    To ask the Secretary of State for International Development, whether her Department has produced a cross-departmental strategy for the UK to implement the Sustainable Development Goals.

    The UK Government as a whole is committed to implementation of the Sustainable Development Goals and the Government’s manifesto sets out the plan of action for which it will be held accountable by the British people. This includes commitments relevant to each of the Goals, and it will guide our efforts to achieve them. The Global Goals are the starting point for, and will be embedded across, DFID’s work.

    DFID is the lead Department on the Goals, and will be working with the Cabinet Office across Government to ensure a joined-up approach to implementation. Other Government Departments will lead on their respective policy areas.

    Defra submitted evidence to the European Commission in April 2015 to inform their review of the EU Nature Directives. A Commission delegation then visited the UK in June 2015 to discuss the Directives in greater detail with Government officials, business group representatives and environmental non-governmental organisations. I spoke at EU Environment Council in December 2015 in support of improving how the Nature Directives are implemented and to make clear that the UK didn’t wish to see the Directives renegotiated. Defra’s written evidence and a recording of the December Council meeting are available on the European Commission website.

    To ask the Secretary of State for the Home Department, what provisions are in place to safeguard the welfare of pregnant women in Yarl’s Wood Immigration Removal Centre.

    Pregnant women are not normally detained. The only exceptions to this general rule are where removal is imminent and medical advice does not suggest the woman’s baby is due before the expected removal date.

    Fitness to travel by air is assessed on a case by case basis using guidance from the International Air Transportation Association (IATA). The guidance states that for a single, uncomplicated pregnancy, travel could be appropriate without a medical certificate up to 37 weeks.

    Yarl’s Wood immigration removal centre has a dedicated Care Suite that offers enhanced care to vulnerable and pregnant women, staffed by a dedicated female member of staff. Midwives from NHS Bedford Hospital Trust visit the centre once a week and the centre’s GP or nurses can be accessed 7 days a week and can refer any specific concerns to the ante natal clinic, Early Pregnancy Unit in hospital or other appropriate service if necessary. The centre also has a Pregnancy Liaison Officer who provides a range of support and welfare services to pregnant detainees.

    To ask Her Majesty’s Government when they will publish data about actual spending on mental health services for each Clinical Commissioning Group in England in 2015–16.

    As part of the mental health parity of esteem requirement for 2015-16, clinical commissioning groups (CCGs) were asked to plan for an increase in spend on mental health services at least in line with the increase in their overall funding allocation for the year, which set a higher bar than achieving a real terms increase in spending, though not all CCGs were able to achieve this target. 192 of the 209 CCGs achieved a real terms growth in mental health planned spend measured against the 1.4% Gross Domestic Product (GDP) deflator for 2015-16.

    The list attached shows which CCGs have achieved real terms increases in spending on mental health in 2015-16.

    The final data for CCGs’ spending on mental health in 2015-16 will be submitted to NHS England by commissioners in May 2016, and it is anticipated NHS England may be in a position to provide final spend information by around the end of the first quarter of 2016-17.

    NHS England has not yet published CCG planning guidance for 2016-17. Consideration will be given to holding commissioners to account for spending on mental health.

    CCG and NHS England mental health spending information is now routinely collected as party of NHS England’s monthly financial reporting regime. Monthly financial reports by CCGs are scrutinised and quality assessed by NHS England’s regional teams. The monthly reports also form part of the CCG assurance process. NHS England is also in the process of setting up the financial plan assurance process for 2016-17, which will incorporate the review of planned spending on mental health services for future years.

    To ask the Secretary of State for Transport, with reference to his Department’s press release of 13 January 2016, entitled Transport sector all geared up for winter weather, what plans his Department has to ensure safety of cyclists in the event of bad weather.

    We would advise all road users including cyclists to take extra care when cycling in wet or icy conditions. In particular when it is icy, cyclists should to stick to treated roads wherever possible.

    The responsibility for the treatment and maintenance of the road network rests with the relevant highway authority. Section 41a of the Transport Act 1980 as amended, places highway authorities “under a duty to ensure as far as is reasonably practicable, that safe passage along a highway is not endangered by snow and ice”.

    In this respect, in October last year I wrote to the leaders of all local highway authorities reminding them of their responsibilities regarding preparation for winter and the need for robust contingency plans in place to mitigate against any significant weather we may encounter over the winter period.

    The Department for Transport (DfT) also continues to play its part to ensure we stay through the 2015/16 winter season well prepared. This includes continuing to maintain a substantial national emergency salt reserve, first set up by the Coalition government, and having a robust distribution process in place, if for any reason this salt of last resort is needed to be allocated.

    The Department has also published a small amount of additional guidance for highway authorities in Local Transport Note 1/12 “Shared Use Routes for Cyclists and Pedestrians”.
