    Emma Hardy – 2023 Speech on the Budget

    It is good to see you back, Madam Deputy Speaker.

    This Budget has been described as being “slightly better” than the previous Prime Minister’s Budget, which crashed the economy. At least during the delivery of this Budget statement we were not watching on our phones as the pound plummeted, but what a low bar to reach above. Nothing says “clutching at straws” like the staged cheering of a “pothole fund”, whose very existence tells us that routine road maintenance has been starved of funds—another example of the managed decline that we have seen after 13 long years of Conservative rule.

    This Budget is weak and unambitious. It is a sticking plaster, an attempt to fix mistakes that consecutive Conservative chancellors have made, and it does nothing to address the real problems that people face. What does it give us? We find ourselves facing the biggest drop in living standards on record. The average French family is now a tenth richer and the average German family a fifth richer than their British counterparts. Wages are now lower in real terms than they were 13 years ago. This stalling wage growth has left British workers £11,000 a year worse off. Taxes as a share of GDP are at a 30-year high, which is the equivalent of every household paying £4,600 more tax each year than in 2019-20. The OECD has said that the UK economy is the weakest in the G7. The only other country that is set to have a lower rate of growth and more contraction of its economy is Russia.

    Why is this? The Government want to point to international factors such as covid and Ukraine, but those factors do not explain away the unique situation that the UK is facing. Yes, the Conservatives’ Brexit deal has had an impact, but these roots go far deeper. The roots of our economic difficulties go back to austerity in 2010, and the utter chaos and dysfunction at the heart of Government since 2016. The British people are literally paying the price for the internal wars within the Conservative party. Let us be honest: the Conservative party has no strategy and no plan to grow our economy, because the Conservative party no longer knows who it is or what it stands for. We are seeing that again this week as the soap opera continues, and the headlines about what the former Prime Minister did hit the newspapers instead of a real analysis of what is happening to the cost of living crisis.

    We see another example when we look at the Conservatives’ desperate attempt to form an economic plan. In January 2020 the Department for Business, Energy and Industrial Strategy introduced an industrial strategy that promised five foundations of productivity. That lasted only a year. In the spring of 2021 the Budget abolished the industrial strategy and replaced it with “Build Back Better: our plan for growth”, which contained three core pillars of growth. That lasted less than a year. In February 2022 the Chancellor—now the Prime Minister—abolished the pillars and the foundations, and introduced three priorities for growth. That lasted seven months. In September 2022 the Chancellor, the right hon. Member for Spelthorne (Kwasi Kwarteng), left out the pillars, foundations and priorities in favour of a growth plan—the less said about that, the better. It lasted four months. In January 2023 the new Chancellor brought back the pillars, but managed to increase their number from three to four. So far, that has lasted three months. What an utter farce! No wonder business investment is the lowest in the G7. There have been five plans for growth in one Parliament, and as a result of this incompetence GDP has fallen by 0.2%.

    Who are the winners? As usual, the richest 1% gain from a Conservative Budget via the changes to pensions, at a cost of £.1 billion for the rest of the taxpayers. As for the ludicrous claim that this is all about helping the doctors, I gently suggest that if the Government want to help the doctors and get more of them back working for the NHS, they should go and talk to the junior doctors who are currently on strike.

    Who are the other winners? Let us have a look at those. Research and development “claim farms” are exploiting the low level of scrutiny of tax reliefs. R&D relief is the largest co-operative tax relief, predicted to cost more than £9 billion by 2026-27. A recent report from the charity TaxWatch revealed that highly profitable finance companies are claiming millions in relief. Boundary-pushing is rife. Fraud and error in R&D totalled more than £1.1 billion in the last three years, and our HMRC is too under-resourced even to look at it properly. The Government were prepared to chase people who were accidentally overpaid in benefits and pensions more than companies that were exploiting the system.

    This Budget is a continuation of the pattern of managed decline, and it makes me so angry that our brilliant country is being let down in this way. It is a Budget from a tired, fractious, divided and desperate Government, focused so much on the enemies within and not enough on the real struggles that people out there are facing. It is a Budget with nothing to say on social care, NHS waiting lists or the millions without access to NHS dentists. It is a Budget that fails to learn the lessons of the past, with the only growth we see being in claim farms in R&D relief and in the very richest in society. Our country can be and will be so much better than this when we consign these farcical plans for pillars, foundations and priorities to the past and get in a new Labour Government who will put working people first.

    It is a pleasure to serve under your chairmanship, Mr Efford. I congratulate the hon. Member for Carshalton and Wallington (Elliot Colburn) on his excellent opening speech.

