    To ask Her Majesty’s Government how much has been spent since 2010 to deter illegal immigration in Calais and the surrounding region.

    Since 2010 Her Majesty’s Government has spent £196m in Calais and the surrounding locations to secure the border, which includes day to day activity such as carrying out passport checks on all passengers, searching for illicit goods, as well as stopping and deterring illegal migration. Part of this figure includes the recent investment to reinforce security through infrastructure improvements at Border Force’s controls in Northern France. This has included £7 million for fencing at Coquelles, which will help protect Eurotunnel’s freight approach road, a £2 million upgrade of detection technology and boosting our dog searching capability by £1 million.

    Her Majesty’s Government is also supporting the Port of Calais to create a secure waiting area for UK-bound lorries and has committed to funding additional security guards at the Eurotunnel site in the area.

    The Home Office and its partners, including the National Crime Agency, also fund wider activity to stop and deter illegal migration in Calais; however, it is not possible to attribute a specific amount to spending in the Calais area alone.

    The British Government has not made any such assessment. Her Majesty’s Government of Gibraltar has constitutional competence for marine conservation and habitats in British Gibraltar Territorial Waters.

    There have been no unlawful incursions into British (UK) territorial waters by naval or other vessels of European Union countries other than Spain since 2010. Further to my written answer on 18 June (WA 38), there have been no unlawful incursions into British Gibraltar Territorial Waters by naval or other vessels of European Union countries other than Spain since 2010.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Faulks on 26 January (HL4088), whether every prisoner identified as at risk of suicide or self-harm is automatically under the care planning system of the Assessment, Care in Custody and Teamwork process.

    All Prisons must have procedures in place to identify, manage and support prisoners who are at risk of suicide or self-harm harm and to reduce that risk.

    National policy requires that any prisoner identified as at risk of suicide or self-harm must be managed and supported using the Assessment, Care in Custody and Teamwork (ACCT) process. ACCT is a multi-disciplinary process, and each prisoner subject to it is managed by a team composed of a range of staff drawn from the prison and other organisations, such as healthcare and education providers.

    To ask Her Majesty’s Government which European Union legislation they have considered in framing the proposed draft Human Fertilisation and Embryology (Mitochondrial Donation) Regulations 2015; what view they have taken on the applicability of the European Union legislation; and what is the basis for their view.

    As I said in the debate on the Human Fertilisation and Embryology (Mitochondrial Donation) Regulations 2015 on 24 February 2015 (columns 1570 and 1617-8) the Government is satisfied that the Regulations do not contravene any aspect of European Union law. It has carefully considered recent arguments relating to the Clinical Trials Directive (Directive 2001/20/EC) but is satisfied that the Directive is not relevant in this context as it relates to clinical trials of medicines.

    To ask Her Majesty’s Government what is their assessment of the reasons the government of Spain has given for sending warships and other state vessels into territorial waters around Gibraltar.

    Our assessment is that unlawful incursions into British Gibraltar Territorial Waters by Spanish State vessels are a futile attempt to assert Spain’s legal position in respect of the waters. Incursions are a violation of sovereignty, not a threat to it. They do not weaken or undermine the legal basis in international law for British sovereignty over Gibraltar, including British Gibraltar Territorial Waters.

    To ask Her Majesty’s Government what is their assessment of the number of death sentences handed down so far during 2014 in Egypt; and whether they have discussed the issue with the government of Egypt.

    The British Government is aware of 559 people who have been sentenced to death in Egypt during 2014, including 529 by a court in Minya on 24 March. We are deeply concerned by these sentences. We have raised this issue with the Egyptian government, most recently during the Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague)’s meeting with Foreign Minister Fahmy on 2 April. The Foreign Secretary asked the Egyptian government to review these sentences as a matter of urgency and to ensure that the individuals’ human and legal rights were properly upheld. The Foreign Secretary also made a statement on 24 March in which he expressed his concern over the sentences.

    It is the long-standing policy of the British Government to oppose the death penalty in all circumstances.

    We are deeply concerned by reports of more than 100 executions in the first three months of 2014, including for crimes not considered by the international community to be the ‘most serious’ and for which the death penalty can be applied. We have raised our concerns about Iran’s use of the death penalty with the Iranian authorities; and will continue to do so.

    To ask Her Majesty’s Government what is their assessment of the announcement by the government of Argentina that their new 50 peso banknote will show the Falkland Islands as part of their national territory.

    The British Government obviously has no control over what other countries choose to put on their currency. However, we are clear that incorporating the Falkland Islands in this way in no way affects either the UK’s sovereignty or the right of the Falkland Islanders to self–determination, which they exercised in March 2013 in an overwhelming vote to remain part of the UK.
