To ask the Secretary of State for Health, when he plans to publish NHS Sustainability and Transformation Plans for South East London.

Local areas will submit their plans to the national health and care bodies for review in October, with further public engagement and consultation taking place from this point.
We expect that most areas will take a version of their Sustainability and Transformation Plan to their organisation’s public board meeting for discussion between late October and the end of the year. We would also expect that most areas will publish their plans, for more formal engagement, during this period, building on the engagement they have already done to shape thinking. No changes to the services people currently receive will be made without local engagement and, where required, consultation.
NHS England, with other national health and care bodies, released guidance to the local areas developing Sustainability and Transformation Plans entitled ‘Engaging local people’ in September 2016 which can be found on their website.

The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), emphasised the importance of calming the current tensions when he spoke to President Abbas on 9 October. On 26 October, our Consul General in Jerusalem raised our concerns with Prime Minister and Minister for Interior, Rami Hamdallah.
Since the start of the current violence we have spoken regularly to both the Palestinian Authority and the Israeli Government on the need to de-escalate tensions, avoid any words or actions that could incite further violence, and maintain the status quo at the holy site of Haram al-Sharif/Temple Mount.

To ask Her Majesty’s Government what plans they have to reform the legislation regarding health professional regulation, and whether they will publish a timetable for the implementation of any reform bill.

This Government is grateful for the work of the Law Commissions of England and Wales, Scotland and Northern Ireland in reviewing the regulation of health and (in England) social care professionals.
The Law Commissions made 125 recommendations to reform the existing complex and burdensome regulatory system. The joint four United Kingdom country response to the Law Commissions was published on 29 January 2015 which accepted wholly or in part the vast majority of its recommendations.
The Department is currently reviewing how best to take forward the work of the Law Commissions. We hope to be able to provide an update on this work soon.

In the time period 1 October 2013 to 30 September 2015, 2920 students are recorded on Home Office databases as having been arrested as Section 10 Overstayers. Of that number 2100 are flagged as having been detained.

To ask the Secretary of State for Business, Innovation and Skills, whether employers will be able to direct unused funds from their apprenticeship levy accounts towards supporting training apprentices working with (a) their distributers and (b) other companies in their supply chain.

We want to give employers in England flexibility in how they use levy funds to pay for apprenticeship training that meets their needs. We know that some employers want to direct their funding to other employers, for instance their suppliers. We will consider ways this could be accommodated whilst avoiding additional complexity, maintaining the aims of the system and remaining compatible with State aid rules.

To ask Her Majesty’s Government, further to the Written Answer by Lord Prior of Brampton on 10 May (HL7949), what factors are thought to be responsible for differences in the number of serious adverse incidents of ovarian hyperstimulation syndrome (OHSS) between each of the three years from 2010 to 2012 compared to 2013 and 2014; and whether the reference to professional standards applies only to clinicians or also to the activities of the Human Fertilisation and Embryology Authority in attempting to mitigate the risks of OHSS.

The Human Fertilisation and Embryology Authority (HFEA) has advised that whilst certain factors may increase the risk of ovarian hyperstimulation syndrome (OHSS), there is no agreed method to predict the amount of severe OHSS that will occur. Therefore, the Authority cannot infer what factors, if any, would cause year to year variation in the number of incidents reported.
Professional clinical standards are set by the appropriate Royal Colleges and issued to guide clinicians and health professionals directly, not the HFEA.