    It might come as a surprise—it certainly did to me—that animal experimentation is on the increase in the UK. As we have heard, according to the Government’s own figures, in 2021 over 3 million scientific procedures were conducted on animals in Great Britain, which is an increase of 6% on 2020. The use of dogs increased by 3%, cats by 6%, horses by 29% and monkeys by 17%. Some 80% of experiments on animals were for research-only purposes. Commercial breeding exists to meet the demands and needs of this industry in animal experimentation; without that demand, commercial breeding would not exist, and there would be no need to have this debate.

    I think it is fair to say that when I talk to members of the public about this issue, those who do accept animal research think that we have to have it because it is the only option and it really benefits humans. They therefore support commercial breeding for the same reason. However, I think most of those people are unaware that, when it comes to treatment for humans, there is a growing body of evidence that animal procedures produce poor-quality results, and in some cases can actually hold back progress.

    Scientific progress has shown us that many assumptions we held as common sense were wrong; the discovery of DNA and the sequencing of entire genomes has shown the amazing close relatedness between the genetic make-up of different mammals. However, when it comes to how those genes actually function—the internal chemistry of animals—our common-sense assumption that humans are not the same as mice, dogs, monkeys, cats, or any other animals used in scientific research and testing, has proven correct. While supporters of animal experiments will point to the successes of the development of the cancer drug Herceptin and diabetic insulin, there are failures as well, such as TGN1412, where a dose 500 times smaller than the “safe and effective” dose used in animals killed five human subjects, and Vioxx; relying solely on its results when tested on monkeys resulted in the deaths of, and injuries to, nearly 8,000 people.

    To be of value, a research method must prove reliably predictive results. Animal methods fail to do that, for a number of reasons. Major differences exist between species, relating to anatomy, organ structure and function, metabolism, chemical absorption, genetics and lifespan. A homogenous group of animals living in a controlled experimental setting cannot predict varied human patients with their individual life histories and wide range of environmental factors. Artificially created diseases in animals in laboratories cannot accurately reflect naturally occurring human illnesses. Common adverse reactions from humans, such as nausea, mental disturbance, dizziness, fatigue, depression, confusion and double vision, cannot be detected in animals.

    A number of articles have been published in The BMJ and elsewhere criticising the lack of any systematic review of the efficacy of using animals in biomedical research. In fact, a bias in favour of animal research has been shown to be holding back progress in some areas—we have already heard the example of Alzheimer’s treatments. I fear that millions of pounds and tens of thousands of hours of research may have been wasted on a scientific dead end, but worse than the time and money wasted: a drug that damages animals in early tests and is therefore abandoned could be safe and effective in humans. Valuable drugs that were nearly lost because of their toxicity in animals include the breast cancer drug Tamoxifen and the leukaemia drug Gleevec.

    We cannot know how many potential treatments have been overlooked in this way, but thankfully, as we have heard, there are alternatives that focus on human biological processes to investigate disease and potential treatments. Those use human cells, tissues and organs, and existing data and technologies such as organ-on-a-chip technology or artificial intelligence, along with other procedures. They are called the new approach methodologies. By providing results that are directly relevant to human patients, NAMs are much more likely to generate breakthroughs than outdated animal-based techniques.

    NAMs and human-relevant research is a fast-growing sector, and one in which the UK has the potential to be right at the forefront of innovation, leading the way. At the University of Oxford, for example, Dr Paul Holloway has developed a new, animal-free model of stroke, as we have just heard. Using organ-on-a-chip technology, he was able to replicate the human blood-brain barrier and mimic stroke, enabling new possibilities to test stroke drugs in human cells. A 2021 report by the Centre for Economics and Business Research predicted that the UK NAM industry could contribute £2.5 billion to UK GDP by 2026, an increase of 700% from 2017. There is so much that the Government could and should be doing to promote that area of technology.

    I support three of the proposals from Animal Free Research UK, which has urged Members to speak in this debate: to produce an action plan for encouraging the widespread adoption of human-relevant research techniques; to launch a well-resourced programme of practical support and training to improve awareness and knowledge of human-relevant techniques; and to provide funding to improve the human relevance of research on a scale that reflects the urgency and importance of the issue.

    I urge the Minister to take whatever steps she can to move research away from the cruel, wasteful and unhelpful focus on animal experimentation, and towards a future of new technologies and research methods focused on human modelling that are better for us, better for animals and better for our economy.

