    This [National Audit Office] report should make shameful reading for Conservative Ministers.

    Victims of the Windrush Scandal have faced many years of injustice, anguish and pain. Yet, more than two years after the compensation scheme has been set up, only a fraction of victims have been compensated.

    Many people have received insultingly low compensation offers from the Government, and it’s heartbreaking for family members to have lost loved ones who have never received justice. Instead, the Government is heaping painful insult upon injustice.

    Dear Priti,

    I write in relation to the recent news of the identification of an outbreak of the South African variant of Covid in Lambeth and Wandsworth, London, with the confirmation of 44 cases and a further 30 probable cases.

    This is a deeply concerning development: we know how dangerous emerging strains of the virus are and it is worrying that vaccines could be less effective against the South African strain and other variants of concern. The situation risks undermining the enormous sacrifices of the British people and the progress being made by the vaccine.

    It has been clear for many months that that there have been significant outbreaks of variants of concern, across Europe and further afield. For instance, we know that in large numbers of countries not included in the quarantine ‘red list’ there have been significant cases of variants of concern, including France, the USA and Greece.

    That is why Labour has consistently called for a comprehensive hotel quarantine system, to do everything possible to stop variants reaching the UK. However, the UK Government has refused to act on these warnings and the prospects of further outbreaks remain incredibly concerning. Sadly the outbreak in South London is an example of what can occur when action is not taken.

    Please can you answer the following questions:

    Can it be identified via contact tracing that the outbreak was caused by an individual/individuals travelling back into this country?
    What conversations has your Department had with the Global Travel Taskforce?
    How many individuals are currently going into hotel quarantine?
    How many travellers are currently entering the country each day?
    We are entering a critical juncture in our fight against the pandemic. As key elements of society and the economy reopen there are risks of any variants that make their way into the UK spreading more quickly. It is simply not good enough for the Prime Minister to say, blithely, that new waves of the virus will “wash up on our shores”.

    The British people will-rightly-be furious that their sacrifices and the progress of the vaccine is being put at risk by the Government’s reckless refusal secure our borders.

    As a result, I again call on you to act on the serious warning that this outbreak in south London represents and implement a comprehensive hotel quarantine system without delay.

    The shocking rise in the number of people experiencing anti-social behaviour is a huge cause of concern for families and communities across the country.

    People deserve to feel safe and secure in their neighbourhoods and town centres, but under the Conservatives police numbers have been slashed, violent crime has risen to record levels, and anti-social behaviour has been left unchecked.

    Labour will work to put more police on our streets and would act where the Conservatives have failed and introduce a new Victims’ Law that would give victims of anti-social behaviour the same rights as victims of crimes.

    France’s decision to enter a third lockdown makes it even more urgent that the Conservatives introduce stricter border controls.

    It’s reckless and unacceptable for only one percent of international arrivals to quarantine in a hotel.

    I urge Conservative ministers to urgently secure our borders by introducing a comprehensive hotel quarantine system to protect the nation’s health and the rollout of the vaccine.

    Under the Conservatives, criminals have never had it so good. We have seen violent crime rising in every part of the country and an explosion of County Lines gangs.

    The Conservatives’ tough talk on crime has one purpose – to disguise their record of abject failure of victims. Ministers should be ashamed of the soaring serious crime they have presided over.

    Labour at this election will be campaigning for more officers on the streets to tackle this unacceptable spread of violence.

    Labour Councils, PCCs and Mayors are standing up for their communities in the face of Tory cuts. With a Labour government they would have a partner in tackling crime, not a Conservative Party content to look the other way.

    On streets across the country, we are witnessing the devastating impact of a decade of the Tories being soft on crime and soft on the causes of crime. Under the Conservatives, violent criminals have never had is so good.

    This election is a choice between the Labour Party who is serious about tackling the Tory rise in violent crime or the Conservatives who have slashed police numbers and let violent crime rise in every part of the country. Communities are now having to deal with 200 violent crimes an hour, while the number of violent offences being charged have plummeted to less than 7 per cent.

    Labour Councils, PCCs and Mayors have made huge impacts by standing up for their communities in the face of Tory cuts. However, since their inception they have had one hand tied behind their back, when battling this Conservative UK Government whose cuts have resulted in huge crime rises on their watch.

    In these elections, Labour has a plan to tackle the Tory rise in violent crime, put more police on our streets and put victims at the heart of the criminal justice system.

