    To ask Her Majesty’s Government what additional income for spending on adult care will be available to each authority with adult social care functions if each of those authorities increases their precept by two per cent in each year from 2016–17 to 2019–20 inclusive, with no change to their baseline forecast spend for 2015–16.

    The Government announced on 17 December 2015, Official Report, Column 2238-2241, that Local Authorities with social care responsibilities will be able to increase their council tax by up to 2% above the core referendum principles of 2% (4% in total) which is expected to raise an extra £2billion by 2019/20. A breakdown of the £2billion, by how much individual local authorities could raise, has been made and can be viewed at the following link or in the attached document.

    To ask the Secretary of State for Business, Innovation and Skills, if he will make an assessment of the implications for his arms export policy to Saudi Arabia of the legal advice on that matter commissioned by Amnesty International and Saferworld, published in December 2015.

    The policy framework for arms export licensing to all destinations, including Saudi Arabia, remains as set out in the Consolidated EU and National Arms Export Licensing Criteria, known as the Consolidated Criteria.

    This requires all export licence applications to be carefully assessed on a case by case basis against the Consolidated Criteria, taking into account all relevant factors at the time of application, including reporting by non-Governmental organisations, the United Nations and others.

    A licence will not be issued, for any country, if to do so would be inconsistent with any provision of the Criteria.

    The information requested is not held centrally. The Legal Aid Agency (LAA) does not identify or record in its databases whether civil legal aid applicants are prisoners as this does not affect eligibility for legal aid funding.

    Information on how much in legal aid was granted to prison inmates within the prison law category of criminal legal aid in each of the last five years is published by the Ministry of Justice as part of the Legal aid statistics at the following link on the gov.uk website.

    To ask the Secretary of State for Health, pursuant to the Answer of 14 March 2016 to Question 31000, what assessment the NHS has made of the potential causal link between formaldehyde contained in everyday products and eczema and other atopic conditions.

    The National Health Service has made no such assessment.

    The NHS has to comply with the Control of Substances Hazardous to Health Regulations 2002 (COSHH). This applies in the workplace when hazardous substances are manufactured, used or where processes are undertaken that generate hazardous substances. COSHH requires the employer to carry out a risk assessment to establish what, if any, hazards are associated with products/processes employees are using/undertaking and then put measures in place to control exposure to those hazards.

    To ask the Secretary of State for Health, what the average length of time is that a patient stays in an Assessment and Treatment Unit.

    At the end of April 2016 for inpatients with a learning disability and/or autism, the average length of stay was 1,095 days. The total number of inpatients was 2,565. 415 were diagnosed with autism only and 555 patients had a learning disability and autism (Learning Disability Services Monthly Statistics, April 2016).

    The average weekly cost for inpatient care was £3,563 per week in September 2015 (Learning Disability Census: England 2015)

    Both the Learning Disability Services Monthly Statistics and the Learning Disability Census provide data on people with learning disabilities and/or autism spectrum disorder receiving inpatient care commissioned in England.

    The majority of personnel joining 77th Brigade transfer from other Regular or Reserve units and are therefore not recruits. The exception to this is Specialist Reserve Officers (SROs), who are recruited as civilians with niche skills. 44 SROs have been selected since 1 January 2015 of which 18 have completed the recruitment process and are currently on strength.
