    To ask the Secretary of State for Health, pursuant to the Answer of 11 February 2016 to Question 26284, on what date NHS England took the decision to seek external consultancy support for the development of its clinical commissioning policies; whether the contract for external consultancy support for the development of NHS England’s clinical commissioning policies was competitively tendered; who in NHS England took the decision to award the contract to Deloitte; what discussions his officials have had with NHS England on the contract with Deloitte since 1 January 2016; what the subject of those discussions was; and which clinical commissioning policies are being developed by NHS England.

    NHS England decided to seek external support to supplement in-house capacity to deliver its clinical commissioning policy programme for specialised services in early 2015. The recommendation for contract award followed consideration by the Efficiency Controls Committee, which is a subcommittee of NHS England’s Board. This was subject to ministerial sign off.

    Following the completion and approval of a business case by NHS England’s Efficiency Controls Committee, a competitive tendering process was undertaken within the Department of Health’s Framework Agreement. A contract award was subsequently made in September 2015, following ministerial approval.

    NHS England has not published a list of the clinical commissioning policies under development in 2015/16. However, individual clinical commissioning policy proposals are made available through NHS England’s website once they have met NHS England’s governance gateways and have been agreed as ready for public consultation, together with a range of supporting information including a clinical evidence review and impact assessment.

    While the Department approved the initial procurement of these services, they have not been involved in official discussions with NHS England regarding the contract since 1 January 2016.

    To ask the Secretary of State for Health, what discussions NHS England has had with Health Education England, the Nursing Midwifery Council and the Royal College of Obstetricians on delivery of multi-disciplinary training for maternity services.

    The report of the National Maternity Review: Better Births, published earlier this year, set out wide-ranging proposals designed to make care safer and give women greater control and more choices. Multi-professional education and training were among a number of recommendations that the report made.

    Health Education England (HEE) has established a Maternity Safety Steering Group (MSSG) which first met in December 2015. The MSSG has representatives from the Department of Health, NHS Litigation Authority, NHS England, Public Health England, the Royal Colleges, Institute of Health Visitors, Perinatal Institute for Maternal and Child Health and British Association of Perinatal Medicine. The group works in collaboration to consider what training programmes are available and used in trusts, and to identify appropriate training packages to cover all aspects of maternity safety.

    NHS England is working closely, and will continue to have regular discussions, with partners across the system to discuss multi-professional and multi-disciplinary training, including the Royal Colleges, HEE and the Department. These discussions include the implementation of the recommendations of the National Maternity Review report.

    To ask the Secretary of State for Northern Ireland, what change there was in the amount the EU Commission proposed to make available in structural funds to Northern Ireland for the period 2014 to 2020 from the period 2007 to 2013; what steps her Department took to limit such change; and if she will estimate the level of such funding that Northern Ireland will be allocated after 2020.

    The UK’s 2014-20 allocation for Structural Funds was 5 per cent less than for the 2007-13 period. The Government therefore allocated the UK’s nations an equivalent 5 per cent less for 2014-20 than in the previous period. Northern Ireland’s allocation for 2014-20 is €513.4m.

    The post-2020 Multiannual Financial Framework has not been proposed.

    To ask Her Majesty’s Government what action they are taking to assist in the resolution of the industrial dispute between Southern Rail and some of its staff and their unions.

    This, like any other industrial dispute between a Train Operating Company and a trades union, is a matter for the union and operator to resolve. The Government condemns any industrial action that disrupts the travelling public. RMT has advised its members to accept the new On-Board Supervisor roles on offer. The Government’s strong opinion is there are no grounds at all for any further industrial action and these strikes must stop now.

    Syrians in need of protection are predominantly resettled through the Syrian Resettlement Scheme which has been expanded to resettle up to 20,000 during this Parliament. This is in addition to those resettled through our global resettlement schemes: Gateway and Mandate. Individuals resettled through Gateway and Mandate must be UNHCR recognised refugees who are judged by UNHCR to be in need of resettlement. Individuals resettled under Mandate must have a family member in the UK.
