    I welcome the Home Secretary to her place. I look forward to her attending the Home Affairs Committee on 23 November, as we have not seen a Home Secretary since February. The Committee heard evidence last week that Manston was at breaking point. We were also told by the Home Office’s director general, customer services capability that three hotels were approved a week ago when the right hon. Member for Welwyn Hatfield (Grant Shapps) was Home Secretary. Can this Home Secretary confirm exactly how many hotels or alternative accommodation options she was personally invited by her officials to approve for use during her first tenure as Home Secretary, and how many hotels or alternative accommodation options she actually did grant approval and permission for during her time? Finally, perhaps the Home Secretary might wish to join the Home Affairs Committee when we visit Manston again, for the second time, this week?

    I read with interest the session that the right hon. Lady conducted last week at her Select Committee, and I just want to put on record my immense thanks to the officials. The officials she heard evidence from are brilliant—simply the best in the business—and they work day in, day out to try to get the best service. I note that, from questions 67 to 78 approximately, there was a lot of discussion about my involvement and my grip of the situation, and I encourage all Members to read that section of the transcript, which confirms—on the record, by officials with whom I have been working directly—that there has been active procurement of hotels, and there has been a huge amount of work. [Hon. Members: “How many?”] How many? I will repeat myself again: since 6 September, over 30 new hotels have been agreed, providing over 4,500 additional hotel bed spaces. That has been under my watch. That has been when I have been in charge of the Home Office. I am very grateful to all those officials, and I must put on record my thanks to the now departed Minister, my hon. Friend the Member for Corby (Tom Pursglove), who has been instrumental in assisting in dealing with this problem.

    The Minister has talked a lot about accountability today, and the Home Affairs Committee has an important role in scrutinising and questioning the Home Secretary on her policies. We have not been able to do that since 2 February. When it comes to accountability and making this place work properly, we need Home Secretaries and Ministers to come before the Home Affairs Committee. Can the Minister confirm that the Home Secretary, as she now is again, will appear before the Home Affairs Committee, as will all her Ministers? This morning we heard some very disturbing evidence about the current chaos within this country’s immigration system.

    Clearly, I cannot make commitments on behalf of my fellow Ministers, but it is a long-established practice of this House that Ministers make themselves available. I have no doubt that my ministerial colleagues are very aware of that.

    There have been some wonderful tributes to Her late Majesty the Queen; in particular, my hon. Friend the Member for Birmingham, Ladywood (Shabana Mahmood) talked about the importance of the Commonwealth and of faith to the late Queen.

    This is my opportunity to say a few words on behalf of my constituents in Kingston upon Hull North. I was pleased when my right hon. and learned Friend the Leader of the Opposition referred to some words of the adopted son of Kingston upon Hull, the poet Philip Larkin, who penned them 45 years ago for the silver jubilee celebrations. As with all great poems, the words resonate as much on this day as they did in 1977. I repeat them:

    “In times when nothing stood

    But worsened, or grew strange,

    There was one constant good:

    She did not change.”

    My city of Kingston upon Hull has a rebellious history when it comes to the monarchy, having slammed the city gates against the King in the civil war. But the city took Queen Elizabeth to our hearts, and we were very firmly in the royalist camp during this second Elizabethan age. Her Majesty visited the city many times and met its people. During her reign, she was in Hull on some of the most important days in the life of the city and the region. They include the opening of the iconic Humber bridge in 1981, celebrating the city’s 700th birthday in 1999, and visiting Hull in 2017 when we were the UK city of culture. The late Queen’s first visit was actually to Hull Royal Infirmary in 1957; she came again 50 years later to open the Queen’s Centre for Oncology and Haematology at Castle Hill Hospital in 2009. The city will miss her.

    Although the sovereign’s passing is a historic moment for the United Kingdom, our Commonwealth and many others around the world, at this time we must remember above all else that a family has lost a beloved mother, grandmother and great-grandmother. This loss to the nation resonates personally with the loss of one’s own parents or grandparents. In particular, I remember my auntie Betty—a staunch royalist who loved the Queen and was also born in 1926.

