    To ask the Secretary of State for Health, by what communication channels his Department has responded to the concerns expressed by junior doctors about the illustrative rotas, published by NHS Employers on 18 February 2016; for what reasons his Department used Facebook as one of those channels; and if he will make an assessment of the effect of the timing of that Facebook conversation on the number of junior doctors who were aware of that conversation.

    NHS Employers, who are leading the introduction of the new contract, are engaging with juniors via a number of channels including Facebook. Issues around rotas raised by junior doctors are being dealt with in a variety of ways, including by updated Frequently Asked Questions that are published on the NHS Employers website. The Department continues to respond to individual correspondence it receives.

    To ask the Minister for the Cabinet Office, what estimate his Department has made of the number of its senior civil servants who will potentially fall under the provisions of the Fourth EU Money Laundering Directive, 2015/849; and what assessment he has made of which of his Department’s agencies or other public bodies will potentially be classed as holding a prominent public function for the purposes of that directive.

    The Government’s view is that the Directive permits a risk-based approach to the identification of whether an individual is a politically exposed person and, when identified, the Directive enables the application of different degrees of enhanced measures to reflect the risks posed. The Government will be setting out this view in a consultation which will be published shortly.

    The changes proposed under the Directive should not prevent any individual in this category from gaining or maintaining access to financial services. We regularly raise these issues with financial institutions and the regulator, and we encourage financial institutions to take a proportionate, risk-based approach when applying these measures.

    To ask the Attorney General, what procedures are in place to share information from the Serious Fraud Office’s dedicated reporting channel with other investigatory bodies and prosecuting authorities.

    The Serious Fraud Office (SFO) is an intelligence led agency and follows the National Intelligence Model (NIM) when sharing information with law enforcement partners.

    Every report made to the SFO is assessed by a member of its Intelligence Unit in conjunction with other information available. The SFO passes information on to others when it has appropriate intelligence to share. This could be information from a single report, or a collated intelligence package.

    The vast majority of reports made to the SFO are not matters which it can investigate, and are more appropriate for the police or other agencies. Action Fraud is the UK’s national fraud reporting centre. Individuals are asked to report matters directly to them so that Action Fraud can make best use of their information. They will also be given a crime report number for future reference.

    The table below shows the minimum number of intelligence referrals made by the SFO to other agencies which are directly referable to reports made through the dedicated reporting channel(1) since these statistics have been recorded. It also shows the number of SFO investigations opened since 2012 where the initial report to the SFO came through its online reporting system.

    1. The SFO does not record statistical information about all types of referrals that it makes to other agencies that are directly referable to reports made through the dedicated reporting channel, so the total number may be higher.

    The UK has played a leading role in the development of the Education Cannot Wait fund for education in emergencies and protracted crises, which was launched at the World Humanitarian Summit on 23rd May. The UK has committed to provide £30million in support over two years to the new fund as a founding donor, which was announced by the International Development Secretary at the fund’s launch.

    To ask Her Majesty’s Government whether, in the light of the planned expansion of Luton Airport from 10 million to 18 million passengers a year, they intend to include in the specification for the new Midland Main Line longer-distance passenger service a requirement that four trains per hour per direction should call at Luton Parkway in order to increase the percentage of air passengers arriving by rail.

    The next East Midlands franchise is due to start in July 2018 and we are currently undertaking a process of information gathering to develop the high-level view of the franchise specification. We are due to begin a public consultation later this year to inform the specification. Until the views submitted through the public consultation are understood and further analysis is conducted on the options for the franchise, a firm decision cannot be taken at this stage. I would encourage the noble Lord to make his views known through the formal public consultation process when it opens.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to Appendix Four of the HMG Strategy for Abolition of the Death Penalty 2010-15, as revised in October 2011, how his Department ensures that the EU minimum standards referred to are met in countries which maintain use of the death penalty as part of their judicial process.

    We urge all states to introduce a moratorium on use of the death penalty. We urge those which continue to impose the death penalty to respect EU and UN standards; to reserve the death penalty for the most serious crimes, that is, for nothing less serious than murder; to ensure that proper process is followed including opportunities for appeal and clemency and not to execute those who committed crimes when under 18, pregnant women or people with learning difficulties. The Government makes representations when these standards are not respected and urges reform. We fund projects which aim to increase compliance with these standards and actively support the abolitionist work of the UN and the EU, including through adoption of moratoria.
