While we have not made any representations to the Israeli authorities on this specific issue, we have an ongoing dialogue with the Israeli authorities about the Israeli Defence Forces use of live fire.

Lord Storey – 2016 Parliamentary Question to the Home Office

To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 13 June (HL433), when they expect the quality assurance of the Home Office’s Case Information Database data relating to sexuality-based asylum claims to be completed, and whether they plan routinely to record asylum claims based on, or relating to, gender identity issues in a way that can be easily aggregated.

The process of quality assuring the data held on the Home Office’s Case Information Database relating to sexuality based asylum claims continues to be undertaken by the Home Office. We are currently looking at ways to expedite this process. There are no current plans to record information where the detail of the asylum claim basis relates to gender identity issues on Home Office databases.

My officials and I have read the report with interest. Although the Government was not asked to give evidence to it and the views stated within it do not reflect Government policy, there is much in the report with which we agree. We are already pursuing an approach consistent with many of the recommendations. For example my ministerial colleagues and I regularly raise concerns about the crackdown on human rights lawyers, repressive legislation, and challenges to freedom of religion or belief. Equally, there are parts of the report which require further investigation to substantiate the claims made, for instance about organ harvesting.

To ask the Secretary of State for Work and Pensions, if he will expand the Targeted Affordability Fund to assist with changes to housing benefit in the social sector announced in the Spending Review and Autumn Statement 2015.

The Targeted Affordability Funding will be based on recycling around 30 per cent of the savings from the measure to freeze LHA rates, which was announced in the Summer Budget. The funding will be available from 2017/18 onwards and will be used to support areas where higher rent increases are causing a shortage of affordable accommodation. The amounts of funding which will be available each year and the plans for how we will distribute it, will be announced in due course.

To ask Her Majesty’s Government what is being done to support British pig farmers who are affected by Russia’s ban on European food imports and cheap imports into the UK.

I recognise that many UK pig producers are struggling with a very tough period of low prices. The Government is providing support through our reforms to tax averaging. We also supported the activation of private storage aid on 4 January to remove pigmeat temporarily from the EU market.

We are working with the industry to open up new market opportunities at home and abroad. China offers huge potential for the future of the food and farming industry. Since 2010, British food and drink exports to China have more than doubled to £280 million, the fastest-growing of which are dairy products, pork, beer and tea. 2016 will be the Year of GREAT British Food, opening a long-term campaign of trade missions and events in the UK that showcase British products and help farm businesses to grow and thrive.

Defra secured a deal in principle for trade in trotters during the Secretary of State’s recent visit to China and the underpinning detailed arrangements are being finalised.

To ask the Secretary of State for Health, how many children under the age of 16 were treated in adult psychiatric wards in (a) England, (b) London, (c) each London borough and (d) each London health trust in each year since 2010.

Whilst we do not have figures for how many young people were treated in adult mental health wards, the data below shows the number under the age of 16 who were admitted to adult mental health wards. These figures may therefore include children who have been admitted when their parents are treated, e.g. a mother for a perinatal mental health condition.

This reflects the fact that following increased government investment there are now more inpatient beds (‘Tier 4’) in Child and Adolescent Mental Health Services than ever before.

Lord Warner – 2016 Parliamentary Question to the Department of Health

To ask Her Majesty’s Government whether, in the light of recent public concerns, they will ask NHS England to review the number and distribution of specialised secure facilities for adolescents with autism to ensure a better balance between total and geographical clinical demand and supply.

NHS England requires that regular Care and Treatment Reviews are undertaken for children and young people with learning disabilities with challenging behaviour in inpatient settings commissioned by NHS England or clinical commissioning groups (CCGs).

These Care and Treatment Reviews also help to inform the appropriate provision of treatment and care settings. CCGs are currently also developing learning disability transformation plans to ensure the appropriate balance of capacity between in-patient settings and community settings. The plans are due for submission in April 2016.
