    To ask Her Majesty’s Government what new arrangements have been made in 2015, nationally, regionally, or locally, for police forces formally to share operational or support functions.

    Chief Constables and PCCs are best placed to consider whether and how their forces’ operational or support functions should be shared. The number of collaborations continues to increase, with at least 4 new alliances involving 9 forces announced in 2015.

    Regional Organised Crime Units, the National Crime Agency and local law enforcement continue to develop specialist capabilities to tackle a range of threats, including serious and organised crime, child sexual abuse and cyber crime. The Government supports the current review by the National Police Chiefs’ Council and the Association of Police and Crime Commissioners into where specialist policing capabilities best sit, and how they should be delivered, to provide a common basis for future collaboration decisions.

    To continue to strengthen and improve mutual aid arrangements, the National Police Coordination Centre is working with the National Police Chiefs’ Council and the College of Policing to develop consistent national standards.

    Removal of automatic housing support for 18 – 21 year olds, announced in the Summer Budget 2015, will be introduced in April 2017. The Department is liaising with a range of key stakeholders as we develop the detail of the policy. Once this work has been completed we will bring forward detailed proposals.

    To ask Her Majesty’s Government, in the light of the Historic Housing Association report, The Economic and Social Contribution of Independently Owned Historic Houses and Gardens, what assessment they have made of the possible closure of 70 historic buildings over the next five years, and what, if any, steps they are taking to support those business during this period.

    Member houses of the Historic Houses Association make an important contribution to the UK’s tourism industry. They attract over 24 million visits per year with a total visitor spend of £1bn; and support 41,000 jobs.

    Government has made no specific assessment of the possible closures of these historic houses. DCMS continues to work with the HHA and others, including the Heritage Lottery Fund, to support privately owned heritage.

    The Government believes CCS could play a potentially important role in the long-term decarbonisation of the UK. Under the Contracts for Difference (Definition of Eligible Generator) Regulations 2014, Contract for Difference allocation rounds are limited to renewable technologies. My rt. hon. Friend the Secretary of State can direct the award of a Contract for Difference to a CCS project. Whether or not she would do so would be subject to circumstances at the time, including factors such as value for money, affordability and competing demands on available budgets.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what information his Department holds on the number of political prisoners in the Maldives.

    The Maldives Police Service reports that in the past two years there have been 140 cases brought against those arrested at political rallies for disobeying police orders, obstructing police duties or committing or encouraging acts defined by the Maldivian authorities as terrorism. The opposition claims the total number facing politically motivated charges is much higher.

    However, the number of individuals who have been sentenced to prison on charges we assess to be politically motivated is significantly lower. These individuals include former President Mohamed Nasheed, Adhaalath Party leader Sheikh Imran Abdulla and former Defence Minister Mohamed Nazim amongst others.

    As with all policy development to inform decision making the Government received and considered a range of representations from a number of stakeholders before and after the announcement in the Spending Review, 25 November 2015.

    These representations involved discussions with officials in the Department and from its arm’s length bodies, The Council of Deans of Health and Universities UK, Trade Unions, leading organisations including Royal Colleges, professional bodies and representatives from Universities.

    The number of full time equivalent staff at Palatine House in Preston is 234.12, of which 140.32 work in the Carers Allowance Unit. The headcount number for the Carers Allowance Unit for future years will be agreed as part of the Department’s routine annual resource allocation process.

    Since April 2013, arrangements have been in place to identify potential overlapping payments between Universal Credit Live Service and Housing Benefit. Any cases identified are referred to Universal Credit for resolution with the appropriate Local Authority.
