They talk a good game about their commitment to recruit extra police officers, yet in our local force—Thames Valley police—we were promised an additional 609 officers by the end of May 2023; instead, they were down 29 officers in 2021. This is why I was particularly disappointed to hear that, rather than focusing on provision to improve local policing, the Home Office plans to spend this parliamentary Session attempting to force through draconian legislation that was so recently rejected during consideration of the Police, Crime, Sentencing and Courts Bill.

    On future development, my constituents made no secret of their distaste for the Government’s previous planning White Paper. As such, I am glad that the Government appear to have heard the voices of the people of Chesham and Amersham and dropped those proposals. Having been made to think again, the Government are now looking to give communities more say over developments in their area. I only hope that the results live up to the billing.

    I am pleased to see that there will be more emphasis on environmental considerations within that legislation. Without a doubt, the planning system plays a big part in protecting our natural environment. However, I am disappointed at the lack of stand-alone environmental legislation. In the UK, some areas of outstanding natural beauty are in decline, yet we are continuing to destroy unique and precious habitats, ancient woodlands and globally scarce chalk streams in my constituency alone. If we are to halt this decline and protect our environment for future generations, we need specific protections to do so. I have previously suggested a special designation and enhanced protection for chalk streams, and I again urge the Government to consider that.

    Finally, on transport, the Government have committed to improve reliability for passengers, but I am sure fellow Buckinghamshire Members will share my disappointment that our local council received no funding for bus service improvement plans. I ask the Government what their plan is to improve transport connectivity in regions such as ours which were overlooked. The neglect of Chesham and Amersham’s transport services is particularly ironic given that our community is obliged to watch as ever-increasing amounts of money are poured into the HS2 project, which brings nothing to our area but pollution, congestion and destruction. The Government’s blinkered approach means they are simply ploughing on ahead, despite spiralling costs and an environmental impact far greater than estimated. I urge the Government, before the High Speed Rail (Crewe—Manchester) Bill is brought before this place, to please pause, assess the damage already done and undertake a fresh cost-benefit analysis of the project that takes into consideration the many changes that have occurred since hon. Members regrettably consented to it.