    On behalf of the people of Hull, my thoughts and prayers are with the royal family at this saddest of times. I also express condolences on behalf of the Commonwealth War Graves Commission, on which I sit. Although there is great sadness at this time, let us also remember a long life of service, so well lived and devoted to this nation—a life that should be celebrated. The Queen was a member of that greatest generation who herself, as we have heard, served in uniform in world war two, helping to secure our democracy’s survival against tyranny. This was also a Queen who embraced change throughout her life and saw us into the digital age.

    It was a special honour to be sworn in as a Privy Councillor over Zoom during the covid pandemic; I did not have any of the worries about falling over the footstool. The Queen was on a very large screen in front of me. She looked entirely at ease and was taking this new technology completely in her stride—perhaps rather more so than the Lord President of the Council at that time, the right hon. Member for North East Somerset (Mr Rees-Mogg).

    To conclude, like the vast majority of Britons alive today, I have known no other monarch; but sadly we now have reached the point where change has come. Alongside the condolences to the royal family, we look to the new King Charles III. One era is ending, and a new one is beginning. Queen Elizabeth II would want us to go forward as a great nation, in all our faiths and beliefs, proving that she was never mistaken in hers. God save the King.

    On a point of order, Madam Deputy Speaker. The Home Secretary was due to meet the Home Affairs Committee this morning—we arranged this in April—for an evidence session on, among other things, the new Commissioner of the Metropolitan Police, problems at the Passport Office, small boat crossings in the channel and the Government’s Rwanda policy, and the lack of progress in prosecuting and convicting those who commit rape and other sexual violence against women and girls. Shortly before 5 pm yesterday, the Home Secretary wrote to me to say that she was withdrawing from the evidence session. That is tantamount to providing no notice at all, and it deprives the Committee of the chance to scrutinise the conduct of her Department before the summer recess. We have requested her presence next Wednesday, but as yet have received no response.

    The Home Secretary told us that she could not come because of changes in her ministerial team and other “wider unprecedented changes” that had occurred since she had agreed to give evidence. I think that that is a very weak excuse to avoid scrutiny of the Home Office at this time. It was only ever the Home Secretary and the permanent secretary who were to appear before the Committee. In fact, the Home Secretary issued a statement last week in which she said that she had not resigned because the role of Home Secretary demanded that the holder of the office should be

    “focused on the business of government and our national security.”

    What steps can a Committee of this House take, Madam Deputy Speaker, when a Minister refuses to be scrutinised, and demonstrates such discourtesy to this House?

    Further to that excellent point of order, Madam Deputy Speaker. You will, I am sure, agree that Select Committees play a crucial role in this place in holding the Government to account, and our ability to do so depends on those Committees. We are seeing chaos in the Passport Office, a broken asylum system and an unworkable Rwanda plan. Crime is up, prosecutions are down, and confidence in the police at a record low. Can you please advise us, Madam Deputy Speaker, on what can be done to ensure that the Home Secretary does indeed attend the Select Committee next Wednesday?

    I am grateful to the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), the Chair of the Home Affairs Committee, for giving notice of her point of order. I am also grateful to the shadow Home Office Minister.

    Mr Speaker has said repeatedly that Select Committee work is important, and that Ministers should do their best to facilitate it through timely appearances at evidence sessions. I share—as, I am sure, does Mr Speaker—the right hon. Lady’s frustration that her Committee’s evidence session has been cancelled at such short notice. I do not know the reasons that the Home Secretary has provided for the cancellation, so I will refrain from saying more now, other than that I hope, and I am sure Mr Speaker would hope, that the Home Secretary will very quickly provide an alternative date that is acceptable to the Committee, and that, again, I hope that those on the Treasury Bench will feed these points back through the relevant channels.

    I am sure we can all agree that we need to protect our freedoms of speech, of protest and of assembly as a vital part of our democracy. We already have many laws to deal with protest and to protect the public and our major infrastructure. Any extension of those laws needs to be very carefully considered by this place. I am a little surprised, therefore, that the Government have decided to bring forward this legislation from the Home Office first in this new parliamentary Session, when we are still waiting for the regulations from the protest offences in the Police, Crime, Sentencing and Courts Act 2022, which was the major Home Office Bill in the previous Session.