    In Hull West and Hessle, 1,730 people are waiting more than 28 days to see a GP and 6,225 are waiting more than 14 days. The ratio of GPs to patients in Hull is one of the lowest in the country, which is fuelling some of the many problems that we are seeing in accident and emergency. That is combined with the concerns that I raised with the Secretary of State about the delay to discharge; the 30% vacancies in our adult healthcare sector; and the delay in money that the Government promised to adult healthcare services, which means that delays are only increasing. I am incredibly concerned about what will happen over the winter.

    I will focus my remarks on my concerns about radiotherapy, about which I have written to the Minister of State, Department of Health and Social Care, the hon. Member for Faversham and Mid Kent (Helen Whately). With respect, I wrote to her on 3 September and received a reply on 28 November, which is disappointing on such a serious matter. I raise that issue today because, in August, I received an update from the Humber and North Yorkshire cancer alliance about the state of radiotherapy. For those who are unfamiliar, radiotherapy is used to treat and kill cancer cells and to shrink tumours. It is often used in the early stages of cancer.

    In the briefing note that the Humber and North Yorkshire cancer alliance sent me, which I can only assume it sent to other Members of Parliament, it says:

    “It is expected that the radiotherapy position at HUTH will worsen through the year. The reduced capacity obviously could pose a risk to patients (from a health and wellbeing perspective, as well as from a patient experience perspective).”

    The reason it wrote to me to tell me of its concerns about radiotherapy is the shortages we have in the area. It says that the percentage of Hull University Teaching Hospitals NHS Trust patients who began radiotherapy as their first definitive treatment for cancer and who did so within 62 days of an urgent referral for suspected cancer—within 62 days of an urgent referral—was 22% in July, 50% in June and 29% in May, compared with over 50% previously. The percentage of HUTH patients who received radiotherapy following their first definitive treatment within the 31-day target was 44%. So the majority of people are not being seen for their cancer treatment within the 31-day target, and only 22% of people sent for urgent referrals for suspected cancer are being seen.

    The reason for this is given in the briefing note, which says:

    “Many of HUTH’s therapeutic radiographers have left the profession to pursue a better work-life balance, while those who have remained in their roles have also sought improved work-life balance by seeking roles closer to where they live to reduce commute times.”

    That is the reason people are leaving—to seek a better work-life balance. It is not because they do not care or they do not wish to continue to treat people, but because they simply cannot maintain it at this level. The note says that

    “staffing shortages is an issue experienced across the country.”

    It also says—this is a key point because the Government’s defence is often that the pandemic has caused all these problems:

    “Therapeutic radiography has been considered a vulnerable profession for years.”

    Pre-pandemic we were having problems with radiographers, but no action was taken, and this is still considered a problem right now.

    I wrote to the Minister and the Secretary of State about this, quoting from the briefing note. I sent the letter on 3 September, and I said:

    “I am sure you will agree that the evidently increased waiting time for potential life-saving or life-prolonging treatment is extremely concerning.”

    I understand that Hull University Teaching Hospitals NHS Trust is doing everything it possibly can. It has taken on two apprentices to be trained up as radiographers, but we all understand that we cannot instantly produce the radiographers we need. As I say, I sent the letter on 3 September, and it was also signed by my right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson) and my hon. Friend the Member for Kingston upon Hull East (Karl Turner). It took the Minister until 28 November to reply, even though I started the letter by saying:

    “I am writing having received a very worrying update from the Humber and North Yorkshire Cancer Alliance regarding a reduction in services”

    in my constituency.

    In her reply, the Minister admitted:

    “HUTH advises that, to protect existing staff and maintain the service, it was necessary to reduce capacity to sustainable levels, which has in turn led to the inability to reach specific targets and a growing waiting list.”

    So this is a problem that the Government are well aware of, despite their delay in responding to it. It is a problem that has been around for years, and it is a problem that is literally a matter of life and death. If people do not get the cancer treatment they need when they need it, we know the consequences. The failure to deal with and address the NHS workforce is not just a mild inconvenience; it is an incredibly serious matter that has been a long time coming and a damning indictment of 12 years of Conservative mismanagement of our NHS.

    Thank you for granting the urgent question, Mr Speaker. Let me also welcome the Minister to her place and many of the comments she has made today. BBC local radio stations are vital as sources of information and for sharing communal experiences. I recently attended the Radio Humberside “Make a Difference Awards”, which highlighted the work of local people in their communities. In March last year, Chris Burns, the head of audio and digital for BBC England, celebrated these awards saying:

    “The power of radio is huge when it comes to connecting local communities in their hour of need.”

