    To ask the Secretary of State for Health, what research his Department has conducted on the effect on levels of food waste in hospitals of changing provision of food from in-house kitchen preparation to a cook-chill or cook-freeze system.

    The Department has not conducted research on the subject requested. Data on unserved patient meals was collected through the Estates Returns Information Collection until 2013-14, but it excluded data on waste generated during food production and waste from uneaten patient meals. The question was removed from the 2014-15 collection onwards as the data did not present an accurate picture for all food waste.

    To ask Her Majesty’s Government what assessment the Human Fertilisation and Embryology Authority (HFEA) has made of research published in Nature regarding mitochondrial and nuclear DNA matching shapes metabolism and healthy ageing; and how that assessment relates to the recommendations contained within guidance note 33.23 on the HFEA website.

    The noble Lord appears to be referring to the recent work by Latorre-Pellicer et al (2016). The Human Fertilisation and Embryology Authority (HFEA) has advised that this research will be considered by the reconvened Expert Panel which will assess the safety and efficacy of mitochondrial donation techniques more widely.

    The guidance referred to by the noble Lord refers to haplotype matching in the provision of mitochondrial donation treatment. At present, no clinics in the United Kingdom are licenced to provide such treatment. The HFEA has further advised that the research published in Nature is consistent with that guidance. The HFEA will continue to advise clinics to keep themselves up to date with the scientific research in this area.

    To ask the Secretary of State for Health, how his Department plans to raise awareness among young people of the dangers of so-called smart drugs.

    The Government’s drug information website FRANK is updating its content to include enhancement drugs, including so-called smart drugs.

    FRANK forms part of a wider programme of education and prevention that should be delivered locally in line with evidence on what works best in effective prevention programmes.

    Public Health England (PHE) commissioned Mentor’s Alcohol and Drug Education and Prevention Information Service (ADEPIS) programme to helps schools and practitioners share information and resources to help them deliver good quality drug prevention activities. PHE also delivers the Rise Above campaign to 11–16 year olds, which provides content that aims to delay and prevent uptake of risky behaviours including smoking, drinking alcohol and drug use, to build resilience and enable young people to make good life choices.

    321 applications were received to the 2015-16 Innovation, Excellence and Strategic Development Fund and 283 to the 2015-16 Health and Social Care Volunteering Fund scheme.

    Decisions on allocating funds have not yet been finalised. We will let applicants know the outcome as soon as possible.

    We have not made representations to the Government of Israel on this issue. However, the Government of Israel has confirmed to us that they covered the cost of the medivac. We had also previously understood from contact with the Dawabsheh family that their hospital fees were being met by Israel.

    To ask the Secretary of State for the Home Department, what assessment she has made of the potential for Tier 2 Intra Company Transfer visas to be used to replace UK workers with outsourced overseas workers in the IT industry.

    Tier 2, the skilled worker route, is designed to fill roles which cannot be filled by a suitable resident worker. The immigration rules, and UK employment law, do not allow workers to be made redundant and directly replaced.

    It is a decision for businesses whether to outsource certain functions. We are, however, mindful of concerns that use of the Intra-Company Transfer (ICT) category for third party contracting may undercut or displace resident workers.

    That is why, in June last year, we commissioned the Migration Advisory Committee (MAC) to examine the ICT category as part of its wider review on Tier 2. The MAC published its report on 19 January and it can be found on the gov.uk website at: https://www.gov.uk/government/publications/migration-advisory-committee-mac-review-tier-2-migration

    Chapter 6 of the report sets out the MAC’s findings on the ICT category, including its use for third party contracting, the salaries paid to IT workers and the impacts on the resident labour market. The MAC found that salaries for these transferees were clustered around the 25th percentile of earnings for resident workers in IT occupations (the current minimum permitted under the immigration rules).

    The Government is currently considering the MAC’s findings carefully and will announce any changes in due course.