    I was also hoping, as the Chair of the Home Affairs Committee, that the specific recommendations in our recently published report, “Investigation and prosecution of rape”, to improve the experience of victims would be brought forward in legislation through a victims Bill. I was also hoping that our recent report on spiking, which recommended a new offence of spiking, would be in prime place for legislation to be brought forward, but we are where we are today, and this is the Bill before us.

    I have several concerns about the Public Order Bill, which I hope Ministers may be able to address. Her Majesty’s inspectorate of constabulary and fire and rescue services considered many of the proposals in the Bill in its report of March 2021, “Getting the balance right? An inspection of how effectively the police deal with protests”. Clearly, looking at the reports of the inspectorate is incredibly helpful in developing evidence-based policy that can stand up to effective scrutiny, and the report has already been quoted widely in the Chamber this afternoon.

    The report found that

    “most interviewees did not wish to criminalise protest actions through the creation of a specific offence concerning locking-on.”

    The report also concluded that it did not support the introduction of protest banning orders. I noted what the Home Secretary said in her opening remarks about wanting to back the police. That is very important, so will the Policing Minister be able to explain when winding up the evidential basis for bringing forward these particular proposals and the basis on which the Home Office has come to a different conclusion from the inspectorate?

    I also want to raise issues about the actual terms in the Bill. The term “protest” appears 21 times, the term “protest-related disruption” appears 31 times and the term “serious disruption” appears 118 times. However, none of those terms is defined on the face of the Bill. To ensure that the powers conferred in this Bill are used proportionately, and only when absolutely necessary—and to prevent legal uncertainty—I hope that the Minister will commit to ensuring that the Bill will include definitions of those terms.

    On the proposed extension of stop and search powers, in July 2021, the Home Affairs Committee published “The Macpherson Report: Twenty-two years on”, which found that there are still deep-rooted and persistent racial disparities in policing, particularly in the use of stop and search. Our report found that statistics covering the year to 31 March 2020 showed ethnic disproportionality in stop and search is worse now than it was 22 years ago. Black people in 2020-21 were seven times more likely to be stopped and searched than white people, and that was up from five times more likely in 1998. The disproportionality in “no suspicion” searches is even more stark. In 2019-20, black people were 18 times more likely than white people to be stopped under section 60. With such clear ethnic disproportionality occurring, can the Minister explain how the Home Office will tackle those existing disparities with this plan to extend stop and search?

    I note that, in the Bill’s equality impact assessment, the Government state that safeguards exist to mitigate the disproportionate use of stop and search, such as the use of body-worn cameras and extensive data collection on the use of these powers. However, in 2021, Her Majesty’s inspectorate of constabulary said:

    “Too few forces regularly review body-worn video footage”,

    and

    “too many forces still do not analyse and monitor enough information and data on stop and search to understand”

    how to apply stop and search fairly.

    Furthermore, the amendment under clause 7 to the police power to stop and search under section 1 of the Police and Criminal Evidence Act 1984 will allow the police to take pre-emptive action against those suspected of being about to engage in protest-related offences. What specific safeguards will the Government put in place to ensure that such pre-emptive action will not breach a person’s rights under articles 10 and 11 of the European convention on human rights?

    Finally, I want to speak briefly about buffer zones for abortion clinics. The Bill does not legislate for that, but it should. My hon. Friend the Member for Ealing Central and Acton (Dr Huq) has led efforts in this House for some time for change on that matter, and I will continue to support her, including any amendments to this Bill that she tables. In the light of recent events, the Government should also consider buffer zones outside schools and vaccine clinics. But to return to the issue of buffer zones for abortion clinics, for too long, women in England have faced real intimidation and real harassment outside clinics providing abortion care. The Court of Appeal of England and Wales has confirmed that protesters can cause

    “significant emotional and psychological damage”.

    One woman described her experience visiting an abortion clinic in April this year:

    “They came over twice and we said, ‘No thank you.’ She was very pushy, in your face…it has left me anxious as I suffer from poor mental health. When we walked past, she said, ‘Your baby wants to live.’ We had driven for 7 1/2 hours and did not expect this at all.”