    I agree. Local radio, especially Radio Humberside, brings a feeling of belonging and companionship, especially to those who are isolated from everyday interactions. Local radio stations also hold democratically elected local politicians to account, and during the covid lockdowns they provided an invaluable service, enabling and publicising local support initiatives and disseminating up-to-the-minute news.

    Local radio has 5.7 million listeners—more listeners than Radio 1 and Radio 5 Live—and it is the embodiment of public service broadcasting, remaining true to the principles behind the creation of the BBC 100 years ago. The plans announced yesterday for changes to the content of local radio—without any consultation at all of local communities—effectively mean that local radio will cease to exist after 2 pm. At Radio Humberside, 139 redundancies are predicted; as well as the impact on the individuals affected, those redundancies represent a collective loss of local expertise and knowledge and of campaigning community voices.

    Does the Minister agree that local listeners should have been consulted? Does she agree that the loss of provision will be damaging to local communities as they lose an important voice for their experiences and concerns about local services, democracy and accountability? Finally, does she agree that local radio cannot call itself local when it stops being local after 2 pm?

    I thank the hon. Lady for her comments and for highlighting the work done by Radio Humberside, as well as the power of radio to connect us in times of need and to ensure local democratic accountability. The mission and public purposes of the BBC include provision of output and services to the UK’s nations, regions and communities. That provision is a key part of the BBC’s remit and we hold the BBC to account for it via Ofcom; it is also something we will look at very closely in the mid-term review.

    The hon. Lady highlighted the loss of local expertise. BBC local radio stations have traditionally been a fantastic way to develop local talent which has gone on to be incredibly important national talent, so we have concerns about that. She talked about the need for consultation. I would have hoped to have had more chance to examine these proposals before they were released, and I shall be talking to the BBC about that next week. I am grateful to the hon. Lady for raising these issues.

    It is an honour to pay tribute to Queen Elizabeth on my behalf and that of the constituents of Hull West and Hessle. It is with deep sadness that I make my contribution, because I could see how loved the Queen was in Hull West and Hessle, particularly on the day of the jubilee celebrations, when everyone was out celebrating the reign of the Queen, from our very youngest people—babies in prams and their mums, enjoying themselves—right the way up to our older residents.

    On the way down on the train today, I spoke to my mum, who said that she was feeling really unsettled and had been a bit upset. My mum never met the Queen—to be honest, neither did I—but the fact that she was feeling unsettled by the Queen’s death illustrates what a constant she has been in each and all of our lives, and how she has been relied on. My mum said, “Emma, I was one and a half when the Queen came in. It’s all I’ve ever known.” Through everything that my mum has lived through, there has always been the Queen. My mum said, “I almost felt that she’d always be there.” We know now, of course, that no one can always be there.

    The Queen’s passing has touched us all in Hull West and Hessle, across the United Kingdom, in the Commonwealth and—I am pleased to see—internationally as well. I truly believe that having the Queen as our Head of State has enhanced our reputation as a country. Just look at those front covers around world; look at the tributes coming in from world leaders. What other world leader would have the number of tributes and the real adoration that our Queen has had? We could rely on her. We knew that if we sent the Queen to meet dignitaries around the world, it was going to go well and would make our country look good, and that gives a sense of real pride. That came from her and what she did.

    She was our Queen but, as many others have said, she was also the royal family’s mum, their grandma and their great-grandma. God bless the Queen as she is reunited with her beloved husband, and God bless King Charles III.

    Before I turn to the main substance of my speech, I want to take advantage of the presence of the Under-Secretary of State for Health and Social Care, the hon. Member for Lewes (Maria Caulfield), who is sitting there waiting to sum up the debate, by raising a few points further to my earlier intervention on the Secretary of State. They concern the Medicines and Healthcare products Regulatory Agency and the mandatory logging of mesh complications, which was a recommendation in the Cumberlege review. It has been more than a year since the most recent review, so I think that the Secretary of State may have been a little confused when, in his response, he referred to what was happening a year later. We have just learnt that the MHRA will continue the yellow card system, and will not be introducing mandatory reporting. I am keen to hear the Minister’s response to that point.

    As joint chair of the all-party parliamentary group on endometriosis, I am also keen to hear from the Minister when we will see the women’s health strategy. Although that is not specific to the debate, it does relate to GP services. I should also like to hear her response to the anecdotal news I have been hearing that more appointments for gynaecological procedures are being cancelled than appointments for any other operations, and that gynaecological elective procedures are the least likely to take place. Again, it seems that there is a real issue surrounding women’s health.

