    To ask the Secretary of State for Health, pursuant to the Answer of 10 December 2015 to Question 18621, what further assessment he has made of levels of preparedness among clinical commissioning groups (CCGs) for the planned transfer of obesity surgery commissioning responsibilities to CCGs in April 2016.

    NHS England is supporting the transfer of commissioning responsibilities to ensure that clinical commissioning groups are fully prepared to assume the role working through collaborative commissioning forums.

    NHS England have provided a commissioning information pack including a stocktake of local services, care pathways, waiting times and a quality overview for each local area. National clinical experts are currently finalising commissioning and clinical guidance on standards for the adult obesity surgery pathway.

    The draft service specification reflects best practice and describes the standard providers will need to meet for the surgical service.

    To ask Mr Chancellor of the Exchequer, what estimate he has made of the number of people in Solihull who will pay less income tax as a result of the increase in the personal allowance announced in Budget 2016.

    The £300 increase in the personal allowance announced at Budget 16 is estimated to have reduced income tax for 28.9 million income tax payers in 2017-18. Of these individuals, 2.4 million live in the West Midlands region, which includes the Parliamentary Constituency of Solihull.

    These estimates are based on the 2013-14 Survey of Personal Incomes, projected to 2017-18 using economic assumptions consistent with the Office for Budget Responsibility’s March 2016 economic and fiscal outlook.

    HM Treasury does not publish this information at constituency level.

    To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to prevent scam and nuisance calls exploiting unknowing consumers.

    The Government takes all types of fraud, including those operating through telephones, extremely seriously.

    The Government is taking forward a range of measures to tackle nuisance calls, which will increase consumer protection and choice by strengthening the Information Commissioner’s Office’s (ICO) ability to take enforcement action against organisations that break the law.

    Specific actions include; lowering the threshold under the the Privacy and Electronic Communications Regulation 2003 (PECR) to make it easier for the ICO to take action against organisations that break the law, resulting in £3,420,000 worth of fines issued; and we recently made an amendment to PECR, requiring direct marketing companies registered in the UK, to display Calling Line Identification.

    The Government is committed to ensuring that the negotiations result in a deal that works for Britain and is in the interests of everyone in the UK.

    We have taken the conscious decision to build a national consensus to our approach to the negotiations. We are consulting a wide range of stakeholders in order to create a national picture of what people want from a deal on exiting the EU. This will allow us to deliver on what the country asked us to do through the referendum, by identifying the opportunities as well as the challenges.

    We have already said that we will consult and work with the devolved administrations for Scotland, Wales and Northern Ireland, because we want Brexit to work in the interests of the whole country.

    Our guiding approach is to implement the mandate that the people have given us to deliver the UK’s exit from the EU, and to do so in a smooth way, which delivers the best deal for the British people and sees us working constructively with our EU partners going forward.

    The current migration crisis requires a global response. This may necessitate radical measures to address the unprecedented situation. We regularly engage with EU and multilateral partners, including the UN on a wide range of migration issues in order to find an effective and sustainable solution. Ideas about establishing safe centres outside the EU are at an early stage of development and we will consult appropriate organisations as discussions on these with EU and other partners progress.

    To ask the Secretary of State for Health, what steps he is taking to increase the representation on the boards of NHS England, Monitor and other relevant health bodies at local, regional and national levels of people with a background in the mental health services; and if he will make a statement.

    Non-executive appointments to the boards of the Department’s arm’s length bodies, including NHS England and Monitor, are advertised widely and open to all in line with the requirements of the Commissioner for Public appointments. The application process is open to candidates with a background in mental health services.

    Applications are treated equally and appointments are made on merit. There are board members of arm’s length bodies appointed through this process that have a mental health services background.

    Non-executive appointments to National Health Service trusts are made by the NHS Trust Development Authority and are also regulated by the Commissioner for Public Appointments.

    Candidates are appointed on merit where they can add the best value to the needs of the individual board, ensuring that the board contains a balance of experience and skills in different areas, which can include mental health services.

    Executive board appointments are made by the organisations themselves.

    The Home Office has issued no guidance. How the police handle road traffic incidents is an operational matter for individual police Chief Officers, in conjunction with their Police and Crime Commissioners .
