    To ask Her Majesty’s Government what representations they have made to the government of the Russian Federation about the new extradition treaty signed between the Democratic People’s Republic of Korea and the Russian Federation on 2 February, and about the likely impact of the treaty’s provisions on the transfer and readmission of North Koreans who have fled their country and would be deemed to be illegally in another’s territory as a result of the treaty.

    To ask Her Majesty’s Government whether they have agreed to cross-margining of variable payments through LCH Clearnet and Eurex; and if so, who will be responsible for regulating these separate entities; and whether they have required any increase in capital or margin.

    European Regulation No 648/2012 (EMIR) establishes a strict supervisory framework for CCPs, which in the UK are regulated by the Bank of England.

    EMIR’s requirements – which continue to apply in the event of a merger or change of control of a CCP – include that a CCP must be sufficiently well-resourced to withstand extreme market events, including the simultaneous default of its two largest clearing members.

    In the event of a qualifying change of control the Bank of England must under EMIR also assess the suitability of the proposed acquirer and financial soundness of the proposed acquisition.

    Copies of the Bank of England’s 2016 report on supervision of financial market infrastructures were laid before Parliament on 4 March and are available in the House library.

    The Government published details of the cost of the production, distribution and publication of its EU Referendum leaflet and associated website on 6th April 2016. The Government continues to take forward its policy on the full range of European business, including the Referendum, as part of the normal work of Departments. Departments will account for expenditure in the normal way, through Annual Report and Accounts.

    To ask Her Majesty’s Government what are the barriers to amending taxation requirements so that the permanent branding on corporate uniforms could be replaced with non-permanent branding.

    There is an income tax deduction available where an employer provides corporate uniforms, or where an employee must purchase such clothing. To be considered a uniform clothing must meet certain criteria. The clothing must be: specialised, recognisable as a uniform and intended to identify its wearer as having a particular occupation. These requirements ensure that the tax deduction is used as intended.

    No assessment has been made of how many corporate uniforms in the UK could be diverted from landfill or incineration if these tax rules were changed. No assessment has been made of the financial implications of changing these taxation requirements.

    We have maintained the protection provided by the statutory reasonable preference criteria which ensure that overall priority for allocation of social housing continues to be given to those in the greatest housing need. The reasonable preference categories include people who are homeless and those owed certain duties under the homelessness legislation.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will extend the validity period of travel advice applying to Sharm el Sheikh to provide certainty on the right to penalty-free cancellation (a) six weeks and (b) four weeks prior to departure.

    On 4 November 2015, we amended our Travel Advice to advise against all but essential travel by air to Sharm el-Sheikh. We have not changed our Travel Advice for the resort itself.

    The FCO Travel Advice, available at www.gov.uk/foreign-travel-advice, provides objective information and advice to help individuals make better-informed decisions about their travel. The Egypt page has been regularly updated to reflect developing events since the crash of the Russian airliner on 31 October. We regularly review our Travel Advice and all changes are made after careful analysis. Our only consideration is the safety of British Nationals.

    The FCO is working with DfT and Egyptian counterparts to put in place permanent and sustainable measures to allow British flights to Sharm el-Sheikh to resume as soon as possible.

    Refunds and cancellation penalties are a matter for the airlines. We are liaising closely with airlines to share information about the progress of our discussions with Egypt.

    To ask the Secretary of State for Northern Ireland, what plans she has to participate in events to commemorate the centenary of the (a) Easter Rising and (b) Battle of the Somme.

    One of the Northern Ireland Office’s objectives for the commemoration of the decade of centenaries of 1912-1922 is to work with the Irish Government to promote greater understanding of our shared history and promote reconciliation.

    2016 will mark the centenary of a number of significant events including the Easter Rising, the Battle of the Somme and the Battle of Jutland. The Northern Ireland Office is working with colleagues in DCMS and others to prepare for a number of these commemorations. All invitations received are being considered on a case by case basis.

    To ask Her Majesty’s Government how much NHS England spent on the purchase of wheelchairs in England in the last year for which figures are available.

    Information on the cost of operating wheelchair services in England is not available centrally. Such information as is available is from reference costs, which are the average unit costs to National Health Service trusts and foundation trusts of providing defined services to patients. The total cost of operating wheelchair services reported in 2014-15 reference costs was £143.4 million.

    NHS England advises that as clinical commissioning groups are responsible for commissioning wheelchair services, it does not collect data on how much is spent on the purchase of wheelchairs. NHS England is however supporting improvement in wheelchair services and has just established a new national data collection. This will enable tracking at local and national levels of issues such as the number of wheelchair users, the costs of services and the length of time people have to wait.