    I hope that the Minister will be able to address those issues of the women’s health strategy, endometriosis and mandatory reporting, but I will now turn to the main substance of my speech on access to GP services. Hull has only 40 GPs per 100,000 patients, which is one of the lowest proportions in the area. I want to draw attention to what two of my constituents have said. One, a gentleman called Rob Grimmer, told me about the birth of his granddaughter Nova. That was wonderful news, but unfortunately the family were unable to contact a GP surgery or get through to 111 when they needed to, and eventually they had to take the baby to A&E for treatment. The good news is that the baby is fine, but I am sure that Members can imagine the trauma involved. I have been a new mum myself, and I know that going to A&E with a new baby must be terrifying and very upsetting. I should like to hear from the Minister why we are seeing so many mums and babies having to go to A&E to obtain support.

    Another constituent, a gentleman called Steven Draper, said that he waited three weeks for his grandson to see a GP. His grandson is only eight years old. What I really want the Government to take on board in this debate is the impact on children, and particularly on children’s education. If a child is repeatedly not feeling well and is unable to gain access to the services that they need, they will miss more school. The Department for Education says that attendance is very important and that it wants children to be back at school—Ofsted and a member of the Social Mobility Commission have also stressed the importance of attendance—but that does not seem to be joined up with children’s problems in accessing dental treatment and GP appointments, which lead to their having time off school.

    I remember that when I was a primary school teacher there was a “brush bus”—I am not sure whether anyone else encountered one of these—which visited the school so that children could learn about the importance of brushing their teeth. There were even giant teeth in the classroom, which the children loved, so that they could see which bits get missed out during brushing. The problem is not just cuts in dental services, but cuts in public health provision, prevention measures and education. Long before the pandemic, we saw public health information services go.

    Having teeth removed when a child is very small has an impact on that child’s education, not just in terms of time off but in terms of speech and language, and it will therefore affect phonics. It has a knock-on effect. I must emphasise to the Minister that we need to get this right. We are failing children when it comes to dental treatment. Indeed, we are failing people from cradle to grave, because we are also failing those at the other end of the spectrum.

    This is another issue of which the Government should have been fully aware. They should have understood that people were ageing before the pandemic and that older people’s requirements are different. A few decades ago, most people in care homes had false teeth, which actually made them easier to look after, especially if they were dementia patients. I raised in Parliament, three or four years ago, the specific issue of dental care for people in care homes, particularly those suffering from dementia, who can find the whole procedure very traumatic while not understanding what is happening to them. This problem has existed for a long time, since way before the pandemic. There should have been plans that recognised that people were ageing, and ageing with their teeth, and would therefore continue to require dental treatment.

    We are reaping what the Government have sown in the net spending cut of 25% between 2010 and 2025. We are reaping what they sowed in the five years before the pandemic, when the number of practices providing NHS dentistry fell by more than 1,200. I have huge sympathy for dentists and GPs in my constituency, and I want to add my thanks for everything that they do.

    I was contacted by a local dentist about how she had been feeling. It was quite an upsetting letter. She had been pregnant and on maternity leave for part of the pandemic, but while she was pregnant she was trying to do her job in the middle of it. She was obviously worrying about her own baby, and she told me that she was having to give up being an NHS dentist because it was just not working out.

    In her letter to me, she says:

    “The Government have only offered £50 million in time limited funding which amounts to £40 a week per dentist. After a decade of savage cuts, it is no more than a sticking plaster of no consequence to the wider issues. I am likely going to go private this year despite enjoying helping high-need patients due to the Government’s poor contract and lack of funding.”

    With respect, it is a bit odd for the Minister to blame the Labour party for not changing the dental contract when the Conservatives have had 12 years to look into it. I hope the Minister will urgently address the issue before more dentists step away from practice. That dentist had 3,200 patients in her practice, which means 3,200 more people now looking for support and help.

    Unlike my hon. Friend the Member for Lancaster and Fleetwood (Cat Smith), I have not had a gentleman present me with his teeth, but I have had some really upsetting cases. A lady, who was pregnant and unable to access any other free NHS dental entitlement, said to me:

    “Being entitled to free NHS dental care when you’re pregnant clearly isn’t an option any more. I think the situation needs to be addressed as I am sure it is not just in my area in Hull.”

