    To ask the Secretary of State for Health, what progress has been made by (a) his Department and (b) NHS commissioners to ensure NHS services in England are meeting the six inflammatory bowel disease (IBD) standards set out by the IBD Standards Board in the 2013 Board Report; and if he will make a statement.

    The six inflammatory bowel disease (IBD) standards were published in 2013 by the IBD standards group, an independent organisation made up of a number of clinical professional organisations and the charity Crohn’s and Colitis UK. The standards were designed to support clinicians, commissioning organisations in developing IBD services locally and may be considered, if appropriate, alongside sources of guidance, such as the National Institute for Health and Care Excellence (NICE).

    In February 2015, NICE published a Quality Standard (QS) for IBD. As part of the QS development process, the IBD Standards Group and other related organisations submitted evidence to help shape the four Quality Statements which constitute the QS. The NICE QSs are important in setting out to patients, the public, commissioners and providers the key elements of what a high quality service should look like in a particular area of care.

    School workforce census data continues to show under-representation of particular groups of individuals within leadership positions (in particular for Black and Minority Ethnic and female leaders).

    The Leadership Equality and Diversity Fund supports teachers from under-represented groups (as measured by the protected characteristics in the Equality Act 2010) to prepare for leadership positions.

    To ask the Secretary of State for Health, what steps he is taking to improve the systems for capturing, coding and integrating data from NHS outpatient clinics.

    Where local National Health Service trusts have identified local requirements for improving the capture of clinical and administrative information, including those in outpatient departments, funds have been made available to NHS providers for electronic systems through the Integrated Digital Care Fund and the South Local Clinical Systems Programmes. These include patient administration, patient record, and document management systems which will help the recording and accessing data at the point of care.

    The National Information Board’s Personalised Health and Care 2020 framework, published in November 2014, supports further action to improve systems for capturing, coding and integrating data from NHS outpatient departments.

    Work being taken forward under Personalised Health and Care 2020 includes:

    ― improving the recording and accessing of data at the point of care – around £1.4 billion of the recently announced £4.2 billion investment in NHS technology over the next five years will support the better collection of data and the commitment to become paper-free at the point of care;

    ― work to examine ways in which outpatient departments can improve the way they capture activity data using standardised coding terminology (SNOMED CT), so that it can be made available to other parts of a hospital, and support reporting and clinical audit; and

    ― a focus on the integration of information within and between care settings, starting with impatient transfers of care, and expanding in 2017-18 to cover other care domains, including the exchange of outpatient information between acute trusts and general practitioner surgeries.

    Elections took place in Serbia on 24 April. The Office for Democratic Institutions and Human Rights (ODIHR) deployed a 22 person election monitoring mission and we and other countries fielded additional observers. We await final reports and ODIHR’s full and thorough assessment of the fairness and conduct of yesterday’s elections.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will summon the ambassador of Turkey to explain why the Co-chair of the Democratic Regions Party, Kamuran Yuksek, has been arrested and charged with being a member of a terrorist organisation.

    The PKK continues to mount deadly terrorist attacks in Turkey, particularly in the country’s south-east. In the course of security operations in that region, a number of Democratic Regions Party officials have been detained, including Kamuran Yuksek. We regularly urge the Turkish authorities to respect human rights, including the right to freedom of expression, in the course of anti-terror operations, and to support the rule of law. We will continue to monitor these issues closely.

    As with all programmes in which DFID invests, the UNFPA Supplies programme is subject to thorough Annual Reviews, which were conducted in December 2014 and again in December 2015. The programme has expanded from 12 to 46 focus countries and has been found to be achieving value for money in procurement of contraceptive commodities. The recommendations from these Annual Reviews are being taken forward with UNFPA.

    To ask the Secretary of State for Health, what the sign-off process is for sustainability and transformation plans.

    The Sustainability and Transformation Plans (STPs) are being developed by local areas. National Health Service providers, commissioners, local authorities, and other health and care services are coming together to propose how they, at local level, can close the health and wellbeing, care and quality and financial gaps. These plans are locally owned, but will be shared with the national health and care bodies, chiefly NHS England and NHS Improvement, so the national bodies can best develop support to enable footprints to deliver their plans. The National bodies have also published guidance on the STP process.

    NHS England and NHS Improvement will continue to work closely with STP areas to provide them with support and expertise to develop robust plans which will meet the objectives set out in the Mandate. STPs will form the basis for operational planning for 2017/18 and 2018/19, which will be subject to NHS Improvement and NHS England assurance processes.

    The local organisations will also be leading public engagement processes on their STP plans, in line with the engagement guidance.
