    As part of the Government’s Road Investment Strategy, major improvements and renewals are being delivered across the strategic road network to deliver smoother, safer and more reliable journeys for road users. To keep traffic moving through the work sites, speed restrictions are necessary to keep both road workers and road users safe. Highways England meets regularly with its contractors to review current work programmes and accelerate activities where possible so that speed restrictions are not maintained for any longer than is necessary.

    In accordance with the public sector equality duty, the Home Office has conducted an equality assessment of all policies in the Immigration Bill. The additional Family Test is designed to support strong and stable family relationships among those families legally resident in the United Kingdom. The Immigration Bill is designed to ensure that people in the UK illegally cannot work and access services. Any impact on people while they are in the United Kingdom illegally which results from the Immigration Bill is temporary, until the point of their departure, and as such the Family Test is not engaged.

    To ask the Secretary of State for Health, if he will take steps to reduce the waiting times for autism diagnosis; and if he will make a statement.

    The Department has discussed with NHS England the difficulties that people on the autistic spectrum can have in getting an appropriate diagnosis in a timely manner. With support from the Department, NHS England and the Association of Directors of Social Services will undertake a series of visits to clinical commissioning groups to discuss good practice in meeting the National Institute for Health and Care Excellence (NICE) Quality Standard 51 Autism, and those that do not, with the aim of supporting more consistent provision. These NICE guidelines already recommend that there should be a maximum of three months between a referral and a first appointment for a diagnostic assessment for autism. We expect the National Health Service to be working towards meeting the recommendations.

    To ask the Secretary of State for Northern Ireland, what steps she has taken to establish on a statutory basis an Implementation and Reconciliation Group as proposed in the Stormont House Agreement.

    The Government intends to introduce the Northern Ireland (Stormont House Agreement) Bill to Parliament soon. This Bill will deliver on a number of key commitments in the Stormont House Agreement related to addressing the legacy of the Troubles. It will create the legislative framework for: the Historical Investigations Unit, the Independent Commission on Information Retrieval, and an Oral History Archive.

    Another of the key commitments in the Agreement is the establishment of the Implementation and Reconciliation Group (IRG). It is not currently envisaged that the IRG will be included in the Northern Ireland (Stormont House Agreement) Bill, but the UK Government stands ready to assist on matters related to the IRG if requested to do so by the Northern Ireland parties.

    Ticket gates barriers are operated and provided by a number of different operating companies at national rail stations, Docklands Light Railway, TfL Overground and tube stations across London. No such estimate has been made across all stations in London.

    To ask the Secretary of State for Education, whether her Department has assessed the implications of using a premature child’s due date, rather than his or her birth date, for the purpose of determining when that child should start school.

    We have announced the intention to amend the School Admissions Code so that, subject to parliamentary approval, children born in summer can be admitted to the reception class at the age of five, where this is the wish of their parents. Work is currently underway to assess what other changes it might be appropriate to make to the Code. As part of this process, we will consider whether it would be appropriate to use a prematurely-born child’s expected birth date in the admissions process.