    She is absolutely right. Why is it that pregnant women are given free dental treatment? It is because pregnancy is likely to have an impact on teeth, so the lack of access to free treatment is storing up problems in the long run. I have had countless emails from people telling me they have been struck off their dentist’s list due to not attending during a period of illness. Someone else told me that despite the swelling in her mouth causing immense pain, she had been dismissed as a patient and told that there was a six-to-12-month waiting list even if she was accepted again. Another who needs dental treatment and whose dentist had passed away told me:

    “I complained to the ombudsman service. The ombudsman has today telephoned with the news that they are so overwhelmed with complaints that they are only allocating caseworkers to cases where death or serious injury has occurred. Even the ombudsman service cannot cope with the incompetence and failure that we have in the NHS dental service.”

    Another gentleman wrote to me about how he broke his tooth in July 2021 and was still waiting in pain to have it removed in February 2022. The list of people who have contacted me to say they cannot find a dentist goes on and on. We are storing up more problems for the future. Someone else contacted me to say that their one-year old son—aged one, children are meant to have a dental check whether they have teeth or not—is unable to get a dental appointment. If we do not treat people when they are younger, we will create more problems in the future. Mismanagement of our NHS and our public finances, because of a lack of preparation and things not being thought through, means that everything costs more in the long run,

    Our dental services are in crisis. We are facing a collapse that will take years to put right. Waiting lists, delays, cancellations and shortages are the real growth areas in Conservative backlog Britain. My constituents, along with those in the rest of the country, have had enough.

    Two million British people cannot afford to eat every day, over 7 million people are considered to be food insecure, and over 2.5 million children say that they cut down on the amount they eat or do not eat when they are feeling hungry. But this is not just about data or statistics; it is about real people. I will share just some of the messages I have received from constituents in Hull West and Hessle.

    One person tells me that they are paying over £320 more on their standing charges before they even use energy. They are trying to budget but they cannot. They feel victimised for being a low energy user. Another tells me that they have worked out that they will have £100 a month left after the cost of everything goes up. They are a single person of over 24 on universal credit who has diabetes and other health conditions. Another lady, Lynda, who worked full-time until she was 74, and is now 77 and living on the state pension, says:

    “Because I tried to be sensible and save some money I am penalised and only get Pensions Savings Credit not guaranteed pension credit.”

    She is worried about the future. The cases go and on.

    We are facing the worst cost of living crisis in a generation, but we would not know it having listened to the Government’s Queen’s Speech. The shameful slurs on struggling families about their failure to budget or cook should be utterly disregarded and ignored, and show how out of touch the Government are.

    What can we do about this? I thank all the charities, faith groups and businesspeople in Hull West and Hessle for the work they are doing. In particular, I want to mention a local businessman, Gerard Toplass, who has made an offer across all his businesses to increase take-home money for staff who earn less than £50,000 a year. He says:

    “We believe this is both an acknowledgement that we understand the pressures people are under and a practical demonstration of how important we believe our people are.”

    He is giving all his workers an extra £60 a month. That is an example that I hope other businesses across the country will look at following.

    The Government could increase universal credit payments, cancel the national insurance increase, cut VAT on fuel and, of course, bring in a windfall tax. But there is one more thing that I hope they will jump at the chance to implement, because it is cost-free measure that I am going to give them as an option to take the way: addressing the poverty premium. As we have heard, this is about poorer people having to pay more for things like financial services, energy and insurance. Through their financial services and markets Bill, the Government could instruct the Financial Services and Markets Authority and give it a clear remit on financial inclusion by including an aspect called “must have regard”. That would be a cost-free way to make a difference to some of the families struggling the most. I hope the Government will take this opportunity. If they do, I can guarantee my support.

    It is with great pride that I rise virtually today to speak up for the zoo and aquarium sector—a sector that every year makes a substantial contribution to our society and to the world at large. The members of the British and Irish Association of Zoos and Aquariums contribute more than £31 million to conservation projects. Those projects protect, conserve and add to our understanding of precious species, from seahorses to elephants, many of which are now on the precipice of extinction as a result of human actions on this planet. Aquariums and zoos inspire more than 1.2 million schoolchildren every year through learning outside their usual classroom experiences. They employ more than 11,000 people and bring an economic benefit to this country of more than £650 million.

    I would like to thank the members of the all-party parliamentary group for zoos and aquariums for all the work that they do on behalf of these fantastic organisations. Because I am unable to take interventions, I would like to mention the hon. Member for Romford (Andrew Rosindell), who secured an Adjournment debate last summer to raise the issues that zoos and aquariums were then facing, after which the Government announced the zoo animals fund. I thank the Under-Secretary of State for Environment, Food and Rural Affairs, the hon. Member for Banbury (Victoria Prentis), for that, and I thank the hon. Member for Romford for all the work he has done. However, the APPG has since expressed grave concerns about the lack of funding that has been released and the fact that the sector has not received the specific support it requires in this pandemic and is now in urgent need of help.

