To ask the Secretary of State for Communities and Local Government, what assessment he has made of the potential effect of variations in revenue generated by the social care precept on levels of variation in the standard of social care across the UK.

The Government has made it clear that the variation in estimated revenue generated by the adult social care precept, which is one source of funding for adult social care will be taken into account when publishing the proposed allocations for the additional Better Care Fund funding (£1.5 billion by 2019-20).
The proposed allocations will be subject to a public consultation later this year.

To ask Mr Chancellor of the Exchequer, how many transfer pricing cases have been opened with HM Revenue and Customs’ transfer pricing unit in each year since 2008-09; how many such cases have been closed in each such year; and how much was raised in each such year.

HM Revenue and Customs (HMRC) publishes annual statistics reporting its performance across its transfer pricing work, including enquiries, advance pricing agreements, advance thin capitalisation agreements and mutual agreement procedure cases. The most recent published statistics are for 2013- 14. HMRC intends to publish the statistics for 2014-15 shortly. These statistics answer many of the individual questions asked. However, HMRC does not hold information centrally in a form which allows it to answer all the questions asked in the required timeframe.
The aim of the Advance Pricing Arrangements (APA) Programme is to provide businesses with certainty on the pricing of complex intra-group transactions. An APA sets out the method for determining, in accordance with the law, the transfer price for intra-group transactions. APAs are part of the internationally recognised best practices recommended by the OECD. HMRC has published guidance about what APAs are, the circumstances where it would be appropriate for businesses to apply for an APA and what information is required before any agreement can be made.

The National Cancer Registration Services (NCRS) code their data using International Classification of Diseases (ICD) 03 in which the data is mapped back to ICD-10 for analysis purposes. ICD-10 does not distinguish between a primary breast tumour or secondary breast tumour. They are coded the same. It is the additional data that the Registry collects across the patient pathway, such as those recurrence data items in the Cancer Outcomes and Services Dataset that allows NCRS to detect whether a tumour is a primary or a secondary.

To ask Her Majesty’s Government what measures the Department for International Development is taking to reach rural communities with water, sanitation and hygiene programmes, as well as urban ones.

DFID reached over 62 million people with water, sanitation and/or hygiene in the five years to 2014/15. Approximately 90% of these results were delivered in rural communities.
DFID supports large programmes focussed on basic rural water and sanitation services for the poor. These include programmes with the governments of Ethiopia and Mozambique and a programme implemented by the United Nations Children’s Fund (Unicef) and WaterAid in Nigeria.
Through partnerships with organisations such as the Bill and Melinda Gates Foundation (BMGF) and Water and Sanitation for the Urban Poor (WSUP), DFID is supporting the water and sanitation sector in developing better and faster ways of delivering improved urban water and sanitation services in unserved slums and low income communities in towns and cities.