    Women accessing a legal and essential form of healthcare should not be subject to harassment. Both Scotland and Northern Ireland have begun to take steps to implement buffer zones and it is time that England did. I hope that the House will have an opportunity to vote on that in due course.

    I am delighted to speak in this Queen’s Speech debate on making Britain the best place in which to grow up and grow old. I want to focus on what my part of the country needs if we are to meet our full potential to contribute to future national prosperity, and to ensure that the people of Hull and the rest of the United Kingdom do not just survive but thrive, with strong public services and opportunities for all.

    It is 12 years since the coalition Government talked of rebalancing the economy and boosting UK economic growth by taking pressure off the congested south-east. It is 10 years since Lord Heseltine’s 2012 “No Stone Unturned” report, eight years since the northern powerhouse was launched, and three years since the Prime Minister took office and re-badged the idea as levelling up. Levelling up was only recently defined in the White Paper. After 12 years, we now have 12 missions.

    We all know that a growing UK economy is the key to improving standards of living, ending poverty and having well-funded public services, but we are stuck with low productivity, low growth, high inflation and high taxes. Escaping that requires a major contribution from the Humber. Hull is a freeport city with a multi-sector industrial base; it has the UK’s fastest-growing digital economy, a strong local arts sector and a great university. New maritime industries are expanding around the green energy estuary, and there are opportunities for growth, ending fuel poverty and energy security.

    However, alongside those success stories, Hull has setbacks. Local unemployment remains above the national average. Hull is usually in the top five areas in the UK for deprivation. In-work poverty weakened our local economy even before the austerity decade and the cost of living crisis. Hull needs more skilled, higher-paid jobs. The Minister doing the media round this morning seems to think that those jobs are shared equally around the country, but sadly they are not. Hull has several of the 225 left-behind neighbourhoods, where physical and mental health outcomes lag considerably behind those in wealthier areas.

    Raising educational standards in Hull has been challenging. Too many local youngsters are not in education, employment or training. Many of our brightest feel the need to leave to get on. Like many left behind areas, over the past decade Hull has lost not just shops, but banks, pubs, youth clubs, churches, children’s centres, police stations and post offices. Access to GPs and NHS dentists is worsening. Hull has, however, gained food banks, gambling outlets, junk food sellers and loan sharks.

    Opportunities to bid for the community wealth fund will hopefully help to repair some of our depleted social infrastructure, but so far, the talk about levelling up has been unmatched by deeds. Independent research from Bloomberg and others shows that levelling up has barely started for most of the north. Indeed, the gap between it and the south-east has grown over the past decade, including, most shamefully, when it comes to life expectancy. The excuses for failure do not convince my constituents. Of course, covid and Ukraine have been economic shocks, but Ministers presented Brexit as an opportunity to boost levelling up, not another excuse for failing. We also know that crisis can create opportunities, as happened in 1945. Hull has received some levelling-up funding for our city centre sites, but it is a small proportion of the funding package required to turbocharge our regional economy, and it is nowhere near the sustained public and private investment that has transformed the London docklands over the past 40 years. It does not even replace funding lost since 2010. I always fight in this place for the people of Hull, but a fair share of not very much will not be transformative in boosting UK economic growth and increasing the opportunities that we all want to see for the people of this wonderful country.

    Hull’s digital connectivity is good, but our poor road and rail connectivity hold back economic regeneration. The Government’s integrated rail plan delivers no genuine transport levelling up. Another obstacle to Hull’s progress has been Ministers’ insistence—behind the guise of devolution—on permanent, made-in-Whitehall changes in political structures, without proper local consultation, as a precondition for funding. I draw attention to the fact that London never had to make such changes before getting schemes such as Crossrail. The ambition must be to transform, not tinker. We must go beyond the rhetoric of a Medici-style renaissance—or a Victor Meldrew charter to level down next door’s conservatory.

    The whole country needs a levelling-up Bill that is bold, lifting the dead hand of Whitehall bureaucracy, cutting waste and boosting investment. Only failure is unaffordable for our country.