    I am deeply motivated in this matter by the plight of one of Hull’s iconic landmarks and great success stories: The Deep aquarium. My first visit to The Deep was as a newly graduated teacher, shortly after it opened in 2002. The building, designed by Sir Terry Farrell, remains as striking today as it was then. The experience inside lived up to the promise outside. I was impressed that, while it clearly inspired and captivated its visitors with its astonishing deep-sea tanks and fantastic collection of creatures, it tackled difficult issues too, such as ocean acidification, species loss and the urgency of protecting our marine habitats, in the same innovative, engaging manner.

    Since its opening, this educational and environmental charity has continued to engage and enchant visitors from all corners of the globe, and to inspire future generations. A lottery-funded millennium project, The Deep was conceived as a catalyst for regeneration in Hull—a continuation of the city’s historic relationship with the sea and a focus for reimagining the waterfront for the 21st century. It is, by some considerable margin, the most successful of the lottery-funded millennium projects, and this success is not an accident. From the very start, those involved knew how vital it was for the city that the project was sustainable. Intense effort went into every aspect of the planning, especially the finances. Visitor estimates were deliberately conservative and budgets were meticulously scrutinised. The Deep would wash its face from day one, and it did.

    As it turned out, 850,000 people visited The Deep in its first year—well beyond the numbers planned. The Deep now contributes £14.8 million of economic benefit every year to the city of Hull. It employs 130 local people and is home to 345 species of animals, including rescue loggerhead turtles and its most recent addition, a breeding colony of penguins. 2019 saw over 33,000 children from the surrounding area visit as a part of their formal education. The Deep also operates a successful partnership with Hull University, supporting dissertation and master’s students each year, and housing its total environment simulator, a state-of-art research facility that is in constant use. The simulator supports 10 high-skilled jobs and has attracted £10 million of research funding into the university over the last three years.

    The Deep is now an integral part of our identity as a city, and of both the monetary and learning economy of Hull. I share the pride of everyone in the city in being home to such a well-respected charity—one that contributes so much to the conservation and welfare of precious species. I am therefore grateful for the opportunity to speak on behalf of The Deep, and the rest of the industry, in bringing the urgent issues facing zoos and aquariums to the attention of the Minister.

    The pandemic has meant that, since March last year, The Deep, which relies on visitor income to operate and support its work, has so far been closed to the public for 32 weeks, with no firm reopening date in sight. It is highly likely that indoor attractions will be among the last to reopen, and with daily animal care costs of £5,500, this normally self-sufficient charity is facing an uncertain future. It has survived this far on its own reserves, on what was generated during the short restricted opening in the summer, from much welcome local public support, and with a loan. However, this money is fast running out.

    The whole sector is of course grateful for the coronavirus job retention scheme, and I know that The Deep has furloughed 90% of its crew. But just as in other establishments, those caring for the animals cannot be furloughed—those scuba diving in the huge tanks to care for the needs of all the animals, feeding the penguins and providing ongoing rehabilitation for two loggerhead turtles are needed every day. As with many of the animals, there is no option of a return to the wild for these two turtles. Sensa and Mabouche have suffered lower jaw amputations from being caught on long lines and propeller blade damage to their shells, resulting in nerve damage. There is no prospect of them surviving in the outside world. They now have their forever home at The Deep, as one of the only aquariums in the UK with the facilities to care for them.

    As I have said, I cannot take interventions, but I have been asked by the hon. Member for Winchester (Steve Brine) to mention Marwell Zoo, on the edge of his constituency, and I am happy to do so. On its behalf, he would like to call on the Minister to consider a commitment to the earliest possible safe reopening. Marwell was able to open under tier 3 restrictions, as it was considered able to offer secure venues and open green spaces. It would like to impress on the Minister the current extreme financial pressures it is experiencing, which are jeopardising the future of the important conservation and educational work it does.

    I wish also to mention the marine research work done on commercialising carbon-sequestering seagrass by the National Marine Aquarium in Plymouth, which is being championed by my hon. Friend the Member for Plymouth, Sutton and Devonport (Luke Pollard).

