    To ask the Secretary of State for Transport, if he will make an assessment of the effect on traffic congestion in (a) Brentford and Isleworth constituency and (b) the London borough of Hounslow of the proposed third runway at Heathrow.

    The Airports Commission undertook a range of detailed assessments to support its Final Report published in July 2015. The analysis included a detailed assessment of transport network impacts for each of the Commission’s three short-listed options.

    Copies of the Commission’s Surface Access: Dynamic Modelling Report its Local and Strategic Roads Modelling Study for the Heathrow Airport North West Runway Proposals, and the Commission’s Freight Impact Study were published alongside its Final Report, and are available from the Commission website at the following links:

    As part of its Bilateral Aid Review, DFID is in the process of agreeing future multi-year support for Palestinian development, which will include support for Gaza. This will include access for reconstruction materials, basic service delivery, support to the private sector and assistance for the most vulnerable.

    To ask Mr Chancellor of the Exchequer, what the source of the information was regarding fraudulent tax credit claims passed from HM Revenue and Customs to Concentrix.

    HM Revenue and Customs provided cases to Concentrix where there was an indication that there may be something wrong with the tax credits claimed. Concentrix then applied their own data profiling techniques as well as data matching to identify claims that involved an increased likelihood of error or fraud.     To ask Her Majesty’s Government what assessment they have made of the impact of climate change on the food security situation in the Horn of Africa.

    DFID is committed to supporting vulnerable people affected by food insecurity in the Horn of Africa and to supporting governments in the region to anticipate and mitigate the impacts of the climate on food security.

    Making a robust assessment of the impact of climate change in the horn of Africa is challenging due to data limitations., The UK is undertaking a range of research that seeks to strengthen our understanding of climate in the region which will in turn assist with improving our assessment of likely impacts and working to help improve the early warning tools. For instance in Ethiopia through our support to ClimDev, DFID has supported the strengthening of Ethiopia’s hydro-meteorological network enabling more accurate measurement and prediction of extreme weather and flooding.

    However, we know that the Horn of Africa is vulnerable to the impacts of climate change, and disaster resilience work is crucial in mitigating effects. In Ethiopia, DFID’s Productive Safety Nets Programme (PSNP) has helped turn desert land into land that can be farmed again. In Kenya, the Hunger Safety Net Programme has helped to protect household assets of the poorest people in Northern Kenya and can scale up to protect those at risk from droughts and floods. This helps families recover more quickly and get back on their feet. DFID is at the forefront of resilience work to prevent and reduce the impact of crises in developing countries.

    To ask Mr Chancellor of the Exchequer, what conditionality is attached to disbursements from the Joint Security Fund; and if he will make a statement.

    The Spending Review set out the allocation of the Joint Security Fund for the Ministry of Defence and the Intelligence Agencies totalling £3.5bn over 5 years.

    The Joint Security Fund will be used to deliver the investments set out in the Strategic Defence and Security Review. The allocation of funding is conditional on annual spending limits that were agreed at the Spending Review. As with all public expenditure, Managing Public Money sets out how public funds must be spent, including the principles of regularity and propriety.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the adequacy of flood defence spending in Leeds.

    A proposal for a £188 million flood alleviation scheme for central Leeds was submitted to Defra in January 2010. The proposal was analysed and a number of concerns were identified. As a result of that analysis the Environment Agency agreed to work with Leeds City Council to consider alternatives. The City Council subsequently submitted a bid for the first phase of a phased scheme. We have committed £33 million to better protect Leeds City Centre, benefitting thousands of homes and businesses. No bid has yet been made for further phases.

    Whenever an exceptional event happens it is important to review what happened and how to prepare for the future, and the Environment Agency will be doing this following the recent flooding incident. The flood response in Yorkshire will be overseen by Transport Minister Robert Goodwill, who has been appointed as Flooding Envoy to the county and will track progress on recovery and identify lessons learnt.

    Work has also already started on the National Resilience Review, which is considering forecasting and modelling, resilience of key infrastructure and the way we make decisions on flood expenditure. The Review is being delivered by a cross-Government team and will be published in the summer.

    In response to the flooding, £40 million of funding has been committed to repair flood defences. Construction of the new flood defences is already underway. The Secretary of State will be discussing this issue and the future resilience of the city with Leeds MPs shortly.

    We believe approximately 800 UK linked individuals of national security concern have travelled to take part in the Syrian conflict since it began. Of those who are known to have travelled, about half have returned. This number will include some individuals who were under 18 at the point of travel.
