    To ask the Secretary of State for Communities and Local Government, what guidance his Department has issued on whether responses from residents to public consultation questionnaires issued by local authorities should be anonymous or identified by name and address.

    The Department for Communities and Local Government does not publish guidance on local authority consultations. However, Local authorities should have regard to the rules on data protection when dealing with any personal information about residents, including personal information contained on consultation responses.

    To ask the Secretary of State for Health, what steps his Department is taking to increase the provision of (a) medical and (b) nursing training in hepatology.

    It is the responsibility of the professional regulators such as the General Medical Council or the Nursing and Midwifery Council (NMC) to set the standards and outcomes for education and training and approve training curricula to ensure newly qualified healthcare professionals are equipped with the knowledge, skills and attitudes to provide high quality patient care.

    Hepatology is a medical sub-specialty of gastroenterology. In Health Education England’s 2016/17 Workforce Plan for England, there are 450 training commissions proposed for gastroenterology, an increase from 431 in 2015/16.

    Whilst the NMC does not recognise hepatology in its standards for specialist education and practice, the Royal College of Nursing has written a comprehensive competence framework which outlines the training, skills and competence required to develop and maintain a special interest in hepatology:

    The Syrian Vulnerable Persons Resettlement Scheme prioritises those who cannot be supported effectively in the region, and the 12 month support package which refugees are offered is therefore tailored according to their individual needs. The main components are accommodation; cultural integration, including English Language tuition; and addressing any medical and social care needs.

    The administrative grounds for retaining public records referred to in my answer to HL4703 are: records or series of records which have not been selected for transfer to The National Archives or a place of deposit, but which the department has retained after they are defined as historical records because they are required for its own administrative purposes; records or series of records that have been selected for transfer to The National Archives or place of deposit but are still required for administrative purposes; records or series of records which are awaiting appraisal or preparation for transfer.

    Parliament approved the local government finance settlement for 2016-17 on 10 February. Recognising the particular costs of providing services in sparse rural areas, Rural Services Delivery Grant will increase by more than fivefold in 2016-17, to £80.5 million.

    The current dual system, where maintained schools and academies (including free schools) have different requirements on a number of key areas including funding, financial compliance, performance oversight, parental complaints and how they are required to adhere to legislation, does not provide consistent expectations on professionals or clarity and assurance for pupils and parents.

    This government believes a single system with all schools as academies, which affords greater autonomy to professionals and is governed by a single legal framework along with clear and robust accountability, will provide a level playing field for all and the conditions for future success. It will give clarity on roles and responsibilities and secure efficiency. Running a dual system diverts resources, time and focus away from the classroom.

    As is normal for large projects, the Cabinet Office’s Infrastructure and Projects Authority (IPA) is conducting assurance of the HS2 programme as it proceeds into its delivery phase. It is standard practice for this to include a small cross Government team, and not unusual for the Cabinet Secretary to take an interest on projects of this scale. ‎

    Headlines from the IPA’s work on Phase 2 of High Speed 2 has now been reported in a NAO report on the HS2 project, published on 28 June. The work informs future cost estimates for HS2, as these are developed.
