    To ask the Secretary of State for Communities and Local Government, what estimate he has made of the number of social rented homes that will be completed in (a) 2015-16 and (b) each of the succeeding four years.

    Through the Spending Review the Government has committed to investing £8 billion to deliver over 400,000 affordable housing starts, doubling our investment in affordable housing from 2018-19.

    This includes £1.7 billion to deliver around 100,000 homes for affordable or intermediate rent. Already through the 2015-18 Affordable Homes programme we have allocated over £1 billion to deliver affordable housing, with the majority being for rented housing.

    Since April 2010 we have delivered over 260,000 affordable homes. Under Labour the stock of affordable homes fell by 420,000, with 1.8 million families on social housing waiting lists. More council housing has been built since 2010 than in the previous 13 years of a Labour Government.

    The funding allocated to housing associations and local authorities will depend on the bids submitted to the Affordable Homes programme.

    To ask the Secretary of State for Health, pursuant to the Answer of 21 January 2016 to Question 23676, how much funding has been allocated to the HEE Perinatal Mental Health programme in each year since 2010.

    Health Education England (HEE) was formed in 2013. For data since 2013, HEE does not have information at this level. HEE has various workforce development programmes managed through its thirteen local offices that might support perinatal mental health, but information on expenditure is not collected to this level of detail.

    HEE has a mandate commitment to ensure that trained specialist mental health staff are available to support mothers in every birthing unit by 2017. And a further mandate commitment requires HEE to work with the Royal Colleges to support perinatal mental health training being incorporated into the postgraduate training syllabus for doctors by 2017.

    To ask the Secretary of State for Environment, Food and Rural Affairs, when she expects to have put in place comprehensive management plans for each of the existing Marine Conservation Zones.

    The Government is committed to delivering a ‘Blue Belt’ of well-managed Marine Protected Areas around our coasts. Where fisheries management measures are required, the Inshore Fisheries Conservation Authorities and the Marine Management Organisation will put in place measures, such as byelaws, for all inshore Tranche 1 Marine Conservation Zones (MCZs) by the end of this year. To date, 19 new byelaws and 14 new voluntary measures that complement over 25 legacy byelaws are already in place. Appropriate fisheries management measures for inshore Tranche 2 MCZ sites will be identified by January 2018, following their designation earlier this year.

    To ask the Secretary of State for Health, pursuant to the Answer of 19 April 2016 to Question 33687, what new investment which is in line with the Collaborative TB Strategy for England has been made to deliver (a) TB awareness raising, (b) TB case finding and screening and (c) treatment for (i) homeless people and (ii) other under-served sectors of the population.

    Public Health England has resourced a National Tuberculosis (TB) Office to support implementation of the Collaborative TB Strategy for England, including working with stakeholders on awareness raising and case finding and treatment. The National TB Office is also overseeing the work of a Task and Finish group, which is looking at how to tackle the needs of those with TB in under-served populations, including homeless people. The group will present their findings to the National TB Programme in the autumn. Currently, however, there is no new investment being specifically targeted at the homeless population.

    NHS England has provided new investment, £10 million in 2015/16 and a further £10 million for 2016/17, to support latent TB infection testing and treatment which includes funding for TB awareness raising and TB case finding and treatment. The latter service is of particular relevance to the homeless population.

    In the period 1st April 2014 to 31st March 2016 HMRC identified National Minimum Wage arrears totalling £981,514 as a result of investigations into social care employers.

    The National Living Wage was introduced from April 2016. Data for 2016/17 is not yet available.

    To ask the Minister for the Cabinet Office, in what circumstances major Government programmes are subjected to Project Assessment Reviews instead of Gateway Reviews; and if he will make a statement.

    The Major Project Portfolio for each Department is agreed by the Department, the Major Projects Authority and the relevant HM Treasury spending team. Each programme on the portfolio is subject to an agreed schedule of approvals and assurance, which will normally include Gateway Reviews. There is no provision for formal exemption.

    A Project Assessment Review is conducted either instead of or in addition to Gateway Reviews, and allows for specific terms of reference to be tailored to meet the assurance needs of the particular Government Major Project.
