    To ask the Secretary of State for Communities and Local Government, when he plans to make a decision on whether to formally apply for EU Solidarity Funding to support communities affected by flooding in Cumbria.

    The Government has not ruled out applying to the EU Solidarity Fund. We are assessing the case for an application and will make a decision by the end of February. The European Union Solidarity Fund does not provide additional funding to local areas, but simply reimburses emergency costs that the Government would have incurred anyway. For this reason, the Government’s immediate priority remains dealing with the urgent needs of those affected, which is why we have provided over £200 million to help those affected by the floods to support recovery and repair.

    Prior to March 2014, this information was not recorded centrally. The number of individuals charged and convicted for people smuggling for 2014/15 and 2016/15 (year to date YTD) is as follows:

    2014/15 (Apr to Mar) Charged – 207 Convicted – 111

    2015/16 (Apr – YTD) Charged – 210 Convicted – 128

    These figures recorded as the following primary offences: Human Smuggling – via Aeroplane, Human Smuggling – via Lorry, Human Smuggling – via Van/Car, Human Smuggling – via Vessel (boat/ferry etc) and Human Smuggling – Other.

    To ask the Secretary of State for Communities and Local Government, how he plans that the section 31 grant to compensate councils for the extension of small business rate relief will be funded.

    By raising £8 billion through a package of measures to counter tax avoidance and aggressive tax planning by multinational enterprises, Government has been able to announce in the Budget a £6.7 billion reduction in business rates. This is the biggest ever cut in business rates in England. The funding for these section 31 grants was provided for in Budget 2016 through the Budget scorecard (lines 15-17). This additional funding is included in the DCLG Local Government DEL budget figures on page 91 of the Budget Report.

    To ask Her Majesty’s Government whether they have given any consideration to suspending aid to the Palestinian Authority in the light of its decision to transfer over £85 million a year to the Palestine Liberation Organisation for the purpose of paying salaries to convicted terrorists imprisoned in Israel.

    DFID is currently reviewing all its programmes following the publication of the updated Official Development Assistance strategy last year. DFID provides financial support to the Palestinian Authority (PA) to help deliver peace and support progress towards a two state solution. DFID funding helps build Palestinian institutions and promotes economic growth so that any future Palestinian state will be a prosperous and effective partner for peace. UK funding to the PA is for vetted civil servants only.

    The PA has reaffirmed that prisoner payments are administered by the Palestinian Liberation Organisation. We continue to lobby that the payments to prisoner’s families are more transparent and needs-based.

    In the interest of National Security we cannot comment on specific details of cyber security attacks. However, cyber security is one of the Government’s top national security priorities and BEIS is continuing to work with government departments and the National Cyber Security Centre, as well as with industry partners, to ensure that the risks to the energy sector are understood and that appropriate mitigations are established.

    Business rates are based on valuations from the Valuation Office Agency and we do not intervene in their independent assessments. We have proposed a £3.4 billion transitional relief scheme to ensure that no ratepayer is unfairly penalised by the 2017 revaluation.

    To ask the Secretary of State for International Development, what steps the Government is taking to eradicate polio worldwide.

    The UK Government is fully committed to global polio eradication. With a cumulative investment of more than $1.2 billion, the UK is the third largest donor to the eradication effort, and is providing £300 million for 2013 to 2019. UK funding has contributed to a greater than 99% decrease in polio cases since 1988, with no cases reported in Africa for over a year. Only two countries – Pakistan and Afghanistan – are reporting cases of wild polio in 2015, meaning we are now closer than ever to global eradication.

    The UK also plays a key role in sustaining global political commitment and in making sure that every penny we, or others, invest in polio is spent well. The UK actively participates on the Global Polio Eradication Initiative’s Polio Oversight Board and the Finance and Accountability Committee, ensuring a strong focus on results and delivering value for money. During the 2015 Commonwealth Heads of Government Meeting, the UK re-affirmed our unwavering commitment to fighting polio encouraging others to join us in the final push towards global polio eradication.

    To ask Her Majesty’s Government what is their assessment of the allegation that up to 300,000 forced sterilisations took place in Peru between 1996 and 1998, in the light of the Presidential Decree in November 2015 that there should be a Registry of Victims.

    Former President Alberto Fujimori’s National Family Planning Programme (Programma Nacional de Planificación Familiar) was carried out in Peru from 1996 to 1998. More than 2,000 complaints were brought against the government alleging individuals had been unaware of the permanent nature of these operations or had been financially compensated for being sterilised.

    An independent Congressional Committee set up to investigate the programme in 2002 established that 346,219 women and 24,535 men had been sterilised from 1993 to 2000. The committee recommended that victims of forced sterilisations be compensated and the responsible parties subject to legal proceedings.

    In January 2014, after nearly 10 years of investigations, the Peruvian Public Prosecutor’s Office brought charges against some health professionals involved in the programme; no charges were brought against the government.

    On 6 November 2015, a Supreme Decree was published which mandated the creation of a central register of “victims”. This aims to provide free legal advice, psychological support and medical attention to those affected. The Ombudsman will represent individuals in courts and seek reparations for those individuals found to be victims of irregularities in the implementation of this programme.

    This Government is working towards eliminating all forms of violence against women. This is part of our work to promote the golden thread of democracy, rule of law, free media and open, accountable institutions. Our Embassy in Lima continues to monitor developments on this issue.
