The Minimising and Managing Physical Restraint (MMPR) system has been rolled out across the youth secure estate with the exception of Feltham Young offender Institution (YOI), which goes live at the end of February 2016 and Parc YOI, which goes live by the end of this year.
MMPR will also be rolled out to the under -18 secure escort service for Secure training Centres and Secure Children’s Homes, and will go live in April 2016.

The EU is a major donor to both the Palestinian Authority and UNRWA, providing over €290 million in 2016 to the Palestinian people, including the refugees who live outside Occupied Palestinian Territories in the camps of Jordan, Lebanon and Syria. The UK contributes to the EU budget as a whole, not individual instruments within it. The UK’s share on EU expenditure in EU instruments is approximately 14.5%. The EU funding to the Palestinian Authority is through the PEGASE mechanism, providing the salaries for vetted civil servants only.

To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the average amount of unused food thrown away by households in the last 12 months.

Through the Waste and Resources Action Programme (WRAP), the Government continues to work with the grocery sector to reduce household food waste. The Love Food Hate Waste programme helps UK households to reduce food waste and save money through awareness raising and consumer advice. There has been a 15% (1.3 million tonnes) reduction in household food waste between 2007 and 2012.
WRAP launched Courtauld 2025 on 15 March, which builds on the progress we have already made. This new agreement includes a target to reduce food and drink waste arising in the UK by 20% by 2025 (calculated as a relative reduction per head of population).
For the average household, the price of avoidable food and drink waste is £470 per year. For the average household with children, the cost of avoidable food and drink waste is £700 per year.
The total amount of food thrown away by the average household is 260 kg per year. 160 kg of this is avoidable waste. For the average household with children, this figure rises to 390 kg per year, including 240 kg of avoidable food waste.
These are the latest available figures, applying to 2012. WRAP aims to publish updated figures for household food waste later this year.

Department for Business, Innovation and Skills Ministers had no involvement in the Security and Counter Terror Conference at Olympia. Although officials had no formal involvement in the organisation of the conference, the Export Control Organisation had a stand to gather feedback from exporters about the development of a new digital export licensing system. In addition a number of officials from UKTI Defence & Security Organisation attended as delegates.

In particular we are looking closely to see if there is any scope to find a set of reforms that will deliver the Government’s objectives and which will be agreeable to the unions. To ask the Secretary of State for Defence, how many people have been (a) killed and (b) injured as a result of accidents during exercises at the army training ground at Otterburn in each of the last 10 years.

In the period 1 January 2006 to 4 September 2016, there has been one death whilst on training or exercise at Otterburn training area. The death occurred in 2016.
The table below shows the recorded number of personnel injured on training or exercise at Otterburn in the period 1 April 2008 to 30 June 2016 reported through the MOD Health and Safety and Casualty Notification process. These totals may not include all injuries, as some minor injuries may have been treated immediately and not reported. Reporting of injuries is improving, and usage of the training area has increased since 2015.

To ask the Secretary of State for the Home Department, whether, when setting up the Independent Inquiry into Child Sexual Abuse, the Government stipulated how many members of the counsel team supporting that inquiry were to practise family law.

The Independent Inquiry into Child Sexual Abuse was established under the Inquiries Act 2005. The appointment of counsel to the inquiry is a matter for the inquiry chair. The only requirement under the Inquiry Rules 2006 is that counsel appointed by the chair should be ‘qualified lawyers,’ which means they must be a solicitor or barrister in England and Wales.