    I am grateful to the Home Secretary for her statement and for advance sight of it. She said in her statement that the asylum system is broken, and she talked about a persistent failure of the rules. They are stark admissions for a Conservative Home Secretary whose party has been in power for 11 years.

    The truth is, we have seen Conservative failure across the board. The Home Secretary mentioned the Windrush generation, while this Government presides over a compensation scheme that their own figures show has helped only 338 people. Then there is the asylum processing system, which is appallingly slow. The share of applications that received an initial decision within six months fell from 87% in 2014 to just 20% in 2019. There is no point blaming others. This is the fault of Conservative Ministers and a failure of leadership at the Home Office, and there has not been the progress we need on the promised agreement with France on dealing with appalling criminal gangs and rises in the horrific crime of human trafficking.

    Yes, the Government policy is defined by a lack of compassion and a lack of competence, and I am afraid that the plans outlined by the Government today look like they are going to continue in exactly the same vein. No wonder the plans outlined have been described as “inhumane” by the British Red Cross. They risk baking into the UK system the callousness, frankly, of this Government’s approach. No wonder, either, that the United Nations High Commissioner for Refugees has expressed concerns about the Government’s understanding of international law.

    The Home Secretary spoke today about the importance of safe and legal routes, yet the resettlement scheme was suspended, and the Dubs scheme was shamefully closed down after accepting just 480 unaccompanied children rather than the 3,000 expected. [Interruption.] The Immigration Minister, the hon. Member for Torbay (Kevin Foster), continues to shout at me; he cannot hide from the Government’s record of the last 11 years. And the Government looked the other way last summer; rather than help children stuck in the burning refugee camp of Lesbos, they turned the other way.

    At the same time, these changes risk making the situation even worse for victims of human trafficking, as it would be even harder to access help in the UK, helping criminal gangs escape justice. Ministers have abolished the Department for International Development, the very Department that helped address the forces that drive people from their homes in the first place—war, poverty and persecution.

    Not only are Government plans lacking in compassion, but the Government do not even have the competence to explain how their plans would work. A central part of the measures briefed out by the Government relies on new international agreements, yet the Home Secretary could not mention one of those agreements that have been concluded this morning. Sources close to the Home Secretary have briefed out ridiculous, inhumane schemes such as processing people on Ascension Island, over 4,000 miles away, and wave machines in the English channel to drive back boats. When the Government recently briefed out plans for Gibraltar and the Isle of Man, they were dismissed within hours.

    The proposals also show that the Government have not woken up to the urgent need to protect the UK against the pandemic and support our health and social care system to rebuild. We have heard the Prime Minister this week be dangerously complacent about a third wave of covid from Europe, and the threat of new variants continues to grow, yet none of the UK Government plans includes measures desperately required to protect the UK. We need world-leading border protections against covid, including a comprehensive hotel quarantine system, yet throughout this pandemic the Government have done too little, too late. The proposals do nothing to address the recruitment crisis in the health and social care system, where urgent changes are needed to help recruit the medical and social care staff to deal with covid and NHS waiting lists.

    The reality is that the measures outlined today will do next to nothing to stop people making dangerous crossings, and they risk withdrawing support from desperate people. The Conservatives have undoubtedly broken the immigration system over the last 11 years, but the reality today is that they have absolutely no idea how to fix it.

    The Conservative Party have run our immigration system for 11 years. Conservative failures have led to a processing system that’s appallingly slow, the Windrush scandal, the closing of safe and legal routes, no promised deal with France on boat crossings and a rise in the horrific crime of human trafficking. The Conservative approach has lacked both competence and compassion.

    Measures are clearly needed to speed up processes and stop criminal gangs profiting from dangerous crossings. However, we fear these plans will do next to nothing to stop people making dangerous crossings, and risk withdrawing support from desperate people, such as victims of human trafficking. Some of the ideas briefed from the Government have been downright ridiculous – like wave machines in the English Channel and processing people in the Ascension Islands, over 4000 miles away.

    These plans also have nothing to say about protecting our borders from dangerous Covid variants or ensuring our NHS has the staff it needs as it recovers.

    Labour will study the detail of whatever the Government puts forward and argue for a fair immigration system.

    The Prime Minister is being frankly complacent about the threat of a third wave of Covid from Europe on the UK. It would not be inevitable if the Government had listened to Labour and taken tougher action to protect our borders.

    It’s unacceptable that only one percent of international arrivals quarantine in a hotel. We need a comprehensive hotel quarantine system now, to help protect against a third wave and to safeguard the vaccine rollout. Ministers will only have themselves to blame if they do not act now.
