    To ask the Secretary of State for Communities and Local Government, with reference to the Prime Minister’s announcement of 10 January 2016 on sink estates, with what bodies he discussed the redevelopment of 100 sink estates; and on what grounds the sum of £140 million for that redevelopment was arrived at.

    The Government has been in regular contact with a wide range of stakeholders to maximise opportunities to meet our ambition to deliver one million more homes. The new Estate Regeneration Advisory Panel, Chaired by , my Noble Friend, the rt. hon. Lord Heseltine, comprises a range of experts and will provide advice on how the £140 million loan fund can best be utilised, in addition to other private and public funding sources. The fund was allocated in the Spending Review assessment.

    To ask the Secretary of State for Transport, what estimate he has made of the cost of constructing a river crossing at Lowestoft; and whether he plans that that cost will be wholly funded by his Department.

    Suffolk County Council estimates a total cost of £91.7 million for the construction of a 3rd Crossing over Lake Lothing at Lowestoft . The Government will provide £73.4m for the scheme which represents 80% of the estimated scheme cost, with Suffolk County Council taking responsibility for meeting the remaining 20% and any increases in costs beyond that.

    To ask Her Majesty’s Government which trade agreements would have to be individually negotiated in the event of a vote to leave the EU in the forthcoming referendum, broken down by region.

    As set out in the Government’s documents to inform the debate ahead of the referendum, were the UK to leave the EU, as well as losing the UK’s guaranteed access to the Single Market, the UK would also lose the use of the EU’s free trade agreements with over 50 economies worldwide. These countries are listed on page 45 of the Government’s “Alternatives to membership: possible models for the United Kingdom outside the European Union”. This page also provides a map highlighting trade agreements in place, those under negotiation, and those currently being planned for.

    There are no staff directly employed by DFID who are paid less than the Living Wage as defined by the Living Wage Foundation.

    There are no workers in agencies which report to DFID who are paid less than the Living Wage as defined by the Living Wage Foundation.

    Outsourced workers

    We encourage outsource partners to pay the Living Wage as defined by the Living Wage Foundation. None of our contracted workers are paid less than the National Living Wage and London Living Wage.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, which agreed EU directives have not yet been transposed directly into UK law; and if he will make a statement.

    Until the UK leaves the EU the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation. The Foreign and Commonwealth Ofiice currently has one directive yet to be transposed directly into law: Council Directive (EU) 2015/637 on the coordination and cooperation measures to facilitate consular protection for unrepresented citizens of the Union in third countries and repealing Decision 95/533/EC. Transposition date for this directive is 1 May 2018.

    To ask the Secretary of State for Energy and Climate Change, what estimate her Department has made of the installed capacity required to meet the Government’s 2020 renewable heat target in each year from 2015 to 2020.

    The Government does not have a renewable heat target for 2020, but by that year the UK is required to obtain 15% of its final energy consumption from renewable sources under the EU Renewable Energy Directive. This includes renewable heating, where the level of renewables has more than doubled since 2012/13 to reach 4.9% in 2014.

    Progress towards the overall target is monitored via interim milestones. The UK is continuing to make progress; and we are set to meet the next interim target, which is an average of final energy consumption over 2013/14. The provisional figure, released on 25 June, showed 6.3% of final energy consumption for 2013/14 came from renewable sources, against a target level of 5.4%.

    To ask the Secretary of State for Defence, pursuant to the Answer of 26 November 2015 to Question 17136, what his Department’s original estimate was for the development and delivery of Watchkeeper to full operating capability.

    Watchkeeper is expected to achieve full operating capability in the second quarter of 2017.

    The original cost estimate for the development and delivery of Watchkeeper to full operating capability, at the time of Main Gate approval in 2005, was £847 million.

    With regards to the cost of each Watchkeeper, I refer the hon. Member to the answer I gave on 28 October 2014 to question 211342 to the hon. Member for Moray (Angus Robertson).

    To ask the Secretary of State for Business, Innovation and Skills, what progress he has made on making the Post Office a front office for Government; and if he will make a statement.

    The Post Office is the largest provider of counter-based Government services in the UK. In 2013 it won a cross-Government framework contract which allows all Government Departments and their Executive Agencies to contract with the Post Office easily and cheaply. Key contracts with the DVLA and the Passport Office have been moved onto this new framework, as has the Post Office Card Account contract which has been extended to at least 2021.

    The Post Office is well-placed to bid for and win important contracts, with its extensive geographic reach and key role in the heart of communities. Government cannot simply award contracts to the Post Office; services must be procured competitively to ensure value for taxpayers’ money.