    I start by paying tribute to all those who have secured this debate and those who have already spoken so movingly, thoughtfully and powerfully. I say to the right hon. Member for Newark (Robert Jenrick), who opened the debate, how moved I was by what he disclosed about the comments made to him and his family. I agree with my hon. Friend the Member for West Ham (Ms Brown) that the solidarity of the House is with the right hon. Gentleman and his family. I also pay tribute to my right hon. Friend the Member for Barking (Dame Margaret Hodge) for all her work in this area, over so many years.

    Today marks the 77th anniversary of the liberation of Auschwitz-Birkenau. Today, we remember those 6 million Jewish men, women and children murdered during the holocaust, alongside millions of other people killed under Nazi persecution and in all subsequent genocides. This Holocaust Memorial Day is as important as ever in marking the memory of those terrible events.

    I was reflecting that I visited Auschwitz some years ago with the Holocaust Educational Trust. One of my most striking memories is of the huge piles of luggage, dolls and toys, shoes and other ordinary, mundane items, which were probably those that meant the most to the people who were murdered in that camp. I will always remember that about Auschwitz—the ordinary and mundane alongside the most evil.

    The holocaust is fading from lived memory, with the gradual passing of those who suffered and survived and of those in the greatest generation, who fought the Nazis and liberated the camps and Europe. It is up to all of us to ensure that this history and its lessons are never forgotten. I, like many others, pay tribute to the Holocaust Educational Trust for the brilliant work that it does, and to the Holocaust Memorial Day Trust, as well.

    After the events of recent years with covid, I look forward to once again meeting Hull’s remaining Jewish ex-servicemen and the community in Hull who gather every Remembrance Sunday to mark these events, and the immense contribution of the Jewish community to our country and to our very survival. As a member of the Commonwealth War Graves Commission, I am proud of the work that we do in maintaining the graves of so many Jewish ex-servicemen and women who fell while defending our country.

    As we know, we need to be vigilant as there are those who still seek to deny the facts about the holocaust, a form of fake news spread for decades by antisemites, challenging whether the holocaust actually happened or the magnitude of it, and more recently questioning the internationally agreed definition of antisemitism. Remembering what happened in the holocaust is even more important, as we have seen a rise in antisemitism abroad and here in the United Kingdom. The first half of 2021 saw the highest number of antisemitic incidents in a six-month period recorded by the Community Security Trust. It is important that we note the work that trust does, day in, day out, providing security and keeping the people of the Jewish faith safe.

    We must ask ourselves, why is that trust still required and why have we failed to combat the pernicious hatred of Jews that lingers, particularly online? Online disinformation often parrots long-standing antisemitic tropes that demonise Jewish people as happened in Germany in the 1930s; now they are spread by digital technology. The right hon. Member for Newark set out some shocking statistics about what can be found on social media platforms. This House must do something about that. Other hon. Members have talked about antisemitic messages around the covid anti-vaxxers, which are sadly too prevalent on social media.

    We must be aware of the different forms that antisemitism takes in the United Kingdom. It is no longer just the far right and skinheads trying to sell National Front publications in Brick Lane. Shamefully, in recent years my party allowed the stain of antisemitism to find a home in the party. Under the leadership of the current leader of the Labour party, we are working very hard indeed to combat that.

    The horror of the holocaust has reshaped our understanding of international law, human rights and collective security after 1945. We have a responsibility to people throughout the world to protect them from persecution, but I regret to say that we have too often failed. I chair the all-party parliamentary group on human rights, and we are only too well aware of the growing breaches of human rights around the world. We know that too many genocides have been carried out since the holocaust—in Cambodia, Rwanda, Bosnia and Darfur, to name but a few—and we should also be shamed by the current genocide being carried out against the Uyghurs in China, the plight of Christians in some countries, what happened to the Yazidi women, and what is happening now to the women in Afghanistan. Of course, there is also the stain of Islamophobia, which is still around in our communities and institutions and which needs far more attention. It is the “othering” of groups that we need to be vigilant about and take action to tackle, and we need to recognise where that “othering” can lead.

