    To ask Her Majesty’s Government, further to the letter by Lord Bates to Lord Rosser on 8 January (DEP2016–0028) and the remarks by Lords Bates on 18 January (HL Deb, col 624), how they arrived at their assessment that in-country seizure could double with the use of the extended powers enabled by the new illegal working offence.

    The Government arrived at this assessment based on the impact of the court’s judgement in the case of Nuro on the ability of Home Office Immigration Enforcement to use Proceeds of Crime Act (POCA) cash seizure powers which were conferred on immigration officers by section 24 of the UK Border Act 2007. The courts have held (Nuro v Home Office [2014]) that as it is not a criminal offence for an illegal immigrant who is not subject to immigration conditions to be self employed in the UK, there is insufficient causation between the offence of illegal entry to the UK and obtaining the earnings to apply POCA powers. The creation of the offence of illegal working will address this judgment and provide a broader basis for cash seizure.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 9 February 2016 to Question 25396, if she will place in the Library the recovery plan in place at the Metropolitan Police Service for improving performance in completing Disclosure and Barring Service checks.

    The operational performance plans of police disclosure units are matters for Chief Constables in association with Police and Crime Commissioners.

    The DBS regularly publishes detailed datasets showing statistics against internal performance standards which form the basis of its monthly reports to the Home Office. This includes performance against their target to issue 95% of all disclosures within 56 days and the number of disclosure applications in progress each month.     The correspondence referred to is a personal email exchange between one expert panel member and Professor Grifo, following the third scientific review of the safety and efficacy of methods to avoid mitochondrial disease in 2014.     To ask the Secretary of State for Energy and Climate Change, what assessment her Department has made of the effect of the closure of coal-fired power stations on (a) job losses and employment trends in the energy sector and (b) power generation; and what plans her Department has to mitigate those losses.

    Coal is the most carbon intensive form of electricity generation and is not consistent with our decarbonisation plans, which is why the Secretary of State has announced an intention to consult on ending unabated coal generation by 2025.

    The Capacity Market is designed to bring forward the capacity we need as older plant such as coal come of the system. On 6 May 2016 we announced changes to the Capacity Market to buy more capacity and earlier; tighten the sanctions on those who fail to deliver on their obligations; and bolster energy security in the short–term by holding a new auction bringing forward the first Capacity Market delivery year to 2017/18.

    To allow the Neighbourhood Planning Bill to focus on essential planning measures, legislation for the National Infrastructure Commission has not be included at this time.

    The Commission is an important part of the government’s overall approach on infrastructure and has already made a significant impact through its first three reports.

    We remain fully committed to the Commission which has a crucial role to play in setting out the country’s infrastructure priorities. We are considering how it can best support the government’s new industrial strategy.

    To ask the Secretary of State for Transport, what estimate he has made of the cost of testing all vehicles for emissions for (a) each car and (b) in total; and whether the Government will finance the total programme.

    The cost of the evaluation programme are still being developed, but it is estimated that testing could cost up to £15,000 per vehicle.

    We have approved a budget of £675,000 from public funds to ensure that this important work can proceed. However, we have also agreed with ministers in Germany and in France that we will collaborate and secure best value for the taxpayer.

    The UK programme will consider, without bias, vehicles from 19 manufacturers. The programme will assess approximately 70 different models. However, we have been in contact with ministers in Germany and in France and we have agreed that we should work cooperatively to ensure that we rationalise our respective test programmes to avoid duplication of testing.

    The cost of recalling the vehicles in the UK will be met by Volkswagen group and will not fall to the public purse.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking through the UN to tackle international recruitment of people for terrorist activity in Syria and Iraq.

    The UK has led efforts to create and enforce an international legal regime to cut off support for Daesh and other terrorist groups, including through the UN.

    In August 2014, under the UK’s Presidency we co-sponsored UN Security Council Resolution 2170 which restricted Daesh’s financial, trade and recruitment networks, as well as sanctioning individuals.

    The UK also co-sponsored resolution 2178, which built on resolution 2170 by strengthening the international response to threats posed by foreign terrorist fighters. The Resolution calls on Member States to prevent the “recruiting, organizing, transporting or equipping of individuals who travel to a State other than their States of residence or nationality for the purpose of the perpetration, planning of, or participation in terrorist acts.
