    To ask the Secretary of State for Communities and Local Government, how much his Department spent on advertising the Right to Buy scheme for council and housing association tenants in each month from October 2015 to January 2016.

    I refer the hon. Member to the answer given to him on 2 December 2015, PQ 18460.

    At that time, Right to Buy campaign spend figures for October and November were provisional as the campaign was still running. Confirmed monthly expenditure from October to December 2015 is as follows:

    October – £155,001
    November – £171,066
    December – £142,656

    Figures for January 2016 are still be finalised so are not yet available.

    This Department’s publications and consultations issued since August 2012 are available, indexed in date order, on the GOV.UK website. The indexes enable users to search by date and by type of publication. Approximately 2540 publications have been issued by, or jointly with, this Department since August 2012, including 210 consultations. We cannot identify any circulars published since August 2012.

    To ask the Attorney General, how many tip-offs were made to the Serious Fraud Office tip-off line in each year since 2010.

    The Serious Fraud Office (SFO) launched its dedicated reporting channel on 1 November 2011. The service was intended to encourage reports of serious or complex fraud by whistleblowers and accepted referrals by post, email and telephone. The SFO decided to close the telephone element of the service on 12 June 2012 because a disproportionate amount of staff time was being spent dealing with telephone calls that did not contribute to this aim.

    The total number of calls, emails and other referrals through the channel in each year since it was established is shown in the table below. These figures may include multiple reports from single individuals, or multiple referrals about the same matter received from different individuals. Referrals made through the dedicated reporting channel in November and December 2011 were not counted separately from other referrals to the SFO in those months.

    The SFO now offers guidance on its website as to how the public may best report any information it may have about fraud to the most appropriate law enforcement authority, including Action Fraud, which is the UK’s central reporting mechanism for fraud and cyber crime.

    The SFO continues to receive and assess reports from the public sent directly to it via the online reporting tool, by email or post, or referred to it by other law enforcement and regulatory bodies.

    To ask Her Majesty’s Government, further to the Written Answer by Lord O’Neill of Gatley on 25 April (HL7458), what is their estimate of the UK’s (1) gross, and (2) net, contributions to the EU for 2015.

    Full year outturns for 2010-14 are available in table 3.B of European Union Finances 2015 (Cm 9167) which is available in the Library of the House and on gov.uk. No estimates of the UK’s total net contribution in 2015 are currently available, since these are not forecast.

    For the purposes of producing a fiscal forecast, the Office for Budget Responsibility (OBR) forecasts both UK gross contributions to the EU and contributions net of EU receipts administered by the UK public sector. These do not represent an estimate of the UK’s total net contributions since they exclude receipts directly administered by the European Commission, which means the net contribution appears higher than is actually the case. Therefore, they are not directly comparable with the data for 2013 and 2014 set out in table 3.B European Union Finances 2015, provided in Written Answer HL7458. Details of the OBR forecast can be found at table 3.A of European Union Finances 2015, and the differences between the figures in tables 3.A and the total net contributions set out in 3.B are explained fully in Annex B of both European Union Finances 2015 and HM Treasury analysis: the long-term economic impact of EU membership and the alternatives.

    We regularly urge the South Sudanese Government to fully implement the August 2015 peace agreement and bring an end to the continual cycle of violence in all parts of the country. Most recently, the UK’s Deputy Permanent Representative to the United Nations made this clear with Ministers of the Transitional Government of National Unity during the UN Security Council’s visit to Juba in early September 2016.

    The Emergency Services Mobile Communications Programme (ESMCP) Mobile Services procurement attracted all national mobile network operators and on 13 November announced its intention to award a contract to EE. Subject to an application decision in the High Court on 8-9 December to lift the automatic suspension, following a challenge by one of the down-selected bidders, EE will be awarded the contract for Mobile Services.