    The loss of an aquarium or zoo such as Marwell, the National Marine Aquarium or my beloved The Deep would not only wipe out the conservation work these facilities undertake but devastate the local economy. It would result in the loss of much-needed jobs and reduce educational opportunities for 1.2 million children—particularly in science, technology, engineering and maths—as well as graduate and postgraduate learning and vital research projects.

    I acknowledge and thank the Minister for recognising, although to a limited extent, the unique position of the industry through the creation of the zoo animals fund. Although the sector’s income was reduced to nil for the majority of the last year, it cannot compromise on its substantial animal care costs. They are fixed and non-negotiable. It is true that the zoo animals fund has had the deadline for applications extended until 28 February. However, I must bring to the Minister’s attention the fact that all parts of the sector have told me that that has no practical benefit. The fund remains incomparable with recovery funds put in place successfully for other sectors.

    The zoo animals fund supports only animal costs, not the costs associated with supporting the organisations through this pandemic, and, crucially, these funds become accessible too late in the day for large zoos and aquariums. They simply cannot run with resources as low as eligibility for the fund requires. It is in effect a winding-up fund, available to support the costs of rehoming the animals or downsizing a collection should a facility fail; I do not want The Deep to fail. That is why, from the £100 million available, £94 million of the zoo animals fund remains and only 8% of the sector has managed to access the fund—that is, 33 facilities out of 400.

    For the vast majority of zoos and aquariums, those funds are inaccessible at the point at which they would do any good. The fact that 94% of the fund lies untapped when zoos and aquariums are likely to continue to remain closed for some time to come should make it clear that the fund is not functioning to provide the support intended in a timely manner. There is therefore a clear need for the Government to commit to amend the scheme so that it becomes a true recovery fund, as we have seen implemented so proactively elsewhere in the cultural and heritage sector. Such a fund is needed to support the teams who have worked painstakingly throughout the pandemic to conserve the species in their care and to safeguard the many benefits to society, the economy and the environment that they provide. It seems only right and proper that we fight for the survival of a sector that takes such considerable time and effort to fight for conservation and the survival of the natural world.

    If the Government genuinely believe, as they stated in their 2019 manifesto, that:

    “Conservation is, and always has been, at the heart of Conservatism”,

    they should have no hesitation in protecting the sector that is at the forefront of much of this work with money they have already ring-fenced but not actioned. I would like to remind the Minister that this is an industry that contributes over £650 million a year to the UK economy.

    So, my ask. The British and Irish Association for Zoos and Aquariums is calling for the remaining funding allocated for the zoos and aquariums fund to be ring-fenced and made available to support zoo licence holders in the 2021-22 financial year in the form of a zoo recovery fund. This should not be an extension of the existing emergency zoo animals fund, which as I have explained is not meeting the needs of the sector, but a recovery fund similar to those made available to other visitor attraction sectors, such as the cultural recovery fund.

    The recovery fund should focus on supporting zoos and aquariums as they transition back to a viable and sustainable operating model during the 2021-22 financial year, by covering the shortfall between operating costs and income until restrictions are lifted; support zoo and aquarium operations more fully, including in their key statutory mission work in conservation, education and research, to sustain these vital projects during the recovery period; and require organisations to demonstrate the financial impact of covid on their income, rather than needing to be close to running out of reserves to access support, which will enable the fund to support a wider proportion of the sector to recovery in a more timely manner.

    I ask the Minister to consider these steps as a necessary response to the shifting context of the pandemic. Further, this action is consistent with the Government’s stated desires to support the sector through covid-19, and in particular to avoid animal welfare concerns and ensure that otherwise successful zoos and aquariums are match-fit and ready to thrive post covid. By contrast, allowing support to cease at the end of this financial year would not align with the Government’s arguments put forward throughout 2020, nor would it be consistent with the support provided to other sectors in the visitor economy.

    I have spoken already of the fantastic work that The Deep charity does and the wonderful animals that call it home. I will finish by mentioning my favourite creature from The Deep, the great diving beetle. That fantastic insect carries its own air supply with it from the surface, in the form of a bubble attached to its rear. It forages at the bottom of ponds, lakes and streams, returning to the surface to replenish its supply of air when needed. The sector’s air supply is running out, and the very necessary covid-19 restrictions are preventing its return to the surface. A realignment of the zoo animals fund into a zoo recovery fund to support those important organisations over the coming months would provide the air they need and help to ensure their survival.

    The Government has finally listened to Labour’s call to set out a plan for the safe return of students to university in January. However, the delay in providing this guidance has caused huge, unnecessary stress for students and universities.

    Ministers must now work with universities to ensure a staggered return works for all students, and universities receive the tests and support they need.
