    Paragraph three of the Declaration of Support in the Belfast Agreement commits the participants involved in the multi-party negotiations that led to the Agreement ‘to partnership, equality and mutual respect as the basis of relationships within Northern Ireland, between North and South, and between these islands’. The United Kingdom Government is committed to affording due respect and parity of esteem to all the people in Northern Ireland as underpinned by the Agreement and in accordance with the obligations on the Government to promote equality and prevent discrimination across the United Kingdom.

    To ask the Secretary of State for Education, whether she plans to monitor local authority spending in 2016-17 on specialist education services for children with special educational needs and disabilities.

    Local authorities’ (LAs) spending on education and children’s social care is monitored on a twice yearly basis. LAs are required under Section 251 (S251) of the Apprenticeships, Skills, Children and Learning Act 2009, to submit their planned (budget) and actual (outturn) expenditure to the Secretary of State, which includes spending in support of children with special educational needs and disabilities. The data collection began in early March 2016 for the 2016-17 budget statements, and the 2015-16 outturn statements are due to start being collected in early July 2016, with the 2016-17 outturn collection beginning in July 2017.

    The department publishes the data from these S251 financial collections on the GOV.UK website, usually in the following September for budget and in the following December for outturn. The department also requires LAs to provide us with an annual assurance statement from the Chief Finance Officer that confirms the funding given for the purpose of education has been spent in line with the regulations.

    The Care Quality Commission 2015 survey of women’s experience of maternity care found that 27% of primiparous mothers (first time mothers) stayed in hospital for less than 24 hours after birth. 47% of multiparous mothers (women who have previously given birth one or more times) stayed in hospital for less than 24 hours after birth.

    The UK continually monitors our defence presence in Gibraltar and routinely adjusts our force posture and resources as appropriate. Gibraltar is, and will remain a key centre for the UK’s Defence interests and the UK Government takes its responsibility for protecting the sovereignty of Gibraltar very seriously. The UK maintains a permanent military presence in Gibraltar in recognition of its enduring geo-strategic importance as the gateway to the Mediterranean, assuring maritime transit routes and maintaining access to Cyprus and the Suez Canal in support of UK national interests.

    The information you have requested is not currently available. The Department published its strategy for releasing official statistics on Universal Credit (UC) in September 2013. As outlined in the strategy, officials are currently quality assuring data for UC therefore it is not yet possible to give a definitive list of what statistics will be provided in the future. These statistics however will be published in accordance with the relevant protocols in the Code of Practice for official statistics.

This data represents the first four periods since Southern Railway joined Govia Thameslink Railway at the end of July. This data does not differentiate between cancellations due to driver shortage and operational issues.

    The latest statistics indicate that the majority of existing Universal Credit claimants are not yet in work.

    As such they will not see a change in entitlement as a result of the April 2016 changes.