    The theme of this year’s Holocaust Memorial Day is “One Day”, but we must continue the work to eradicate antisemitism and hatred, in this country and throughout the world. Antisemites, of whatever variety, are invariably the enemies of peace, freedom, democracy and the rule of law. Only by defeating them, and all those who peddle hatred and prejudice, can we live in confidence that we will never see another holocaust.

    I pay tribute to the right hon. and learned Member for Kenilworth and Southam (Jeremy Wright) and the hon. Member for Congleton (Fiona Bruce) for securing this debate. Today is World Children’s Day, when we are asked to imagine a better future for every child, and I will focus my remarks on an online harm that the Government could act on quickly to protect our children. Commercial pornography websites are profiteering from exposing children in the UK to hardcore violent pornography—pornography that it would be illegal to sell to children offline and that it would be illegal to sell even to adults, unless purchased in a licensed sex shop.

    Three years ago, Parliament passed legislation to close this disastrous regulation gap. Three years on, the Government have still not implemented it. Assurances that the regulation gap will be filled by the forthcoming online harms legislation do not stand up to objective scrutiny. This is a child protection disaster happening now, and the Government could and, I hope, will act now.

    Children are being exposed to online pornography at an alarming scale, and during the covid-19 pandemic, there is no doubt that the figures will have increased even more with children more often having unsupervised online access. The issue is the widespread availability and severity of online pornography accessible at home. It is no longer about adult magazines on the top shelf in the newsagent. Contemporary pornography is also overwhelmingly violent and misogynistic, and it feeds and fuels the toxic attitudes that we see particularly towards women and girls.

    Back in 2017, Parliament passed part 3 of the Digital Economy Act. Enacted, it would prohibit commercial pornography websites from making their content available to anyone under the age of 18 and create a regulator and an enforcement mechanism. It was backed by the leading children’s charities, including the National Society for the Prevention of Cruelty to Children and Barnardo’s, as well as the majority of parents. However, in 2019, the Government announced that they would not be implementing part 3 of the 2017 Act. In the online harms White Paper in February, the Government said that any verification

    “will only apply to companies that provide services or use functionality on their websites which facilitate the sharing of user generated content or user interactions”.

    That is not good enough. Parliament has already spoken. We have said what we want to happen. I expect the Government to build on part 3 of the 2017 Act. It is set out and is ready to go to. They should act on it now.

    The reason the Government are in such a mess on this issue is that they did not put together a strategic plan for education and children at the start of covid-19 in the way that they did for the economy. I recognise the work that they have done on that with furloughing and so on.

    I congratulate Marcus Rashford and all those who have campaigned for many years to make sure that during school holidays, children can receive food if they need it. It is rather sad that it has taken the covid pandemic to force the Government to acknowledge that holiday hunger has existed for many years. People such as the chair of the all-party parliamentary group on school food, my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson), and campaigners such as Lindsay Graham have been talking about it for many years. It is also worth the House knowing that in the 1960s and 1970s, provision was made during holidays for children who were on free school meals, so the idea that it has never happened before is not correct.

    I care deeply about this issue. Some 24% of children in Hull are on free school meals, against a national average of 15%. In my constituency, at least one in three children live in poverty, with 3,600 children on free school meals. In previous years, under previous Labour Administrations, Hull City Council introduced free school meals for all children in primary and special schools because it recognised that for children to do well academically, they need to have good nutrition. I pay tribute to it for that work.

    I also remind the House that in 2009, I was an Education Minister in the last Labour Government. One thing that we did then was to introduce universal free school meal pilots in Durham and Newham. Sadly, when the coalition Government came in, they scrapped those pilots, but they showed a clear link. We all want to see our children do well and grow up healthy with a good education.

    I have several questions for the Government. I want to make sure that my local authority gets its fair share of money. When will the allocations be made? Will the schools that found the Edenred system difficult to deal with be reimbursed for the work that they are doing to ​support children and families? Will the support continue indefinitely now that we recognise that holiday hunger exists? Finally, why has Hull never received a penny from the Government’s £9 million scheme for holiday activities, even though it has applied and is the fourth most disadvantaged area in the country? Some £999,000 has gone to Suffolk and £766,000 to Hampshire, but in Yorkshire and the Humber only Leeds has received any money at all.
