    To ask the Secretary of State for Energy and Climate Change, how many solar power companies there were in (a) Lancashire, (b) the North West and (c) Britain in (i) 2010, (ii) 2011, (iii) 2012, (iv) 2013, (v) 2014 and (vi) 2015.

    DECC does not hold information on the number of solar power companies. However, data on the number of solar photovoltaic installations (including households) by UK region, are available for 2010 to 2014. This is given in the table below. DECC does not hold information by UK county. Data for 2015 for the UK as a whole will be available on 28 January 2016, and by region in September 2016.

    To ask the Secretary of State for Transport, what discussions his Department plans to hold with colleagues in the Scottish Government on the environmental proposal for ship-to-ship oil transfers in the Cromarty firth.

    The Port of Cromarty Firth Oil Transfer Licence (OTL) application, which ran from 10 December 2015 to 8 February 2016 was sent to Scottish Government officials directly through Marine Scotland, and to the Scottish Environmental Protection Agency (SEPA), Scottish Natural Heritage (SNH), and the Highland Council, in order to seek their views.

    The Maritime and Coastguard Agency (MCA) is the Competent Authority that assesses all applications for OTLs, and the MCA has regular contact with the Scottish Government and their appropriate officials on a number of issues, including ship-to-ship licencing. The MCA has worked closely with them on previous OTL applications and the development of the policy itself.

    With the public consultation having just ended, the assessment phase will begin and the MCA looks forward to continuing this cooperation in relation to the Cromarty Firth proposal, prior to any decision being made.

    There is no ten year rule for the destruction of records created by ministers. Departments work to the guidance published by The National Archives on the appraisal and selection of official records which are retained and transferred for permanent preservation.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 11 July 2016 to Question 41904, what mechanisms are in place to ensure that her Department meets its non-refoulement obligation in respect of victims of human trafficking held at Yarl’s Wood Immigration Removal Centre, and that no victims of human trafficking at risk of re-victimisation, torture or degrading treatment at return are subjected to deportation.

    No one who is found to be at risk of torture, inhuman or degrading treatment on return to their country will be deported from the UK. There are processes in place for those held in Immigration Removal Centres to claim asylum if they believe they are at risk of such treatment.

    Home Office staff working in all Immigration Removal Centres, including Yarl’s Wood, are trained as First Responders to identify signs that individuals may be potential victims of trafficking or slavery. Where an individual is identified as a potential victim, they will be referred to the National Referral Mechanism (NRM) for assessment.

    Officials in my Department have liaised with the Department for Work and Pensions as the lead Department for the Family Test to embed it into the policy process. This has included training officials on applying the Test and disseminating relevant evidence, learning materials and best practice.

    To ask the Secretary of State for Communities and Local Government, with reference to paragraph 1.149 of the Spending Review and Autumn Statement 2015, how local authority funding allocations for temporary accommodation will be calculated over the Spending Review period.

    The Spending Review and Autumn Statement announced that funding of the Temporary Accommodation management fee will be devolved to local authorities from 2017/18, giving them more freedom and flexibility in how they use this funding. Current levels of funding will be maintained and, in addition, councils will receive £10 million a year more. The Department for Communities and Local Government will set out the precise detail of how the new funding will be distributed in 2016/17. The Department will work closely with local authorities and other partners to ensure that funding will be allocated in order to most effectively help councils tackle homelessness.

The UK fully supports UN-led efforts to encourage both parties to agree a lasting and mutually acceptable political solution that provides for the self-determination of the people of Western Sahara.
