    To ask the Secretary of State for Education, what assessment the Government has made of the potential effect of the provisions of the Childcare Bill on the number of nurseries within schools.

    Schools are an important provider of high quality early education and childcare, and the government has already improved the regulatory framework and supported schools to help them deliver more places for children. We are actively working with schools and others to identify and share good practice and learning across the system so that more schools can offer flexible, full-day nursery provision either themselves or in partnership with others. This work will feed directly into the Early Implementation pilots of the 30 hours entitlement in 2016.

    As a part of this, officials have had a number of discussions with unions, including the National Association of Headteachers about the 30 hours entitlement, and have met them on the new parental right to request before school, after school and holiday childcare for school-aged children. We continue to work closely with unions and other representative bodies to assess how both of these policies will work in practice, and intend to work collaboratively with them on implementation. A full economic impact assessment and new burdens assessment will be carried out in due course.

    To ask the Secretary of State for Transport, if he will make an assessment of the effect on the conclusions of the Airports Commission’s Final Report, published in July 2015, of the Commission’s decision not to take account of high value-added international sectors in measuring the agglomeration benefits of the three shortlisted projects.

    The Government is currently considering the large amount of very detailed analysis contained in the Airports Commission’s final report before taking any decisions on next steps.

    The Government will carefully consider all the evidence set out, including that on costs, when making a decision on additional runway capacity.

    This policy is still under development and full impact and equality impact assessments will be undertaken in due course.

    This measure is not being introduced until April 2018 and only then where new tenancies have been taken out or existing tenancies renewed from 1 April 2016.

    As confirmed by my right honourable friend the Secretary of State in his statement to the House on 21 March, the proposed changes to PIP will not be going ahead.

    We spend around £50bn every year on benefits alone to support people with disabilities or health conditions, with spending on Personal Independence Payment (PIP) and Disability Living Allowance (DLA) having increased by more than £3 billion since 2010. The government is committed to talking to disabled people, their representatives, healthcare professionals and employers to ensure the welfare system works better with the health and social care systems and provides help and support to those who need it most.

    The Secretary of State has outlined that he is starting a new conversation with disabled people and people with health conditions, their representatives, healthcare professionals and employers. He is listening to all of their ideas and this will help inform our plans.

    DFID has now stopped providing general budget support in all countries with the exception of Pakistan. This year DFID only anticipates providing sector budget support in Ghana, Nepal, Pakistan and Zambia.

    We also support partner governments to deliver development objectives in other ways including technical assistance and support to build their core systems. This ensures appropriate safeguards for UK taxpayers’ resources are in place.

    ​We are aware of reports of alleged violations of International Humanitarian Law (IHL) by actors in the conflict and take these very seriously. It is important that all sides conduct thorough and conclusive investigations into incidents where it is alleged that IHL has been breached. The Saudi Arabian Government has their own internal procedures for investigations. At a press conference on 31 January they announced more detail of how they investigate such incidents. The Saudi led Coalition Joint Investigations Assessment Team announced the outcome of 8 investigations on 4 August.
