    To ask the Secretary of State for Communities and Local Government, if he will publish guidance for local authority pension schemes on investment in arms companies producing banned munitions; and if he will make a statement.

    Investment decisions in the local government pension scheme are the responsibility of the 90 designated administering authorities in England and Wales and must be taken on the basis of expert advice and in compliance with the Scheme’s regulatory framework. Since 2000, pension fund authorities have been required to publish a statement of investment principles, including their policy on the extent to which social, environmental or ethical considerations are to be taken into account in the selection, retention and realisation of investments. The regulations also require that each statement is published locally.

    We have no immediate plans to change these existing obligations, but will keep them under review.

    To ask the Secretary of State for International Development, what recent discussions she has had with the UN’s Humanitarian Coordinator on the situation in Yemen.

    My officials are in regular contact with the UN’s Humanitarian Coordinator for Yemen to discuss the latest humanitarian situation, as well as with the UN Regional Humanitarian Coordinator, the UN Special Envoy on the Yemen crisis for the Emergency Relief Coordinator, heads of agencies and our partners on the ground.

    The Secretary of State for International Development has frequent discussions with the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Stephen O’Brien on the situation in Yemen – the most recent call was on 28 October. On 28 September, the Secretary of State co-chaired an event with him and the Assistant Secretary-General of the Organization of Islamic Cooperation to discuss the situation on Yemen with heads of UN agencies and international partners. Ministers have regular meetings with NGO partners to discuss their assessment of the situation.     To ask the Secretary of State for Culture, Media and Sport, what guidance his Department gives on the number and type of wheelchair spaces which should be available for disabled people in music venues across the UK.

    The huge variation in size, type and location of music venues across the UK makes it impractical to require venue operators to make a specific number of spaces available for disabled people. However, we believe that everyone should have equal access to arts and culture. We are working with venues and organisations representing disabled people to identify barriers to access along with examples of best practice and how these can be shared and; to consider what more cultural venues need to do to be accessible to people with disabilities.

    We are supportive of the work of Attitude is Everything, which aims to improve disabled people’s access to live events, working in partnership with audiences, artists, and the music industry. My ministerial colleague Ed Vaizey also recently held a roundtable meeting with Justin Tomlinson, Minister for Disabled People to look at access to cultural venues and events for disabled people.

    To ask Her Majesty’s Government what assessment they have made of the report by the Health Service Journal that the number of patients waiting for treatment for more than a year is over 50 per cent higher than official NHS Executive data.

    Consultant-led referral to treatment waiting time statistics are designated as National Statistics. This means that the statistics are produced according to sound methods, and are managed impartially and objectively in the public interest.

    From time to time, for example when there are serious problems with patient administration systems, National Health Service trusts do need to temporarily suspend submissions of data for inclusion in the publication of National Statistics for reasons of data quality and completeness. Nine acute trusts did not submit data on referral to treatment waiting times for January 2016. For this reason, the published data on the number of patients waiting more than a year to start consultant-led treatment for non-urgent conditions may be understated. NHS Improvement is working intensively with these trusts so that they can begin submitting data again as quickly as possible.

    Data on litigants in person in Magistrates’ Courts is not centrally recorded. There has been no change in the scope or eligibility for legal aid in the magistrates’ courts since means testing was introduced in 2006.

    Legal aid is available, where necessary, for both magistrates’ and Crown Court cases, subject to defendants being means tested.
