    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his Democratic Republic of Congo counterpart on ensuring that elections in that country are open and transparent.

    I have repeatedly urged the Foreign Minister of the Democratic Republic of the Congo (DRC), Raymond Tshibanda, to ensure that elections in his country are open, transparent and are conducted in line with his country’s Constitution. Most recently I wrote to Mr Tshibanda in April this year to follow-up on my meeting with him in the margins of a UN debate on the Great Lakes region held in March 2016. I also met Mr Tshibanda at the African Union Summit in Addis Ababa in January 2016. In all my interactions with representatives of the Congolese Government I have stressed the importance of a peaceful, democratic transition of power in the DRC. My Hon Friend, the Member for Ruislip, Northwood and Pinner (Nick Hurd MP), Parliamentary Under-Secretary (Department for International Development), visited the DRC in March 2016.

    To ask the Secretary of State for Health, how many guardians of safe working have been appointed to NHS organisations; and what the responsibilities will be of those roles.

    177 out of 217 trusts had appointed Guardians of Safe Working Hours as at 4 September 2016, with interim arrangements in place in a further 14 trusts; meaning 88% have arrangements in place. NHS Improvement is aiming for appointments or interim arrangements to be in place for all 217 shortly.

    The Guardian of Safe Working Hours will act as the champion of safe working hours for doctors in approved training programmes and ensure that action is taken to ensure that the working hours within the trust are safe. They will provide assurance to the trust board or equivalent body that doctors are safely rostered and are working hours that are safe and in compliance with the Terms and Conditions of Service (TCS). The Guardians will also record and monitor compliance with the restrictions on working hours stipulated in the TCS, through receipt and review of all exception reports in respect of safe working hours.

    The current account deficit was 5.1 per cent of GDP in 2014. The trade balance has been broadly stable, while the UK’s net investment income has fallen, as weakness in the euro area has depressed the returns on the UK’s holding of foreign direct investment. Figures for Q2 2015 show that the deficit has narrowed, driven by an improvement in the trade and investment income balances. The Office for Budget Responsibility forecasts a narrowing of the current account deficit over the forecast period.

    704 812 Writs of Summons were sent out to peers at the Dissolution of Parliament on 30 March 2015. Information on the number of Writs that were returned is not held centrally.

    To ask the Secretary of State for Health, how much of the £1 billion primary care infrastructure fund has been (a) committed to future projects and (b) spent by GP practices.

    The Primary Care Transformation Fund is a multi-year programme and the first tranche of local estates and technology projects to improve general practitioner premises and supporting infrastructure across the country are already underway.

    Clinical commissioning groups have commissioned the development of Strategic Estates Plans that include the individual estates and technology projects for years two to four, which are due for submission later in the spring. These will then be assessed during the summer and the allocations required to support them developed in the autumn – which will form part of the commitments to future projects.

    Expenditure on 2015/16 projects will be finalised with the audit of NHS England’s national accounts, which is expected to complete in July.

    To ask Her Majesty’s Government what assessment they have made of reports that the London Stock Exchange estimates that its acquisition by Deutsche Bourse will lead to a reduction of £7 billion in the margin capital available to protect the financial system from the consequences of counterparty failure, and of whether such a reduction in collateral represents an unacceptable increase in systemic risk.

    Central Counterparties (CCPs) play a central role in modern financial markets. As the Prime Minster has made clear, the UK’s new settlement with the EU ensures UK firms, including CCPs, will never face any discrimination for being outside the Eurozone.

    To ask the Secretary of State for Health, pursuant to the Answer of 28 April 2016 to Question 35252, how many staff within the scope of the HM Treasury guidance on senior off-payroll engagements were paid off-payroll in (a) NHS trusts in 2013-14 and (b) NHS foundation trusts in 2012-13.

    Information collected by the NHS Trust Development Authority showed that as of 31 March 2014 there were 961 staff engaged by National Health Service trusts within the scope of the HM Treasury guidance. Information collected by the Health and Social Care Information Centre indicated that at 31 March 2013 there were 1,267 such staff engaged by NHS foundation trusts (FTs).

    The numbers of Board off-payroll staff have declined consistently since the introduction of the HM Treasury guidance in August 2012. In 2012/13 there was a total of 2,403 engagements in trusts and FTs of which 200 were Board members or senior officials with significant financial responsibility. In 2013/14, there was a total of 2,070 of which 118 were Board members or senior officials with significant financial responsibility. In 2014/15, there were 1,193 in NHS trusts of which 52 were senior officials with significant financial responsibility. Figures for FTs in 2014/15 are not yet available. The Department continues to work with NHS Improvement to ensure that all off-payroll engagements comply with tax law and HM Treasury guidance.
