The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) has regular discussions with his US counterpart and other allies on global security challenges, including Afghanistan. In addition, Government officials regularly discuss insurgency and terrorism in Afghanistan, including Al-Qaeda, with US and NATO partners. This includes how we can best continue to support the Afghan National Unity Government to deliver their own national security.

To ask Mr Chancellor of the Exchequer, whether the 130 HM Revenue and Customs staff at Caledonian House, Dundee will have a guaranteed job in the new regional HM Revenue and Customs centres in Edinburgh and Glasgow.

HM Revenue and Customs (HMRC) announced the planned locations of its future Regional Centres based on a number of key principles. In addition to cost, HMRC has taken account of the quality of local transport links, the local labour market and future workforce supply, and the need to retain the staff and skills they need to continue their transformation. These changes will reduce HMRC’s estates costs by around £100 million a year by 2025.
HMRC plans to open two new Regional Centres in Edinburgh and Glasgow, with a combined total of between 5,700 and 6,300 posts.In Dundee, Caledonian House is planned to close in 2018 and Sidlaw House will transfer to the administering of Universal Credit. HMRC will be holding individual meetings with every member of staff prior to any office closures or moves, to discuss what these plans mean for them and their choices.

To ask the Secretary of State for International Development, what steps her Department has taken with the UN and others to establish a regular, scheduled UN-facilitated cargo flight service into Yemen.

DFID has provided £1 million to the UN Humanitarian Air Service (UNHAS) to establish a regular flight between Djibouti and Sana’a for the exclusive use of the humanitarian community. UNHAS has provided 88 flights since the crisis began, carrying 2,129 passengers and 8.6 metric tons of essential medical supplies. 14 UN agencies and 28 NGOs are now using the service. We are also working with UNHAS to establish other regular flight services to Yemen.

To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the effect of the Renewable Heat Incentive on the UK’s decarbonisation targets.

Using less fossil fuel and more renewables to heat our homes and businesses is vital to decarbonising the UK economy. The continued Renewable Heat Incentive (RHI) funding (rising to £1.15bn in 2020/21) means that renewable heat will continue to play its part in meeting our binding domestic and international targets on carbon and renewables.
We intend to reform the RHI to improve value for money and reduce costs; improve cost control and budget management; and explore the best way to support less able to pay households and owners of large plants. We plan to consult on the changes shortly; this consultation will provide estimates of the reformed RHI’s contribution towards our carbon targets.

How neighbourhood policing is delivered, its priorities, and the specific model that is used, are decisions for Chief Constables in conjunction with their democratically accountable Police and Crime Commissioners. This Government believes in local policing, accountable to local communities. That is why we abolished all central Government targets and put local people in charge by introducing directly elected Police and Crime Commissioners.

Officials in the Department for Business, Innovation and Skills met the Adjudicator after his appointment to provide him with a high level briefing on Part 4 of the Small Business, Enterprise and Employment Act and some areas of the draft Pubs Code in order to familiarise him with key aspects ahead of him taking up this important role. During the course of this briefing there was a discussion of some technical aspects of the Market Rent Only arbitration process – for example, the length of time it takes to appoint an independent expert – where the Adjudicator shared his professional insights.
