Following the previous Chancellor’s further statement in July 2015 that the Government is looking at extending Mersey Gateway bridge toll discounts to residents of Chester West & Chester and Warrington, officials are currently working through what the proposed further extension means for the scheme both by way of the cost to the Department but also and importantly what this would do to the commercial structure of the contracts already signed for the scheme. Once this is clear we will be able to provide more information.

To ask the Secretary of State for Defence, with reference to paragraph 7.6 of the National Security Strategy and Strategic Defence Review 2015, how he plans to meet the £11 billion of efficiency savings; and what assumptions have been made when calculating that figure.

The Ministry of Defence plans to deliver £9.2 billion of savings through a number of measures as set out in para 2.4 of the Spending Review and Autumn Statement 2015. All of these savings will be directly reinvested to fund the Strategic Defence and Security Review commitments.
The balance of the £11 billion savings will be delivered by the security and intelligence agencies and from cross-Government counter-terrorism spending.

To ask the Secretary of State for Defence, with reference to page 33 of the Strategic Defence and Security Review 2015, how much his Department plans to save by reducing the civil service headcount in his Department to 41,000.

Spending Review 15 and the Strategic Defence and Security Review confirmed that the number of Ministry of Defence (MOD) civilians would reduce by almost 30% to 41,000 by the end of this Parliament. The majority of these reductions will be generated from pre-existing and emerging change programmes. The remaining reductions are estimated to produce a saving of £300million over the next five years which will be used to reinvest within the Defence Programme. The MOD will undertake a number of studies to determine how best to generate this saving without impacting front-line outputs.

As with the three Offshore Patrol Vessels (OPVs) currently under construction, the two additional OPVs referred to in the White Paper National Security Strategy and Strategic Defence And Security Review 2015 (Cmd 9161) will be built at BAE Systems’ (BAES) shipyards on the Clyde. Decisions about the appointment of sub-contractors to the supply chain will be a matter for BAES.

To ask the Secretary of State for Defence, how much his Department has spent on the Royal Navy Gibraltar Squadron in each year since 2010.

Each year since 2010 the Royal Navy Gibraltar Squadron (RNGS) has consisted of two SCIMITAR Class Patrol Boats, HMS SCIMITAR and HMS SABRE and three Rigid Hull Inflatable Boats (RHIBs). It is also frequently bolstered by Royal Navy vessels transiting the region.
Since 2010 there have been 22 stationed personnel which were increased by five temporary augmentees following a pattern of increased Spanish incursions in 2012. After a review in 2014 the number of personnel was permanently uplifted to 26.
The following table represents the financial expenditure incurred by British Forces Gibraltar in support of the RNGS in each year since 2010.

We were already planning to deliver efficiency savings in the equipment budget as outlined in the Defence Equipment Plan 2015 published on 22 October 2015, available in the Library of The House.
Following the Spending Review and Strategic Defence and Security Review (Cm9161), the total amount of equipment efficiency savings we plan to make is equivalent to 3% of the equipment budget in 2016-17 rising to 6% of the equipment budget by 2020-21.

To ask the Secretary of State for Defence, what proportion of former members of the armed forces who participated in the the Careers Transition Partnership found sustainable employment within six months of leaving the armed forces in each year since 2010.

The latest information held on personnel that have participated in the Careers Transition Partnership (CTP) is as at 31 March 2014. Between 2010-11 and 2013-14 the following percentage of personnel who participated in the CTP found sustainable employment within six months of leaving the Armed Forces:
2010-11 – 85%
2011-12 – 85%
2012-13 – 83%
2013-14 – 84%
Figures presented for 2013-14 are provisional as personnel can receive CTP resettlement services up to two years before and after leaving the UK Armed Forces. Figures are revised annually in the Official Statistic publication with figures being fixed after two years.
