    To ask the Secretary of State for Energy and Climate Change, whether new storage facilities will be required at Sellafield to accommodate additional spent fuel arising from the life extension of nuclear reactors.

    No. The strategy of the Nuclear Decommissioning Authority (NDA) is to complete the THORP reprocessing contracts it has with EDF Energy. In delivering the current strategy the NDA will have created sufficient space to receive and manage all the AGR fuel from EDF Energy’s AGR power stations, which avoids having to build additional storage capacity for AGR fuel.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Bourne of Aberystwyth on 24 March (HL6984) concerning Hinkley Point nuclear power station, what effect the delay by the government of France will have on the project and its projected completion date.

    Both the French Government and EDF have restated their support for the Hinkley Point C project. After addressing the financing of the company and its investment plans, the chairman of EDF has begun a non-binding consultation with the company council ahead of a final investment decision. In the meantime, EDF has maintained development work in order to secure the overall schedule of the project. EDF has not changed the planned date for first operation in 2025.

    To ask Her Majesty’s Government how many xenophobic and racist hate crimes were reported in England and Wales each month in the past year; what percentage rise, if any, there has been in the number of such crimes reported since 24 June; and what is their assessment of the causes of any rise.

    The Home Office publishes information on the number of hate crimes recorded by the police in England and Wales annually. The most recently published data are for 2014/15 and can be found here: https://www.gov.uk/government/statistics/hate-crime-england-and-wales-2014-to-2015

    Data for 2015/16 will be published in October 2016. It is planned that this publication will include some information on hate crime following the EU Referendum on the 23 June.

    Following increases in the reporting of hate crime and raised community tensions in late June, the National Police Chiefs’ Council requested weekly returns from forces across England, Wales, and Northern Ireland. These show the number of all monitored hate crime recorded by forces, not just those that were racist or xenophobic.

    At its peak, these returns showed a 58 per cent increase in the reporting of hate crime in comparison to 2015. This has since subsided and we have now observed four consecutive weeks of reductions in reporting. The latest returns from 5 to 18 August show 2778 hate crimes and incidents. This is a decrease of 479 offences on the previous fortnight but it is a 14 per cent increase on the equivalent period in 2015.     There is no single factor to which the rise in reporting can be attributed, and there is no current evidence to indicate the rise is due entirely to an increase in occurrence of hate crime. However, multiple factors, including the increased profile of hate crime in the media, greater awareness of hate crime and increased confidence in the police may have had an impact on levels of reporting.

    The last Youth Action Group meeting was 25 Nov 2014. A Youth Action Group Workshop was held on 24 Feb 2015.

    Youth Action Group members and meeting participants were drawn from the government departments and national charities that develop policy and deliver programmes for disadvantaged young people. These included the following:

    • Government: Cabinet Office, Department for Education, Department for Business, Innovation and Skills, Department for Work and Pensions, Department for Communities and Local Government, Ministry of Justice, Home Office, Department for Health and Ministry of Defence; and
    • VCSE sector: The Prince’s Trust, Rathbone, The Foyer Federation, Catch22, Groundwork, Barnardo’s, Youth United, YoungMinds, Brook and Action for Children

    There are no current plans for this group to meet.

    The number of dogs in Wales that have been placed on the Index of Exempted Dogs under Section 4A and Section 4b of the Dangerous Dogs (Amendment) Act 1997 in each complete year since 1997 is in the table below. There were no recorded entries in Wales for the period 1997 – 2003.

    To ask Her Majesty’s Government whether they plan to require district councils in Northern Ireland to conduct election counts other than those for district council elections.

    The Chief Electoral Officer for Northern Ireland is currently considering a range of options for reforming his Office. This includes capitalising on new technology by introducing on-line registration.

    The Chief Electoral Officer will have regard to the continued effective delivery of elections in Northern Ireland and ensuring that his Office remains on a sustainable financial footing. The Northern Ireland Office fully supports him in this approach. I understand that work on some options is at an early stage.

    The Representation of the People Act 1983 makes provision for the Chief Electoral Officer for Northern Ireland to delegate returning officer functions to the clerk of a district council.

    Detailed questions on headcount and budget are operational matters for the Chief Electoral Officer who is independent of Government. The Chief Electoral Officer publishes all such information in his annual report which is presented to Parliament and copies are made available in the Library of the House.

    Health Education England (HEE) is working closely with NHS England to better understand the future workforce commissioning requirements needed to deliver access for all to the right perinatal mental health services.

    The HEE Perinatal Mental Health programme aims to ensure that the maternity workforce has access to the right skills and knowledge that will enable them to provide high quality perinatal mental health care from prevention through to treatment for women throughout pregnancy, birth and the postnatal period. This includes partnership working with stakeholders to meet multi professional education and training requirements.
