The Government Equalities Office is based at Sanctuary Building, London which has a facility for both nursing mothers and baby changing located on the lower ground floor. This room is clearly signed as a baby changing area and contains a baby changing fold down work top, wipes, and chairs for nursing mothers to sit comfortably.

To ask Her Majesty’s Government what consideration they have given to allowing the parents of children born prematurely to nominate their child’s due date, rather than the actual date of birth, when applying for school places.

We have announced our intention to support summer born children by allowing them to delay entry to the reception year until they are five and for those children to remain with that cohort as they progress through school.
As part of this work we are giving careful consideration to how we can best implement any new arrangements we might put in place, and how we can best support premature children into school.
We want to support these children in the best way we can, however, it is important that we take the time to consider the wider impact of any policy changes.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to prevent the inadvertent use of Libyan financial assets for the funding of militias in that country.

Funding of militias by the Libyan Government dates from the immediate aftermath of the 2011 revolution. The ongoing conflict has made it difficult for subsequent governments to regularise the situation. We welcome the announcement that the Libyan political dialogue members are expected to sign the Libyan Political Agreement. A ceasefire will be essential in order for a Government of National Accord (GNA) to operate. It will be crucial for the new GNA to quickly integrate supportive militias into a regularised national budgetary and security framework.
As underlined at the Rome Conference on 13 December, the United Kingdom stands ready with our international partners in supporting a new Government of National Accord in restoring stability, including economic, technical and security assistance, as requested.

To ask the Secretary of State for Education, what recent assessment she has made of the access to therapeutic services for children who enter the care system.

Local authorities are required to comply with a robust care planning framework which clearly sets out their duties in meeting the needs of looked-after children. This includes the assessment of a child’s emotional and mental health and requires the local authority to set out how they will address any needs.
This framework should ensure that every looked-after child can access the support and services they need. At the Education Select Committee hearing on the mental health and wellbeing of looked-after children on 3 February 2016, the Minister for Community and Social Care announced that the Departments of Health and Education will be setting up an expert group working with NHS England, Health Education England, and sector partners to develop care pathways to support an integrated approach to meeting the needs of looked-after children with mental health difficulties. The experts will be drawn from across the health, social care and education sectors, with input from children, young people, carers and families with experience of the care system.
In addition, the Department for Education’s £100 million Children’s Social Care Innovation Programme currently supports 53 projects in the development, testing and spreading of more effective ways of supporting children and families who need help. This includes projects focused on providing therapeutic services to improve outcomes for young people, including those looked-after and on the edge of care. The projects are being independently evaluated.
